MINUTES COMMUNITY PROGRAMMING COMMITTEE REGULAR MEETING Wednesday, November 6, 2024 - 4:00 P.M. 155 N. TEGNER STREET WICKENBURG, ARIZONA 85390 A. CALL TO ORDER – Vice Chair Monesmith called the meeting to order at 4:00 PM B. ROLL CALL Present: Amy Monesmith, Vice Chair Tom Core, Member April Douthett, Member Emily Morse, Member Barbara Remondini, Member Patricia Ridge, Member Absent: Alyssa Stander, Chair Staff Present: Sarah Brown, Community Services Manager Amy Brown, Town Clerk Hailey Humphrey, Recreation Coordinator C. CALL TO THE PUBLIC – None D. ITEMS OF BUSINESS 1. Consideration and Action to Approve the Minutes of September 4, 2024 MOVED BY Member Core to approve the minutes of September 4, 2024 SECONDED BY Member Remondini VOTE: 6 - 0 (Yes – Vice Chair Monesmith, Members Core, Douthett, Morse, Remondini and Ridge) (Absent – Chair Stander) 2. Discussion and Update on Community Services Programming and Introduction of New Staff Member, Hailey Humphrey Hailey Humphrey, Recreation Coordinator, stated that she has been with the town for three weeks now. She was originally from Utah and wintered in Wickenburg. He is not a full-time resident of Arizona. Committee members then introduced themselves. Discussion and Update Regarding the Dolly Parton Library Sarah Brown, Community Services Manager, stated that committee members Ridge and Stander met with Ken Heineman of the Library Society regarding their interest in the Dolly Parton Library. He said they would like to put in $5,000 as seed money to start the program, which will pay for about 150 kids a year. In addition, Manager Brown also met with the Friends of the Library to see if the funds can go through them as it should go through a non-profit 501(C)(3) organization. She would like to have a soft opening for the program at the start of 2025 but announce it at the Operation Warm event on December 3rd from 5:00- 7:00 PM at the library. That event is a partnership with the Elks Club to provide a free new coat and a book to anyone under 18 years old. Member Core stated that his grandson is signed up for the program and recently read him a book and it was a great book, so if she needs a testimony regarding the program, he is willing to help promote it. Manager Brown stated that there are several organizations who would like to help including the Elks and Rotary to expand the program to the surrounding areas. There are about 500 kids in the age bracket of 0-5 in the surrounding areas. The program will start with 150 kids at the beginning. Camp Verde has a great program where they have a graduation program for all those reaching the age of five where they get a certificate and a free library card as they start school. 4. Presentation and Action on Current Fee Schedule for Recreation and Library and Proposed Changes Sarah Brown, Community Services Manager, stated the one charge that she wanted some input on was the snowbird or non-resident library card. Currently the charge is $30 for a year, $15 for six months and $5 per month for any non- Wickenburg resident outside of Maricopa County. She wants to get rid of the $5 monthly charge as that doesn’t cover the costs. The reason it was put into place was for kids of ropers that where only here for a month or two. Town of Wickenburg and Maricopa County residents get a free library card. Yavapai County residents must pay for their library card. She looked at other programs and there is nothing consistent. The reason Maricopa County residents receive a free library card in Wickenburg is because the town participates in the Maricopa County Library District, which funds these services through district tax resources. Yavapai County is just establishing a library district, and the town will eventually partner with them also. This brings in less than $400 per year. Member Remondini stated usually the purpose of the card and having to pay for it is to make sure you get the library book back. It seems to be a nominal fee, since they don’t pay the Maricopa County library tax. Community Programming Committee Minutes of November 6, 2024 Page 3 of 3 Member Core suggested that if the town loses money on the monthly to only offer a 3-, 6- and 12-month option. Member Douthett stated that there are some kids in Vista Royale that might want to use the library. Manager Brown stated that if they are a student in the Wickenburg Unified School District, they receive a free library card, so any families will not be affected. Member Morse recommended 1-6 months be charged $15 and 7-12 months pay $30. Manager Brown stated that anyone can still use the library services including the computers, they just can’t check out a book without a library card. The recommendation of the committee will eventually go to the Council for approval. Member Remondini thought the cost to rent the pool for a kid’s birthday party is very reasonable. Manager Brown stated that they looked at the pool fees a few years ago. Recreation leaders have a list of these fees and the town is in line with other pools. There is no cost recovery in operating a swimming pool. Manager Brown also pointed out that she is removing the sold materials items as the money goes to the Friends of the Library, so they now have a lock box to collect the funds instead of the library staff having to collect the money for them.
