CITY COUNCIL REPORT SUBJECT: Resolution No. 2594 - Second Amendment to Maricopa County Intergovernmental Agreement MEETING DATE: January 28, 2025 TO: Mayor and Council FROM: Santiago Cornejo, Human Services Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Tolleson Human Services Department is requesting the adoption of Resolution No. 2594, approving the Second Amendment to the Intergovernmental Agreement (IGA) between the City of Tolleson and Maricopa County, administered by its Human Services Department (MCHSD), pertaining to funding under the Community Services Block Grant (CSBG) Program. The funding supports the Tolleson Farmer's Market Initiative, aimed at improving access to food and nutrition for Tolleson residents and surrounding areas. BACKGROUND: The City of Tolleson entered into an Intergovernmental Agreement (IGA) with Maricopa County on November 21, 2023, to provide funding under the CSBG Program. The original IGA facilitated funding for the Tolleson Farmer's Market Initiative. • The First Amendment extended the Agreement through June 30, 2025, and provided funding in the amount of $29,700. • The Second Amendment increases total funding to $34,700 ($29,700 in CSBG funds + $5,000 in County General Funds) and requires a 25% cash match contribution from the City totaling $11,567. • Additionally, administrative and compliance provisions, including SAM.gov registration and 2 C.F.R. § 25.300, have been updated. DISCUSSION: The Second Amendment updates project funding, administrative requirements, reporting obligations, and compliance standards to align with federal, state, and local regulations. BUDGET IMPACT: Total Funding: $34,700 ($29,700 CSBG funds + $5,000 County General Funds) City Cash Match Contribution: $11,567 Funding supports administrative and operational costs for the Tolleson Farmer's Market Initiative during Fiscal Year 2025 (FY 25).
