CITY COUNCIL REPORT SUBJECT: Planning & Zoning Commission Appointments MEETING DATE: January 28, 2025 TO: Mayor and Council FROM: Crystal Zamora, City Clerk REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The purpose of this agenda item is to request City Council approval for the appointment of Joe Cortina, Sheryl Heier, and Miriam Segura as Commissioners of the Tolleson Planning and Zoning Commission. Each will serve a three-year term from January 2025 through January 2028. BACKGROUND: The Planning and Zoning Commission plays a critical role in advising the City Council on zoning matters, land use policies, and development proposals within the City of Tolleson. The commission consists of appointed members who serve staggered terms to ensure continuity and balanced representation. • Joe Cortina: A resident of Tolleson for over 52 years, Joe has extensive experience working with the Maricopa County Adult Probation Department and has actively participated in community development efforts. • Sheryl Heier: With over six years as a Tolleson resident, Sheryl brings a background in IT management and organizational expertise. Her volunteering efforts include therapy dog programs, Gabriel’s Angels, and Arizona State Parks. • Miriam Segura: A Licensed Master Social Worker and 22-year Tolleson resident, Miriam has extensive experience in public programs and community advocacy. Her work has focused on mental health, housing challenges, and transitional support services. DISCUSSION: The nominees possess diverse professional experiences and community involvement, making them well-suited to serve on the Planning and Zoning Commission. Their combined expertise will support Tolleson’s mission to enhance community development and promote sustainable growth. BUDGET IMPACT: There is no budget impact associated with these appointments. RECOMMENDATION: Staff recommends the City Council approve the appointment of Joe Cortina, Sheryl Heier, and Miriam Segura as Commissioners of the Tolleson Planning and Zoning Commission to serve from January 2025 through January 2028.
