REDDICK:  All right.  Good evening.  I call this meeting of the Community Service 
Advisory Commissions to order.  Please rise for the Pledge of Allegiance.  
MULTIPLE SPEAKERS:  I pledge allegiance to the flag of the United States of America.  
And to the republic for which it stands, one nation under God, indivisible, with liberty 
and justice for all. 
REDDICK:  We'll now have a moment of silence.  Okay.  All right.  Clerk, please call the 
roll.  
MAZEIKIS:  Yes, chair.  Can I start with Commissioner Ron Ruppert? 
RUPPERT:  Here. 
MAZEIKIS:  Commissioner Natalie Varela? 
VARELA:  Here. 
MAZEIKIS:  Commissioner Craig Rudolphy?  Commissioner Stephen Barnes?

REDDICK:  Here.   
MAZEIKIS:  And we have a quorum.  
REDDICK:  Okay.  A quorum is present, and we will proceed.   
SNIPES:  Just -- just real quick, too, during the last meeting, we had trouble with the 
transcribing being clear through the mics.  So if you guys can make sure that you and --
and I'm a victim -- or a person who was involved in that as well so I'll try and make sure 
that I'm up to the mic as well.  But it makes it a lot easier on Stormy to get the minutes.  
And as you could see in last month's, there's several spots where it wasn't sure what 
was happening so if we could try and make sure that the mics are on and that we're up 
close to the mic when we're talking, it would be greatly appreciated.  
REDDICK:  Absolutely.  And noted.  Okay.  A quorum is present, and we'll proceed.

agenda item 6A.  I'd like to move to the consent of the item.  Item 6A, approval of the 
Community Service Advisory Commission meeting minutes from January 26th.  Is there 
a motion to approve the agenda? 
VARELA:  I move to approve the minutes.  
RUPPERT:  Second.  
REDDICK:  Perfect.  Thank you.  It has been moved.  And second.  All those in favor?

REDDICK:  Any opposed?  Okay.  This motion carries.   
All right.  Regular agenda item 7A.  We'll move to item 7A, which is the update on the 
Arizona State puzzle donor program Centennial Pavilion.  
SNIPES:  Thank you.  So we just placed our next round of orders.  We ordered nine more 
puzzle pieces.  I'm pretty sure that something happened when Stormy came on that 
created a mad dash for puzzle pieces because within the first couple of months, we've 
had nine more, so that'll put us up -- do you know what the total was?  I think it's right 
around half of them are now out, if not a little over half, so that's good.  We'll be -- we 
should get those I think by the end of this week we'll have those and hopefully get them 
installed.  So it's really starting to -- to take shape over there if you haven't seen it 
recently.  And when we add nine more, it's really going to start to -- to come together.  
And then we'll be doing a push kind of get some urgencies for people that want to be 
involved in it if they're on the fence about it.  Because we are running out of orders that 
we'll be placing on those.  Once it gets filled up it's done.  So we'll be doing that after we 
get this next round put up.  
REDDICK:  Commissioners.  Any questions?  
MAZEIKIS:  Carey or Chair, sorry.  If you go to page 15, you can see all the ones that are 
marked in green are the ones that are sold.  And then currently we don't have any that 
we're holding for proofs.  And so that will give you a really good idea on where we stand 
with almost the pavilion wall is almost completely filled up.  
REDDICK:  Nice work.  Good job.

REDDICK:  All right.  Well, we will move to item 7B discussion, possible action regarding 
the Skyview Park support and approval plans.  Kevin, I will let you proceed.  
SNIPES:  Alrighty.  So I believe the plans were sent out with the packet.  We also have 
some renderings to show, but I just figured I would go through a few of the pages on 
here that I think are critical to understanding what we're trying to do with the park as 
well as how we're going to accomplish that.  It also helps to cover the increase in price 
from the original guesstimation to actual fruition and where we're at today.  As you can 
see, we'll have several trails going through the park.  These will all be natural.  They 
won't be -- they'll be done with Stay Lock a lot like we did at the entrance to Odero 
trailhead which has worked out really well.  We also used that over at Panorama Park.  
So that'll -- that'll help.  One, it's cheaper than doing concrete.  And B, I wanted it to be 
more of a natural setting over there.  And so we've worked hard to kind of maintain that 
as we go.   
Let's see.  Here you can kind of see the entry sign.  And then we did some constellations 
on them as well.  And then on the actual shade structure on the bottom picture there, 
you can see where we actually named the constellations as well, so that it'll be more 
informative when you are out there looking at it, you'll have a point of reference to 
what it -- to what it is as well as where you can find it.   
Here you can kind of see the center activity area and because of the road that's going by 
with Golden Eagle going by as well as Bainbridge, we really needed to block out all 
headlights that are coming down the hill, which was -- proved to be extremely difficult.  
Because of that, such a height compared to the -- the space we're trying to protect.  So 
we had to go taller with the structure as well as angle in some -- some shade blocking.  
Not from the sun, but from the headlights.  So that was a major contributing factor.  
The -- to help reduce some of the cost we're only doing the -- the first few panels next 
to each of the entryways with the star patterns, and the rest of them will be more of a 
plain look so that we could help to try and keep the cost down.  But as you can see, 
there's a few different images.  Let's see.  Let's go to this one.  So you can kind of see 
you're looking through the top with this one where you can see there's three entryways

that will be coming in so we can get people in from different angles.  And we were -- we 
were picky about the exterior of those entryways making it so you have to walk around 
something to walk in so that there isn't a direct line of sight into the viewing area.  And 
then one of the -- the things that we did late that I think is really cool is we -- we kind of 
treated the center of the shade -- the structure area the concrete as being our solar 
system so you can see where the sun's at and each of our planets as it -- as they go away 
from the sun, and they did those proportionately to make it have a similar effect to 
what that would be.  And I think that's going to come out really cool when you -- when 
you first walk into the area.   
Here at the bottom, you can kind of see the -- the lighting that will be being used.  They 
all come from under -- under benches and away from eye height which will help.  Let's 
see down here you can see the -- the types of lighting that's being used.  So we'll be 
using off to the right there we'll be using the red band lighting.  And then at the very 
bottom will be a seat wall, and it cuts back in and the light will just shine down to the 
ground.  And so that'll really help to whether it's just lighting up what you need to see 
and that's where you're walking, but it won't be lighting up the entire space where 
you're trying to view from.   
And here's showing how much light will be in there when those lights are on.  And as 
you can see, it's -- it's very nominal.  Foot candles out in the center of it, which was the 
goal as we were doing it.  And it'll be red light so that it won't be hard on your eyes 
when you're trying to do sky -- sky gazing.   
And then some renderings that we also just got in.  You guys are getting a super sneak -- 
sneak peek.  So here as you can see -- so this is one of the entrances.  So we had these 
walls put up to where that you have to walk around them to -- it'll totally prevent light 
from being able to come in from each of the different angles of where cars would 
typically be driving.   
Here's another angle where you can kind of see in from the edges, but you won't be 
able to see from where the cars will be driving.  Here you can kind of see the star 
patterns that are going to be put on with their names listed over them as well.  And you

can see the benches inside the seat walls that I was discussing earlier.   
This is one of the other educational areas that will have a shade structure over it.  It's a 
little bit smaller space but could be good for the right size classes depending on, you 
know, this is going to be a day and night activity space.  And so we'll have two spaces 
that are similar to this for -- for classes and -- and events like that.  As you can see, it's --  
it's a substantial structure.  I think it's -- I'm trying to remember off the top of my head, 
but I believe it's 12-foot entry point and up to 14 on the inside.  So it is a -- a big 
structure to make sure that we're blocking out all the light that we need to.  That's all 
the renderings I have.  With that, I'll take any questions that you all might have.  And we 
are looking for a vote of support from the committee as our next step in our agenda.  So 
if you have any questions beforehand, now's your chance.  
RUPPERT:  Just a couple of infrastructure questions.  Are there going to be cameras 
there?  
SNIPES:  We -- we don't have it scheduled at this time for it, but we are doing that within 
all of our parks.  
RUPPERT:  How about electricity for, like, events if somebody wants to rent this place 
out?  
SNIPES:  Yeah.  There will be electrical in several points within -- within the area just in 
case we do need something like that.  
RUPPERT:  The benches on the inside and the one in that educational area, the concrete 
benches, are they going to be skateboard proof.  
SNIPES:  We haven't had issues with that lately.  It doesn't mean that we won't, but if we 
do, it doesn't take much to -- to add that into it afterwards.  Yeah, that's more important 
right now.  That's true.  
RUPPERT:  And one -- one last question is that the site plan, does it go all the way back 
to that, like, rock cliff that's along the edge?  
SNIPES:  Yes.   
RUPPERT:  So the trees that are on the one side are, like up against the rock cliff there.  I 
forget is there are homes on top of that?

SNIPES:  There are, yes. 
RUPPERT:  Is there any, like, street drainage that comes into that corner?   
SNIPES:  No.  No, it's not allowed to drain -- none of those lots were allowed to drain 
that way.  
BARNES:  Okay.  That's all I had.  
SNIPES:  Yep.  
RUPPERT:  Spectacular, by the way.  
SNIPES:  Thank you.  Appreciate it.  
VARELA:  Yeah, I think it's great.  Will it -- will it be able to be rented out if somebody 
wants to like, I mean, I could actually see somebody wanting to do like a wedding there 
because they're really into -- 
SNIPES:  Yeah, yeah.  It'll be like the rest of our parks where we'll have the ability to rent 
it out, yes.  
VARELA:  Great.  I think it looks amazing.  
SNIPES:  Thank you.   
REDDICK:  Yeah.  And Kevin, just to add, you know, I think these individuals have stated 
it's very detailed.  The team has done a great job.  It's very creative.  And I think it's 
going to look great not only for our community but for the astrology community as well.  
So well done.  
SNIPES:  Awesome.  Thank you.  
REDDICK:  Yeah.  
VARELA:  I guess I would have one more question.  And I more so when I could think I 
would hear people saying this is what they're spending money on, why would -- why 
would they do this instead of, you know, fixing the roads or doing so what's our -- what 
are we saying? 
SNIPES:  Why to that?  So -- 
VARELA:  Yeah. 
SNIPES:  So this -- this park is actually all being built with development funds that are 
only allowed to be used for parks.  They couldn't be used for roads even if we wanted

to.  So that's -- that's our -- that was the whole idea of this from -- from start to finish 
was that we had development funds that do expire after ten years.  We have enough in 
that budget right now to build this park even with the increase in cost, which we think 
could be upwards of what we're asking for 1.4, we're hoping to come in under one.  But 
with some of the unknowns that we have out there, that's where we felt comfortable.  
RUPPERT:  It's been a bone yard -- 
SNIPES:  Yeah.  
RUPPERT:  -- for 35 years, so -- 
SNIPES:  Exactly.  Who knows what's under the soil?  
REDDICK:  All right.  If there are no further discussions, the chair will entertain a motion.

VARELA:  I move to move forward with this plan.  Do you want something more specific?  
SNIPES:  it could just be in support of the building of Skyview -- Skyview Park.  
VARELA:  Okay.  I'm in support of the building of Skyview Park.  So I move that we move 
forward.  
REDDICK:  Is there a second?  
BARNES:  I second.  
REDDICK:  Can you do a roll call or just vote. 
SNIPES:  You can just do a vote. 
REDDICK:  Yep.  All those in favor?

REDDICK:  Perfect.  Okay.  This motion carries.  All right.  Item 7C and 7D.  We'll now 
move to 7C, which is the update on the upcoming events and volunteer opportunities.  
SNIPES:  We have the -- we have a list of those on page 16 of the agenda, and you know, 
we're coming up on some of our bigger events.  We'll have Irish Fest coming up.  We 
have Teen Takeover this Saturday which has always been a fun event, and it's grown 
steadily over the last several years so that'll be going on in the community center 
Saturday night.  And then Irish Fountain Festival is coming up.  That's a big one that 
we're always looking for assistance from especially for money handlers.  I think we filled

up our -- our -- our list this year already, so that's a good thing.  But if anybody was 
interested in coming out to volunteer, that would be great.  We would certainly use you.  
And then we've changed things a little bit this year where we've added Extravaganza 
and Touch a Truck to the same date at the same park which is at a new location.  That 
one's going to be at Desert Vista this year.  It's the first time we've done it over there.  
But we were so busy in the spring that we felt like each of those events were smaller by 
themselves and so if we could combine them, that would make it so we could do both 
still and not have our staff having to come in extra days to run them.  So that's our plan 
for this year.  We're looking forward.  We think that that is going to really help out both 
of those become larger events.  Those are our main ones that are just around the 
corner.  Then, you know, of course, we've got Music Fest coming up in April, and so 
that's another one that we'll be looking for volunteers to come and help us out at that 
one as well.  That's it.  
REDDICK:  All right.  Thank you, Kevin.  Item 7D, which is the next meeting date.  It's 
March 30th, 2026.   
I'd like to do a call to the public.  Okay.  Call to the public is now closed.   
Next, future agenda -- agenda -- agenda items.  All right.  Are there any requests for 
future agenda items?  
VARELA:  I just have a question.  And I must have missed where I should ask this, but do 
you have a count of how many people were at the car show or an estimate?  
SNIPES:  I don't we can add that to the next agenda.  And we can discuss it there.  
VARELA:  Okay.  Yeah.  Thank you.  And then one other thing.  The -- this list, the spring 
2026 list, is there somewhere to look up these events?  Like, I -- 
SNIPES:  These are all found on our -- on our web page.  And so that's probably the 
easiest spot to find it is on the Fountain Hills website.  
VARELA:  Well, I guess like, more like a little blip of, like, I because I wanted I was 
specifically looking what that because of be fundraising.  I didn't see it.  I mean, I -- I 
found it on the just you know, by Google of that, but is there anywhere like where 
there's a blip, a description of all of these events or just them listed out?

SNIPES:  You mean individually and what they entail type of deal.  It certainly happens as 
we're getting closer to the events through our social media posts.   
VARELA:  Okay.   
SNIPES:  That's the main place where information like that will be at when we shoot lots 
of videos with Mike Pelton and our -- our staff themselves to post both on the Facebook 
page for community services and or the Town's page.  
VARELA:  Yeah.  Okay.  Thanks.  
RUPPERT:  Back to Skyview, is there -- there's not going to be a, like, a public hearing 
poster put up for that, for a hearing for that?  Just --  
SNIPES:  No, we're going to present it to council and -- and move forward with what it is.  
With it being such a specialized park we felt like having the specialist help us with the 
design was -- and we worked with -- we did work with the Dark Sky community a lot 
throughout the process.  They've been involved every step of the way.  
RUPPERT:  Back to events.  And I may have missed this in the mailbox, but you know, the 
town used to put out a nice little, like, pamphlet in the mail or a little magazine type 
thing, which was wonderful with all the events in it in color.  Did we get one this year or 
did I miss it?  
SNIPES:  We quit doing The Loop several years ago that -- it became cost prohibitive, and 
we've gone to an all digital format on that.  
RUPPERT:  Okay.  It was nice though.  
SNIPES:  Uh-huh. 
REDDICK:  All right.  Well, if there are no further business, the chair will entertain a 
motion to adjourn.
