v MAR) COPA COUNTY February 26, 2026 The Honorable Gerry Friedel, Mayor Sent via U.S. Mail & eMail Town of Fountain Hills 16705 E Avenue of the Fountains Fountain Hills, AZ 85268 RE: NOTIFICATION OF OPPORTUNITY TO BE INCLUDED OR EXCLUDED FROM THE MARICOPA URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM Dear Mayor Friedel, The Town of Fountain Hills currently has a Cooperation Agreement with Maricopa County for your municipality's population to be included in the Maricopa Urban County CDBG program. The U.S. Department of Housing and Urban Development (HUD) requires a Cooperation Agreement to be executed by all units of local government wishing to participate in the Maricopa Urban County CDBG Program (UC CDBG Program). The Maricopa County Human Services Department, through its Housing and Community Development Division (HCD), serves as administrator of the UC CDBG Program, and must ensure completion and submission to HUD of the Cooperation Agreements and any other required documents for the participating Cities and Towns. The Town of Fountain Hills has the option to elect having its population included in or excluded from the UC CDBG Program. The decision will be effective for the three-year period of July 1, 2026 through June 30, 2029 for HUD program years 2027, 2028 and 2029. A proposed draft of the agreement is forthcoming. We are awaiting the HUD CPD Notice to review required provisions and legal approval. To meet HUD deadlines the County needs to receive a letter indicating your municipality's decision to be included or excluded from the UC CDBG Program no later than March 13, 2026. To be included: Submit e A formal letter of intent confirming approval from the governing body for your municipality to opt in and enter into the three-year agreement by March 13, 2026. e The Executed three-year Cooperative Agreement (IGA) Amendment and resolution authorizing the action by June 15, 2026. The Maricopa County Board of Supervisors’ action to approve the IGA is scheduled for June 24, 2026. To be excluded: Submit a letter confirming your municipality's exclusion from the Maricopa Urban County CDBG Program. Failure to receive a response from your municipality by March 13, 2026 will be interpreted as an election to be included in the Maricopa County HUD programs. If this occurs, Maricopa County will reach out for clarification on included/excluded status. Human Services 234 N.
