TOWN OF FOUNTAIN HILLS STAFF REPORT Meeting Date: 4/21/2026 Meeting Type: Town Council Regular Meeting Submitting Department: Administration / Finance Prepared by: Paul Soldinger, Chief Financial Officer Staff Contact Information: Phone: 480-816-5160 Email: psoldinger@fountainhillsaz.gov Request to Town Council Regular Meeting (Agenda Language) CONSIDERATION AND POSSIBLE ACTION: Approving a request from Turf Paradise to operate Off-track Parimutuel Wagering (Off-Track Betting) at Parkview Tap House, located at 16828 E Parkview Ave, Fountain Hills, AZ 85268 Staff Summary (background) On March 27, 2026, the Town received a request from Skyfall 7, LLC dba Turf Paradise, to operate Off-track Parimutuel Wagering (otherwise known as Off-track betting) at Parkview Tap House, located at 16828 E. Parkview Ave in the Town of Fountain Hills. Turf Paradise provided a copy of its Teletrack Wagering Permit approved by the State of Arizona that is valid through May 31, 2028, and requested that the Town approve for Parkview Tap House to be able to offer Off-track betting at its business location through the same time period valid through May 31, 2028. Town staff requested feedback on this request from nearby Tribal Nations/Communities and received response letters from the Fort McDowell Yavapai Nation and the Salt River Pima- Maricopa Indian Community. These response letters are included in the agenda packet for the Council's consideration. The purpose of this agenda item is to obtain the Town Council's approval regarding the request for an Off-track Parimutuel Wagering License for Parkview Tap House, submitted by David Johnson, Agent for the business and Vice President of Turf Paradise. Arizona Revised Statutes require approval from a city or town before the Arizona Department of Gaming will approve an Off-track betting location, and therefore, the Council's approval will be forwarded to the Department. Staff reviewed the business and did not identify substantial compliance issues with Town Code requirements.
