Avenue of the Fountains Fountain Hills, AZ 85268 rgoodwin@fountainhillsaz.gov Re: Comments Regarding Turf Paradise Request for Off-Track Pari-Mutuel Wagering at Parkview Tap House Bar & Grill Dear Ms. Goodwin: The Fort McDowell Yavapai Nation (“Nation”) acknowledges receipt of the Town of Fountain Hills’ notice dated March 30, 2026, regarding a request from Turf Paradise seeking approval to offer off-track, pari- mutuel wagering as a permitted use at Parkview Tap House Bar & Grill. The Nation supports legal gaming that fully complies with the laws of the State of Arizona, including the Tribal-State Gaming Compacts between the various tribes and the State of Arizona. As you are aware, the Nation is a party to the 2021 Amended and Restated Gaming Compact (the “Compact”’), which expressly authorizes and regulates off-track pari-mutuel wagering, including through the operational standards set forth in Appendix E to the Compact. The Nation respectfully offers that any approval of off-track pari-mutuel wagering within the Town should be conditioned upon the activity being conducted in a manner consistent with all applicable state laws, the Compact, and any relevant regulatory requirements set forth by the Arizona Department of Gaming or the Arizona Racing Commission. The Nation appreciates the opportunity to comment and thanks the Town for its recognition of our government-to-government relationship.
