View in browser Print Version Legislative Bulletin: Issue 7 – March 2, 2026 Legislative Update: Welcome to the eighth week of the legislative session. A total of 2,119 legislative measures have been introduced. To date, the legislature has passed 14 bills, three of which were signed by the Governor and 11 of which were vetoed. Legislature Completes Crossover Week The Legislature spent much of last week on extended floor sessions as lawmakers worked to advance bills out of their chamber of origin following the February committee deadline. While often referred to as “crossover week,” there is no formal deadline tied to floor passage, and measures that have cleared committee in their originating chamber remain alive. The House in particular held a marathon floor session stretching overnight into the early morning hours in order to move a large volume of legislation. The surge of activity reflects the typical mid-session push to position bills for consideration in the opposite chamber. With committee work now beginning on Senate bills in the House and vice- versa, the next key milestone is Friday, March 27, the deadline for measures to Session Deadlines Every session has deadlines pertaining to bill submissions and hearings. These are established by Senate and House rule and are subject to change. This year’s schedule is as follows: be heard in policy committees in the opposite chamber. Legislation that does not receive a hearing by that date is generally considered dead for the year. Ballot Referrals Also Advancing In addition to statutory measures, lawmakers continued advancing legislatively referred ballot measures. This allowsthe legislature to send policy questions directly to voters without gubernatorial approval. Legislative leaders have indicated they will narrow the list of referrals ahead of final passage decisions, following a similar dynamic in 2024 when voters considered 11 legislatively referred measures. One measure of municipal interest, SCR 1004: photo enforcement systems; prohibition (Rogers), advanced from the Senate this week on a 16–12 vote after adoption of a League-supported amendment addressing local government concerns. The resolution has now been transmitted to the House for consideration. Upcoming Hearings SB 1293: GPLET; abatement; limitation (Mesnard) House Committee on Ways & Means Limits the government property lease excise tax (GPLET) abatement for new development agreements approved from and after the effective date by prohibiting abatement of the proportional share of tax revenue designated for school districts. Position: OPPOSE Hearing: Wednesday, March 4th, at 10AM in House Hearing Room 3 SB 1029: candidate committees; posthumous closure (Kavanagh) House Committee on Federalism, Military Affairs & Elections Deems a candidate committee to have the intention to terminate upon the candidate’s death and authorizes specified individuals to act as treasurer to close the committee if no alternate treasurer was previously designated.
