RESOLUTION NO. 1670 A RESOLUTION OF THE COMMON COUNCIL OF THE TOWN OF WICKENBURG, ARIZONA, ADOPTING A _ 2012 LEGISLATIVE PROGRAM AND AUTHORIZING AND DIRECTING THOSE AUTHORIZED TO LOBBY ON BEHALF OF THE TOWN OF WICKENBURG TO REPRESENT AND PURSUE IT NOW. THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE TOWN OF WICKENBURG, ARIZONA, AS FOLLOWS: Section I. Principles and Issues. Those persons authorized by the Town of Wickenburg to lobby on its behalf, including members of the Common Council and those registered as lobbyists with the Secretary of State of Arizona pursuant to Arizona Revised Statutes § 41-1231 ef seq. (the “Town Lobbyists”), are hereby authorized and directed, subject to the continuing supervision of the Town Manager and the Town Council. to represent and pursue the legislative interests of the Town of Wickenburg by supporting legislation that embodies any of the following principles or addresses any of the following issues: A. Protects state-shared revenues, including restoration of Highway User Revenue Fund (HURF) and Local Transportation Assistance Fund (LTAF) I and II dollars, B. Maintains local control and respects the authority of cities and towns to self-govern in a way that meets the needs of their respective communities. C. Supports partnership between municipalities and the State of Arizona in addressing complex issues. D. Avoids or eliminates unfunded mandates and/or provides a means to compensate municipalities for such regulatory requirements. E. Reduces the regulatory burden on businesses and removes obstacles to commerce. F. Supports maintenance and expansion of existing economic development tools and the addition of new such programs, especially those targeted specifically to rural communities for job creation and main street/downtown development. G. Addresses the lack of sustainability of the Arizona State Retirement System (ASRS) and reduces its fiscal impact on municipal budgets. Section II. Opposing Legislation. Legislation that is inconsistent with any of the principles or objectives set forth in Section ] above should be opposed or appropriate amendments pursued. Resolution No. 1670 Page 2 of 2 Section UI. Town Staff Direction. The Town Manager and staff are hereby authorized and directed to undertake all other and further tasks required or beneficial to carry out the terms, obligations and objectives of this resolution.
