RESOLUTION NO. 1795

A RESOLUTION OF THE COMMON COUNCIL OF THE TOWN
OF WICKENBURG, ARIZONA, ADOPTING A_ 2015
LEGISLATIVE PROGRAM AND DIRECTING THOSE
AUTHORIZED TO LOBBY ON BEHALF OF THE TOWN OF
WICKENBURG TO REPRESENT AND PURSUE IT

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE TOWN OF
WICKENBURG, ARIZONA, AS FOLLOWS:

Section I. Principles and Issues.

Those persons authorized by the Town of Wickenburg to lobby on its behalf,

including members of the Common Council and those registered as lobbyists with the Secretary of
State of Arizona pursuant to Arizona Revised Statutes§ 41-1231 ef seg. (the "Town Lobbyists"),
are hereby authorized and directed, subject to the continuing supervision of the Town Couneil and
the Town Manager, to represent and pursue the legislative interests of the Town of Wickenburg
by supporting legislation that embodies any of the following principles or addresses any of
the following issues:

A.

Protects state-shared revenues and the historical formulas for their distribution to municipalities,
including Highway User Revenue Fund (HURF), Local Transportation Assistance Fund II
(LTAF 1), and other funding sources for local transportation and transit projects.

Maintains local control and respects the authority of cities and towns to self-govern in a way
that meets the needs of their respective communities without the burden of unfunded
mandates.

Reforms taxation and development regulations in a way that removes barriers to commerce
without negatively impacting municipalities’ ability to collect revenue sufficient to provide
services.

Promotes a healthy economic climate, including the furtherance of international trade along the
CANAMEX Corridor, maintenance of existing economic and tourism development tools that
benefit small and rural communities, and addition of new economic development programs such
as tax increment financing.

Addresses the long-term fiscal health of the Public Safety Personnel Retirement System
(PSPRS) and the composition of its board of trustees.

Recognizes the benefits associated with parks, trails and open spaces and supports
appropriate funding for maintenance of these natural resources, including restoration of
the Arizona State Parks Heritage Fund.

Promotes greater flexibility to municipalities and simplifies the process for annexing
unincorporated county areas, especially urbanized county islands and government-
owned property.

H. Streamlines the implementation of development impact fees, including, but not limited
to, expansion and clarification of allowable uses, shorter implementation timeframes,
and reduction of complexity and ambiguity.

I. Expands the geographic area in which electronic outdoor signage can be constructed
along major highway corridors and enhances the flexibility of local government to
regulate such installations.

Section II. Opposing Legislation.

Legislation that is inconsistent with any of the principles or objectives set forth in
Section I above should be opposed or appropriate amendments pursued.

Section III. | Town Staff Direction.
The Town Manager and staff are hereby authorized and directed to undertake all

other, and further tasks required or beneficial to carry out the terms, obligations and objectives of
this resolution.

PASSED AND ADOPTED by the Town Council of the Town of Wickenburg, Arizona, this 15" day
of December, 2014.
