RESOLUTION NO. 1996

A RESOLUTION OF THE COMMON COUNCIL OF THE TOWN
OF WICKENBURG, ARIZONA, ADOPTING A 2017
LEGISLATIVE PROGRAM

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE TOWN OF
WICKENBURG, ARIZONA, AS FOLLOWS:

Section J. Principles and Issues.

Those persons authorized by the Town of Wickenburg to lobby on its behalf, including members of
the Common Council and those registered as lobbyists with the Secretary of State of Arizona
pursuant to Arizona Revised Statutes§ 41-1231 ef seg. (the "Town Lobbyists"), are hereby
authorized and directed, subject to the continuing supervision of the Town Council and the Town
Manager, to represent and pursue the legislative interests of the Town of Wickenburg by
supporting legislation that embodies any of the following principles or addresses any of the
following issues:

. Protects state-shared revenues and the historical formulas for their distribution to municipalities,
including the Highway User Revenue Fund (HURF) and other funding sources for local transportation
and transit projects.

. Maintains local control and respects the authority of cities and towns to self-govern in a way that meets
the needs of their respective communities without the burden of unfunded mandates.

. Streamlines taxation and development regulations to removes economic development barriers without
negatively impacting municipalities’ ability to collect revenue sufficient to provide services.

. Simplifies the construction sales tax in a way that encourages compliance among affected businesses
while protecting local revenues and recognizing the impact of new development on municipal services.

. Guards against outright elimination of any revenue category, including the residential rental tax,
without a plan to replace it with a new revenue source.

. Promotes a healthy economic climate, including the furtherance of international trade, maintenance of
existing economic and tourism development tools that benefit small and rural communities, and
addition of new infrastructure financing programs in designated areas.

G. Addresses the long-term fiscal health of the Public Safety Personnel Retirement System (PSPRS).

H. Promotes greater flexibility to municipalities and simplifies the process for annexing unincorporated
county areas, especially urbanized county islands and government-owned property.

I. Expands the geographic area in which electronic outdoor signage can be constructed along major
highway corridors and enhances the flexibility of local government to regulate such installations.

J. Encourages partnership between state and local governments, recognizing that we share the same
constituents who expect outstanding service from elected and appointed leaders at all levels.

Section H. Opposing Legislation.

Legislation that is inconsistent with any of the principles or objectives set forth in Section I above
should be opposed or appropriate amendments pursued.

Section III. Town Staff Direction.
The Town Manager and staff are hereby authorized and directed to undertake all other and
further tasks required or beneficial to carry out the terms, obligations and objectives of this

resolution.

PASSED AND ADOPTED by the Town Council of the Town of Wickenburg, Arizona, this 19" day
of December, 2016.
