CALL TO ORDER - Chair Zemp called the meeting to order at 4:00 PM B. CALL TO THE PUBLIC – None D. ITEMS OF BUSINESS 1. Consideration and Action to Approve the Minutes of January 14, 2026 This item was moved and heard as item #2 on the agenda. Discussion Regarding Economic Development and Transportation Advisory Committee (EDTAC) Charter, Code of Ethics, Oath of Office, and General Conduct of Committee Members This item was moved and heard as item #3 on the agenda. Economic Development and Transportation Committee Minutes of March 11, 2026 Page 2 of 4 Steve Boyle, Community Development Director, presented information regarding charter for the Economic Development and Transportation Advisory Committee (EDTAC). Key points of the committee charter include: • Recommend strategies to attract new businesses, support existing ones, and foster sustainable economic growth • Advise on workforce development programs that strengthen local skills and meet employer needs • Review the Bed Tax, tourism initiatives, and marketing efforts, providing strategic feedback to the town • Make recommendations on transportation and airport projects to improve mobility, safety, and long-term development • Assess Wickenburg’s cultural and historic assets to guide future growth while preserving community heritage • Serve as a liaison to the community by passing on resident and tourist recommendations and opinions to the staff liaison Committee Rules from Town Code include: • The committee is allowed to have seven members with two alternates • There is a council liaison, Kristy Bedoian, and a staff liaison, Steve Boyle • Expectation of two years of service with an additional two years possible • Meetings are every other month on the second Wednesday at 4:00 PM • Members must maintain residency in Wickenburg during their service • The committee shall elect a chair and a vice chair • This is a volunteer opportunity with no compensation • Expenditures, agreements, and contracts are to be referred to the town council as the committee doesn’t have budget authority • 4 members constitute a quorum Standards of Conduct include the following: • The committee has an advisory role for staff and town council • Cooperation among members is expected, with unified, kind communication • Public involvement is encouraged, as it is a public meeting • Transparency is essential in all communications and actions • Members should come prepared, having read the agenda and packet ahead of time • Conflict of interest: If there is a doubt, it probably is a conflict of interest. Discussion and Update on the Wasatch Media Marketing Campaign for the Town of Wickenburg This item was moved and heard as item #1 on the agenda. Nick Giustino, Wasatch Media Marketing, provided the following update: • February marked the first full month operating with the supplemental budget fully implemented o Campaign efforts are focused on reaching Maricopa County residents o New creative assets were launched in conjunction with the expanded budget • Additional video assets are currently running on social media platforms including Facebook and Instagram • Connected television (CTV) advertisements are running throughout Maricopa County, including placements on: o ESPN through Apple TV, Roku, Samsung Smart TV o Local news outlets and streaming platforms such as Paramount +, Peacock, and YouTube • Total campaign impressions increased by more than 75%, largely driven by the expanded video awareness campaign • Paid search, display ads, and social media advertising are currently targeting audiences across Maricopa County • Existing Prop 302-funded campaigns continue to target out-of-state visitors o Sponsored emails and flyover advertisements have performed successfully • Approximately 15,000 people accessed the Out Wickenburg Way website in the past month, including users from: o Phoenix, Las Vegas, Los Angeles, Denver, Mesa, Surprise, and other areas • CTV advertisements reached approximately 55,000 viewers • A foot traffic study indicated approximately 340 visitors who do not reside in Wickenburg area were attributed to viewing the advertisements • The Phoenix marketing campaign launched in January, initially focusing on paid search, display, and social media advertising. Full implementation, including video assets, began February 1 following completion timelines. • The Out Wickenburg Way project is complete; however an unresolved website permission issue is preventing event synchronization. The team is working with plugin support and will follow up with the Chamber of Commerce to resolve the access issue. Chair Zemp noted the importance of presenting social media materials, printed examples, and videos to the Town Council to better illustrate the campaign data and demonstrate how the town is being represented. Nick Giustino indicated that these materials will be provided by tomorrow or Friday of this week. Nick Giustino explained that the approved media plan identifies April as the final month of heavy campaign activity, with reduced efforts planned for May and June targeting the staycation market. Summer marketing will focus primarily on paid search, display advertising, and retargeting strategies. E. NEXT MEETING DATE – May 13, 2026 F.
