RE: Regional funding update for the Shea Boulevard: Palisades Boulevard to Technology Drive project 
Dear Ms. Goodwin: 
This serves as follow-up to an email from town staff from November 6, 2025, requesting to use funding allocated 
to the above project as part of the Proposition 479 Arterial Life Cycle Program (ALCP) to reimburse additional 
costs for the portion of the project that is being constructed under the Proposition 400 ALCP. The Shea Boulevard: 
Palisades Boulevard to Technology Drive project is programmed in both the Proposition 400 and Proposition 
479 ALCP. The town intends on constructing the first phase, from approximately Palisades Boulevard to Fountain 
Hills Boulevard, as part of the Proposition 400 ALCP, while the second phase, from approximately Fountain Hills 
Boulevard to Technology Drive, will be constructed as part of the Proposition 479 ALCP.  
After a review of the Policies and Procedures for both the Proposition 400 and Proposition 479 ALCPs, it has been 
determined that the city would be able to seek reimbursement for the additional costs of the Prop 400 project 
as part of the Prop 479 ALCP project since the full project limits are included in both programs. Please note that 
the Prop 479 ALCP project is not currently programmed for reimbursement until Fiscal Year 2031, meaning the 
earliest the town could seek reimbursement would be July 2030.
