MINUTES PARKS AND TRAILS COMMITTEE REGULAR MEETING Wednesday, December 11, 2024 - 4:00 P.M. 155 N. TEGNER STREET WICKENBURG, ARIZONA 85390 A. CALL TO ORDER - Chair Stevens called the meeting to order at 4:00 PM B. ROLL CALL Present: Joe Stevens, Chairperson Ed Flamand, Vice Chairperson (Arrived at 4:01 PM) Cindy Chamberlin, Member Scott Wilson, Member Linda Brockwell, Alternate Member Nancy Craig, Alternate Member Absent: Kristy Bedoian, Council Liaison John Anderson, Member Dan Finley, Member Cindy Widner, Member Staff Present: Herschel Workman, Public Works Director Todd Wallace, Parks Supervisor Amy Brown, Town Clerk Jennifer Jubany, Executive Assistant C. CALL TO THE PUBLIC – None D. ITEMS OF BUSINESS 1. Consideration and Action to Approve the Minutes of the Meeting of October 9, 2024 MOVED BY Member Brockwell to approve the minutes of October 9, 2024 SECONDED BY Member Wilson VOTE: 5 - 0 (Yes – Members Brockwell, Chamberlin, Craig, Stevens, and Wilson) (Member Flamand – not yet arrived) 2. Discussion and Update Regarding the Rodeo Grounds Projects Herschel Workman, Public Works Director, presented the following updates: • Ramada installation completed Parks and Trails Committee Minutes of Page 2 of 3 • Walk gate from hotel to trail entrance installed • Trail-blazing equipment purchased (BCS-749 walk-behind tractor with accessories) • Trail mapping is in progress; the map may be two-sided due to its size Member Flamand inquired about ramada parking. Director Workman explained that if the main gate is open, it is possible to drive up to the ramada. There will be a roll-gate installed that will give you access to the ramada from the parking lot when the main gate is locked. Member Flamand inquired about whether a standard gate would be an option. Director Workman explained that it had been considered, but a standard gate would require the gate to be closed by persons using the trail and he felt that could become an issue. For this reason, he believes the roll gate to be a better option. Member Chamberlin shared positive feedback from a recent trail group visit. 3. Consideration and Action Regarding the Adopt-a-Park Program Member Wilson presented program materials. Input has been received, with feedback on the handbook. The goal is to keep the handbook concise, with additional information provided as needed. Member Wilson will print out the handbooks and applications using his software, after which time it will be ready to take to Council. MOVED BY Member Chamberlin to approve the Adopt-a-Park Program and present to Council SECONDED BY Vice Chair Flamand VOTE: 6 - 0 (Yes – Members Brockwell, Chamberlin, Craig, Flamand, Stevens, and Wilson) 4. Discussion Regarding Parks Master Plan Future Projects Director Workman distributed copies of the Parks Master Plan, encouraging members to brainstorm future projects. Chair Stevens suggested adding frisbee golf at Cassandra Wash, a location currently earmarked for a pump track. Director Workman supported the idea, noting both projects could coexist. Member Wilson advocated for careful prioritization to ensure major projects receive adequate funding. Director Workman highlighted maintenance needs and potential relocation of the dog park to accommodate a football field project at Sunset Park that has been requested. Parks and Trails Committee Minutes of Page 3 of 3 Chair Stevens recommended forming a project-ranking group. Director Workman will follow up via email for volunteers after new members are seated. 5. Discussion Regarding the Multi-Use Path Director Workman shared the following updates: ADOT (Arizona Department of Transportation) approved signage but requires a universal yield sign that may confuse drivers. Director Workman is going to suggest alternative signage for ADOT’s review. The two signs in question are shown below: ADOT approved sign Alternate sign Chair Stevens inquired about repaving the section of the multi-use path from Vulture Mine Road to Sunset Park. Director Workman is pursuing crack sealing and resealing efforts and can look at that area. Chair Stevens and Vice Chair Flamand brought up issues with getting from downtown to the multi-use path. Director Workman indicated that he is open to suggestions. Member Wilson praised the trail map and suggested flyers, or a newspaper feature to promote local trails. Director Workman introduced Todd Wallace as the new Parks Operations Manager. E. NEXT MEETING DATE – February 12, 2025 F.
