Consor North America, Inc. (Consor) is pleased to submit this proposal to the Town of Wickenburg (TOWN) in 
response to the above-mentioned project for your consideration. 
The following proposed Scope of Services is submitted for consideration to prepare the design, support permitting 
and bidding, and to provide oversight of construction of a new headworks at the TOWN Wastewater Treatment Plant 
(WWTP), which consists of new screening and grit removal systems. 
The Scope of Services is limited to the description of effort as listed below, and in accordance with the Fee Estimate 
included, all assumptions and exclusions, and our Subconsultants, (SUBCONSULANT) proposals included for 
consideration with the Prime agreement, with an allowance identified for topographic survey by a subconsultant. 
We propose the following Scope of Services on a not-to-exceed basis, to be invoiced as time and materials, up to, but 
not exceeding a total of $196,653. That includes cost of $113,661 for labor by the Prime consultant, up to $10,727 for 
Prime expenses and subconsultant markups, with $64,265 for electrical, instrumentation and controls design and 
oversight by subconsultant, Darcor & Associates, and an allowance for up to $8,000 for topographic survey by 
subconsultant Superior Surveying Services, Inc.

EXHIBIT A – SCOPE OF WORK 
WWTP Headworks Improvements 
Introduction 
The Town of Wickenburg (TOWN) is the owner and operator of the Wastewater Treatment Plant (WWTP), 
which is the publicly owned treatment works (POTW) that serves portions of the residential and commercial 
customers of the TOWN, approximately 2,300 residential customers and 370 commercial customers, and 
as collected through the Wickenburg Municipal Wastewater System (WWS), ID No. AZ-04-37-015. 
The WWTP operates under an aquifer protection permit (APP) as issued by the Arizona Department of 
Environmental Quality (ADEQ), inventory no. 105112 and is located at 510 South Tegner Street, 
Wickenburg, AZ 85390, Latitude/Longitude:33.5709 N; 112.4300 W. The WWTP is developed across two 
(2) parcels, owned by TOWN, including APN: 503-02-021, consisting of 653,400 square feet (sf) or 15 acres; 
and APN: 503-02-015C, consisting of 267,023 sf or 6.13 acres. 
Consor North America, Inc. (Consor) offers the following Scope of Work to TOWN to support delivering the 
Project described as follows. 
Background 
Screening 
Previous assessments identified and documented that the headworks components including the existing 
strainer and auger, and comminutor have reached the end of their service life, and the maintenance, repair, 
and replacement of parts and components is becoming unsustainable. That screening system serves as the 
only mechanical mechanism to provide preliminary screening for the facility, which is a critical component 
of the overall process and facility, which protects downstream mechanical components including pumps 
and mixers, reduces the biological and non-biological load on the secondary treatment systems, and 
reduces the wear on the physical infrastructure. Additionally, the hydraulic capacity of the existing 
headworks is approaching approximately 80 percent of the design capacity, and replacement is required to 
meet immediate and projected long-term needs, while other improvements are planned and developed 
for the overall facility. 
This system has been observed to under perform during peak flow conditions daily and lacks any 
redundancy. Current lack of performance/capacity contributes to degraded performance, and/or increased 
operational and maintenance costs of downstream processes.  
Grit Removal System 
The exiting grit removal system currently consists of an aerated vault that has reached the end of its service 
life, and the maintenance, repair, and replacement of parts and components is becoming unsustainable. 
That system serves as the only mechanical mechanism to remove grit from the facility and is a critical 
component of the overall process and facility, which protects downstream mechanical components 
including pumps and mixers and reduces the wear on the physical infrastructure.

Additionally, the hydraulic capacity of the existing grit removal system is approaching approximately 90 
percent of the design capacity, and replacement is required to meet immediate and projected long-term 
needs, while other improvements are planned and developed for the overall facility. 
Previous assessments identified and documented that the existing grit removal system is in poor condition, 
portion of the components will fail within 5-years or less and it does not meet minimum capacity and/or 
redundancy. This system has been observed to under perform during peak flow conditions daily and lacks 
any redundancy. Current lack of performance/capacity contributes to degraded performance, and/or 
increased operational and maintenance costs of downstream processes. 
Project Understanding 
Headworks 
This project proposes a new headworks structure and multiple screening systems to fully replace the 
existing physical infrastructure and mechanical equipment and provide an expanded capacity of the 
preliminary screening systems to meet the capacity requirements today, and the project needs for at least 
the next 20 years. This project design will consider an “n+1” redundancy and will be upstream of the new 
grit removal system and include new influent flow measurement. 
Grit Removal System 
This project proposes a new aerated vault type grit removal system with one (1) primary vault, and one (1) 
bypass channel, and designed for future expansion, if needed. This improvement will include (2) the 
aeration blowers and one (1) pump, and one (1) grit washer and classifier, new concrete structure and 
appurtenances, and a new grit storage system. 
Temporary Bypass 
An intermittent temporary bypass of the existing screen and grit system is anticipated and the design and 
direction for construction is included with this project. 
Site Improvements 
The new headworks in proposed in the be located in a new location, near the existing systems, and will 
require adjustments and improvements to the entry gate, perimeter fence, grading and drainage in this 
portion of the WWTP. Site improvement design will also include direction for the demolition and removal 
of a historic concrete screening vault and Parshall flume style flow meter and will aim to try into the existing 
splitter box just upstream of the existing anoxic basin. 
Consor will provide design services, permitting support, and limited post-design services during 
construction (SDC), including bid support, shop drawing review, testing and inspection review and approval 
of construction application support, observation of structural formwork, reinforcement and concrete 
placement, equipment placement, equipment demonstration and commissioning, limited training, 
development of operations and maintenance (O&M) manuals and record documents, and support the final 
regulatory approval and Project close-out effort. As described below.

Regulatory Agencies 
The regulatory agencies associated with this project are limited to the Maricopa County Environmental 
Services Department (MCESD) for the review and approval of the proposed headworks infrastructure 
improvements to the POTW, Maricopa County for site improvements, and the Flood Control District of 
Maricopa County (FCDMC) for floodplain use approvals. TOWN is the regulatory agency and approvers of 
electrical, concrete, and fencing improvements. 
Project Boundary 
The proposed limits and improvements proposed with this Project are described below.

Scope of Services 
Task Series 100 – Project Management 
Objective 
This task series includes general project management services including the management and 
administration of the project resources, scope, schedule, budget, and quality. 
Activities 
Task 110 Project Management 
Consor will develop a project management plan (PMP) to guide the project and will carry out ongoing 
management and regular coordination efforts to deliver the Scope of Work, manage Consor resources, 
manage project records, quality, budget, and schedule. Consor will also maintain a decision log, to be 
populated and updated with key decisions made by the project team, during major milestone review points, 
meetings, and related to deliverables. 
Consor will regularly inform and advise TOWN on the Project status and progress and will prepare and 
submit invoices on a monthly basis to TOWN. 
Specifically, Consor will develop, maintain, and share the following with TOWN on a monthly basis:

Included with the project management efforts, Consor will develop and coordinate a Quality Assurance 
Plan (QAP) and will outline when QA/QC reviews will take place during the project and that the review of 
design calculations, notes, design drawings, and specifications, are completed by an appropriate reviewer 
independent of Project design team prior to each design submittal. QAP reviews will address the concept 
and criteria, constructability, and operational review of the following deliverables. 
Task 120 Design Phase Progress Meetings 
Consor will organize, attend, and document the following meetings during the design and permitting 
phases of the project: 
1. Kick-off Meeting – Consor will participate in the project initiation/kick-off meeting at the beginning 
of the project with TOWN to discuss the objective and requirements of the project. 
2. 30 Percent Design Review Meeting – Consor will participate in a meeting to present and discuss 
the design at this milestone level of completeness, and to capture TOWN input, comments and 
direction, prior to proceeding toward the next Project milestone. 
3. 90 Percent Design Review Meeting – Consor will participate in a meeting to present and discuss 
the design at this milestone level of completeness, and to capture TOWN input, comments, and 
direction, prior to submission for regulatory review and approval. 
4. Monthly Progress Meetings – Consor will participate in up to two (2) additional progress meetings 
during design, in addition to the milestone meetings listed above, if requested.

Assumptions 
Consor assumed the following in development of the Scope of Services Task Series 100 items as listed above 
and supported up to the cost and hours as allocated in the attached Exhibit B – Fee Proposal. 
1. The kickoff meeting and the design milestone meetings will be held at TOWN offices in Wickenburg. 
Consor will provide a virtual, and/or conference call component to the meeting. 
2. The progress meetings are assumed to be virtual only. Consor will provide a virtual, and/or 
conference call component to the meeting. 
3. TOWN will have representatives at meetings and site visits and will provide input and feedback on 
questions and requests for information made by Consor. 
4. The overall Project schedule, including design, permitting, procurement, and construction is up to 
eighteen months after the notice to proceed (NTP), and Consor assumed up to twelve (12) months, 
after design and permitting for project bidding, construction, commissioning and Project close-out. 
5. Up to eighteen (18) monthly invoices and progress reports are included. 
6. TOWN will review and provide comments as needed on status reports, progress schedules, and 
design submittals. 
7. Consor will develop and distribute meeting agendas and meeting summary notes for all meetings 
coordinated by Consor, during design and permitting. During construction, Consor assumes the 
Contractor is responsible for all meeting coordination, agendas, and meeting summary notes. 
8. In person meetings, inspection, observation, or on-site coordination at the Project site includes a 
trip-charge per person based on mileage or vehicle charge(s) as defined in sections below, plus the 
travel time for personnel. 
9. Consor effort related to the above described will be invoiced on a time and material (T&M) basis, 
up to the level of effort and cost as identified per Task Series, as listed in Exhibit B – Fee Proposal. 
Deliverables 
Anticipated deliverables included with the Scope of Services Task Series 100 items as listed above included 
the following:

Task Series 200 – Design Services 
Objective 
Consor will prepare a set of construction drawings, technical specifications, a design report, and opinion of 
cost for the proposed headworks improvements as defined above. Design documents will be prepared for 
review and approval by the identified regulatory agencies, and after approval, for bidding and construction. 
The construction documents will be signed and sealed by a licensed Professional Civil Engineer, registered 
in Arizona, for each appropriate discipline. The improvement design will be developed and delivered to the 
TOWN on a 30 percent, 90 percent, and 100 percent completion milestone basis.

Activities 
Task 205 – Request for Information 
Consor will request and obtain the following from TOWN:

WWTP as-builts

WWTP record data, flow, loading, operational scenarios, regulatory reports

Consor will coordinate and obtain the following from other public sources:

Task 210 – Site topographic survey, review, and coordination 
Consor will use the defined scope and extent of the project as defined above and will procure the 
subconsultant, Superior Surveying, to complete a topographic survey and review the outputs of the survey 
to be used as the basis of the design. The limits of the survey for the Project are depicted in the Figure 
above. 
Consor will accompany the survey on-site to walk and confirm site conditions. Additionally, Consor will 
meet with TOWN representatives to survey the manhole outside of the WWTP boundary, and support 
confirming invert information. 
Task 215 – Basefile development 
Consor will develop the project related property, right-of-way or easements, and encumbrance boundaries 
to define the project area in AutoCAD Civil 3D and coordinate and import adjacent utilities and WWTP 
features into the basefile. After completion of the topographic survey and efforts associated with Task 210, 
Consor will import the results of the survey into the basefile. This will become the basefile for completion 
of the design and preparation of the construction document and project quantities. 
Task 220 – 30 percent headworks improvement design report 
Consor will prepare a design report to define the basis of the proposed design of the headworks 
improvements that will summarize the methods, requirements, and calculation of design components of 
the proposed infrastructure performance and capacity and the existing WWTP infrastructure. This report 
will serve as the design report for submittal to the regulatory agency for review and approval with the 
construction drawings and technical specifications. 
Task 225 – 30 percent headworks improvement design drawings 
After completion of the basefile, Consor will prepare the proposed drawings to a 30 percent level of 
completion and shall submit drawings to CLIENT for review and comment prior to continuing with the 90 
percent level of design. The 30 percent submittal will be submitted electronically in pdf format. The 
anticipated drawings to be included in the 30 percent submittal may include the following:

After the 30 percent review meeting, Consor will update and finalize the design report for the proposed 
water and sewer system improvements and will sign and seal the document for regulatory review and 
approval with the construction drawings. 
Task 245 – 90 percent headworks improvement design drawings 
After the 30 percent review meeting, Consor will update the proposed drawings to a 90 percent level of 
completion and will sign and seal the plan sheets for regulatory and Town review and approval. 
Task 250 – 90 percent headworks improvement technical specifications 
Consor will prepare the technical specifications to support and direct the construction of the proposed 
improvements in the technical specifications package. 
Task 255 – 90 headworks improvement quantities and Engineers Opinion of Cost 
After the 30 percent review meeting Consor will update project quantities aligned by major specification 
section and develop an opinion of cost, as defined by the Association for the Advancement of Cost 
Engineering (AACE) International Recommended Practice No, 18R-97, TCM Framework: 7.3 – Cost 
Estimating and Budgeting to a Class 2 level, and as based on the percent of the design completion being at 
least 70 percent complete. The target accuracy of this budgetary estimate is -10% and +15%, including a 
contingency. 
Assumptions 
Consor assumed the following in development of the Scope of Services Task Series 200 items as listed above 
and supported up to the cost and hours as allocated in the attached Exhibit B – Fee Proposal. 
1. The design schedule for this task series was assumed as up to two (2) months after completion of 
the topographic survey. 
2. The limits of the existing and proposed headworks are within a floodplain as designated by the 
Flood Control District of Maricopa County (FCDMC), and a floodplain use permit may be required.

3. TOWN will have representatives at meetings and site visits and will provide input and feedback on 
questions and requests for information made by Consor. 
4. TOWN will provide existing permit and as-built information for the WWTP. 
5. TOWN will provide access to Consor to the facility to visually observe and inspect the limits of the 
project upon request. 
6. Topographic survey beyond the conceptual project boundaries as depicted in the figure above. 
7. 2 dimensional, and 3-dimensional floodplain modeling, CLOMR and LOMR studies are excluded. 
8. Boundary and A.L.T.A. survey are excluded. 
9. Water, soil, or air quality sampling is excluded. 
10. Laboratory fees are excluded. 
11. TOWN shall provide a copy of a geotechnical report previously prepared for the WWTP. If the 
geotechnical report is not available, then the most conservative assumptions for soil conditions will 
be assumed. 
12. In person meetings, inspection, observation, or on-site coordination at the Project site includes a 
trip-charge per person based on mileage or vehicle charge(s) as defined in sections below, plus the 
travel time for personnel. 
13. Consor effort related to the above described will be invoiced on a time and material (T&M) basis, 
up to the level of effort and cost as identified per Task Series, as listed in Exhibit B – Fee Proposal. 
14. Additional services beyond the scope of services relating to Supplemental Bid and Procurement 
Support, beyond the level of effort defined above, or in the Fee Estimate can be provided on a T&M 
basis, as defined in the sections below, if requested and approve separately by CLIENT. 
Deliverables

Task Series 300 – Regulatory approval and bid support services 
Objective 
Consor will support the coordination and preparation of documents and submission of design documents 
to the appropriate regulatory agencies for review and approval of the design, prior to bidding and 
construction. Consor will also support the preparation of bid documents for advertisement and 
procurement of Construction services. 
Activities 
Task 310 – Regulatory review preparation 
In parallel with the completion of the 30 percent complete design package, Consor will prepare a draft 
permit application with the regulatory agencies, and submit it to TOWN for review, comments, and 
approval. Once approved by TOWN, and approval of the design package, Consor will submit the application 
packages to MCESD, FCDMC, and the Town for review and approval.

Once the permit applications are approved and signed by TOWN and the 90 percent complete design 
package is signed and sealed by Consor, Consor will compile and submit for the initial regulatory review. 
Consor and subconsultants will support and response to the regulators and COMPANY in support, 
correction, and update of the design documents until approved for construction. 
Task 320 – 100 Percent bid documents for construction 
After regulatory approval of the Approval Documents package, Consor and subconsultants will prepare a 
conformed document set for bid and construction, the Bid Documents, and will submit to TOWN in 
electronic format for bid advertisement. 
Task 330 – Bid tab and advertisement support 
Consor will support TOWN with the review and update of the proposed bid tab, development of project 
narrative, scope, understanding and technical descriptions. If requested, Consor will attend up to one (1) 
pre-bid meeting. During the bid process, Consor will respond in writing to bid questions and request for 
clarifications. Consor will direct all responses to TOWN for distribution to bidders, unless otherwise 
instructed in writing to respond directly to bidders. Consor will meet with TOWN staff to review or discuss 
bids submitted, and advise on accuracy, completeness, and alignment with project requirements, if 
requested. 
Assumptions 
Consor assumed the following in development of the Scope of Services Task Series 300 items as listed above 
and supported up to the cost and hours as allocated in the attached Exhibit B – Fee Proposal. 
1. Consor assumed the pre-bid meeting will be hosted on-site, at the project location in Wickenburg, 
Arizona, and/or at TOWN offices in Wickenburg, Arizona and will be coordinated by TOWN. 
2. TOWN will coordinate the management of the project bid documents and advertisement. 
3. TOWN will facilitate and lead communication and coordination with the bidders. 
4. Meetings with TOWN to review and discuss bids will be done virtually, or in the TOWN office. 
5. TOWN will develop and distribute meeting agendas and meeting summary notes for all meetings 
during the bid phase. 
6. Laboratory fees are excluded. 
7. Permit and review fees are excluded. 
8.  
9. Consor effort related to the above described will be invoiced on a time and material (T&M) basis, 
up to the level of effort and cost as identified per Task Series, as listed in Exhibit B – Fee Proposal. 
10. Additional services beyond the scope of services relating to Supplemental Bid and Procurement 
Support, beyond the level of effort defined above, or in the Fee Estimate can be provided on a T&M 
basis, as defined in the sections below, if requested and approve separately by CLIENT.

Task Series 400 – Construction Administration and Inspection Support 
during Construction 
Objective 
The below described series of services are proposed by Consor to support TOWN by providing 
administrative support, guidance, and documentation during construction, and to meet portions of 
Consor’s regulatory responsibilities and expectations during construction and commissioning. 
Activities 
Task 405 Project management support during construction 
CONSOR will consult with TOWN during construction. CONSOR will not be responsible for the design, or 
the means, methods, techniques, sequences, or procedures of construction selected by CONTRACTOR(s) 
or for the safety precautions and programs associated with the work of CONTRACTOR(s). 
Consor Project Manager shall manage staffing, scheduling, expenses, and invoicing on a monthly basis for 
the duration of the project. The post design services portion of the project is anticipated to be up to seven 
(7) months for construction, preparing record drawings and receiving MCESD Approval of Construction 
(AOC). 
Task 410 Project Meetings 
Consor will participate in project meetings during construction, to support TOWNs efforts. Anticipated 
meetings include the following: 
• 
Pre-Construction Meeting at TOWN office or project site. 
• 
Up to six (6) Construction Meetings. 
• 
Substantial site walk at Project Site. 
• 
Final completion site walk at the Project Site. 
Consor assumed Contractor will prepare meeting minutes and distribute them electronically in pdf format 
for each meeting. 
Task 415 Shop drawing and material submittal review and approvals 
CONSOR and will receive, review, evaluate, and distribute (or take other appropriate action in respect of) 
shop drawings, samples, and other data which CONTRACTOR is required to submit in accordance with the 
technical specifications, drawings, and contract. 
CONSOR's review will be for conformance with the design concept of the Project and compliance with the 
information given in the construction documents. Such review or other action will not extend to means, 
methods, sequences, techniques, or procedures of construction selected by CONTRACTOR(s), or to safety 
precautions and programs associated thereto. 
CONSOR will receive and review (for general contents as required by the construction documents) 
maintenance and operating schedules and instructions, operation, and maintenance manuals, guarantees,

and certificates of inspection which are to be assembled by CONTRACTOR(s) in accordance with the 
construction documents. 
Time is provided in the shop drawing reviews for substitution reviews and determination. The possible 
substitutions are identified in the project specifications, and it is anticipated that no more than twenty-five 
percent (25%) of the total number of first substitution submittals will require two (2) reviews. 
Consor will maintain a submittal log showing dates of submittal, transmittal action to other 
SUBCONSULTANTs, dates of return and review action. Copies of the log will be provided to TOWN and the 
CONTRACTOR monthly or upon request. 
CONSOR will promptly and in accordance with Project schedule requirements, review and approve, reject, 
or take other appropriate action on the CONTRACTOR's request for substitutions. CONSOR will not approve 
any proposed substitution unless such substitution conforms to the Project design concept and the 
construction contract documents including the contract price. 
Consor submittal review efforts assumes that no more than half of the submittals will require a second 
review. 
Task 420 Issue interpretations and clarifications 
Consor will respond and issue instructions to CONTRACTOR(s); issue necessary interpretations and 
clarifications of the construction documents; have authority, as TOWN's representative, to require special 
inspection or testing of the work; act as initial interpreter of the requirements of the construction 
documents and judge the acceptability of the work thereunder, and make decisions on all claims of TOWN 
and CONTRACTOR(s) relating to the acceptability of the work or the interpretation of the requirements of 
the construction documents pertaining to the execution and progress of the work. 
Consor will render interpretations or decisions in good faith and in accordance with the requirements of 
the construction documents. 
Consor will consider and evaluate CONTRACTOR's suggestions for changes or requests for clarifications in 
drawings or specifications and report suggestions with recommendations to TOWN. Notify TOWN’s 
representative of proposed changes or alterations believed to be in TOWN’s best interest. 
If TOWN approves recommended minor changes or field directives, Consor will prepare and provide 
suitable direction through a memorandum, exhibit, details, or other direction to CONTRACTOR to 
accommodate approved requested changes. 
Consor has provided this allowance for the effort anticipated to support such changes and directives, up to 
the hours and total amount included in the Fee Estimate. 
Task 425 On-site observation and review of work 
A representative of Consor will visit the Project to observe the Project site to document and confirm 
progress and quality of the work to assist as expressly limited to the items below. 
Consor will comment only during times of observation if the work is proceeding in accordance with the 
construction documents and that completed work conforms to the construction documents.

Consor will aim to identify unsatisfactory, faulty, or defective or does not conform to the construction 
documents, or does not meet the requirements of inspections, tests or approvals required to be made or 
have been damaged prior to final payment; and advise TOWN in such circumstances. 
Consor representative will prepare a report for each site visit by Consor, that records the CONTRACTOR's 
work performed on the job site, major construction equipment on-site, weather conditions, data relative 
to questions of extras or deductions, list of visiting officials and representatives of manufacturers, 
fabricators, suppliers and distributors, daily activities, decisions, subcontractors on-site, general 
inspections, and specific inspections and inspecting test procedures. Part of the CONSORS records will 
include names, addresses and telephone numbers of the CONTRACTOR’s staff, subcontractors and major 
suppliers of materials and equipment. 
CONSOR assumed up to six (6) additional individual trips, during the majority of the active construction 
duration of up to twelve (12) months. 
Task 430 Review of testing results and TOWN inspections 
Consor will review and critique test results from pressure tests, bacterial tests, performance sampling, 
material testing, and geotechnical testing results for conformance with the Contract Document 
requirements and will notify and inform TOWN of the conformance of the results and will issue a statement 
of acceptance or rejection of the results to the CONTRACTOR(s). 
Consor assumes the TOWN inspector will track testing results from CONTRACTOR’s prepared testing plan 
and schedule and maintain a separate log of the results for the Project Records. 
Task 435 Record drawings preparation 
Based on the CONTRACTOR prepared as-builts, during construction, and on resulting record documents, 
approved shop drawing and materials, and TOWN and Consor observations, Consor will prepare the Record 
Drawings, and will include with the project records. 
Task 440 O&M manual development 
Based on the CONTRACTOR prepared as-builts and compilation of manufacturer manuals, Consor will 
compile and prepare a master O&M manual of the improvements and submit to TOWN in draft and final 
form. 
Task 445 Training and Commissioning 
Consor will request and review CONTRACTOR developed training curriculum and advise on completeness 
and correctness. 
Consor will also prepare summary training on the headworks improvements process control, and as based 
on Consor design. Consor will coordinate and provide the training, in parallel with the CONTRACTOR led 
training with the following specific learning objectives. 
• 
What is expected of an operator. 
• 
Where can I look to for guidance on operations and maintenance. 
• 
Understand the operational strategies of the improvements. 
Consor provided training was assumed to be completed within one (1) day and will include up to two (2) 
qualified professionals or subject matter experts to provide and document the training.

This training will last approximately 2 hours per session, and up to two (2) sessions on that day if requested. 
Consor will direct the CONTRACTOR(s) to develop and submit a demonstration plan(s) for each system 
improved as part of the Project in accordance with the technical specifications. Consor will review and 
comment on each demonstration plan, and coordinate with TOWN, prior to notifying the CONTRACTOR to 
proceed with the demonstration. 
CONSOR will verify that each demonstration plan includes at a minimum the following: 
• 
Start-up sequence. 
• 
Shut-down sequence. 
• 
Initial Schedule and duration projections. 
• 
Update to schedules and durations based on system re-starts. 
• 
System challenge tests (duty, standby and alternating systems, and controls). 
Consor anticipates that CONTRACTOR will schedule and lead the demonstration based on the plan 
approved by Consor and TOWN. Consor representative is to observe and be present during the majority of 
the system demonstration. CONTRACTOR is to remain responsible for the component or system included 
in the demonstration, prior to turn over to TOWN. 
Task 450 Approval of Construction Application 
Consor will prepare, submit, and sign the MCESD AOC application. TOWN will provide copies of the 
approved pressure and bacteriological test results. 
Task 455 Project Closeout 
At the end of the final project phase, Consor will prepare, submit, and sign the MCESD AOC application. 
TOWN will provide copies of the approved pressure and bacteriological test results. Consor will compile the 
project documents, including but are not limited to the following for TOWN records: 
• 
Project plan  
• 
Design documents (drawings, reports)  
• 
Applications, permits and approvals  
• 
Construction information  
• 
As-builts and record documents  
• 
Project communications 
Assumptions 
CONSOR also assumed the following in development of the Scope of Services Task Series 300 items as listed 
above and supported up to the cost and hours as allocated in the attached Fee Estimate. 
1. TOWN will coordinate the management of the CONTRACTOR, not CONSOR. 
2. TOWN will facilitate and lead communication and coordination with the CONTRACTOR. 
3. Meetings with TOWN to review and discuss bids will be done virtually, or in the TOWN office. 
4. CONTRACTGOR will develop and distribute meeting agendas and meeting summary notes for all 
meetings during construction. 
5. Consor effort related to the above described will be invoiced on a time and material (T&M) basis, 
up to the level of effort and cost as identified per Task Series, as listed in Exhibit B – Fee Proposal.

6. Additional services beyond the scope of services relating to Supplemental Bid and Procurement 
Support, beyond the level of effort defined above, or in the Fee Estimate can be provided on a T&M 
basis, as defined in the sections below, if requested and approve separately by CLIENT. 
7. In person meetings, inspection, observation, or on-site coordination at the Project site includes a 
trip-charge per person based on mileage or vehicle charge(s) as defined in sections below, plus the 
travel time for personnel. 
8. All CONSOR effort related to the above described will be invoiced on a time and material (T&M) 
basis, up to the level of effort and cost as identified per Task Series, as listed in the Fee Estimate 
proposal.

Charges and were used to develop the proposed fee to support the Scope of Services described above. 
SUBCONSULTANT expenses will be charged at actual costs plus a 10 percent fee to cover administration 
and overhead and are included in Appendix B – Subconsultants Proposals.

Thank you for the opportunity to provide you with a proposal to provide electrical engineering 
design and bidding phase services for the above referenced project.  
Task 1 – Design Phase Services 
Based on the preliminary information provided, the project consists of developing one set of 
construction documents (plans and specifications) to upgrade the existing power distribution, 
instrumentation, and control systems for the existing wastewater treatment plant’s headworks 
processes. Improvements are assumed to include upgrades to the existing influent flowmeter and 
flume, mechanical bar screens, and grit removal systems.  
The existing electrical service, power distribution equipment, standby generator, and motor 
control centers are assumed to remain and have sufficient capacity for the upgraded headworks 
equipment. New motor controllers, local control panels, and vendor furnished packaged control 
panels will be located outdoors near the headworks equipment under a shade structure.   
Monitoring and control of the new headworks equipment will be performed by the existing PLC 
and SCADA system via new remote I/O cabinet and Ethernet or fiber optic cable.  
If requested, lighting around the headworks will be upgraded with LED luminaires on the 
existing light poles. Shade structures will also be equipped with LED luminaires along with a 
light switch and receptacle mounted on a shade structure support post. 
The following is a list of tasks to be performed and our fee to provide design services. 
Design tasks to be completed 
1.1. Discussions and coordination with the design team and Town as required during design. 
1.2. Attend a maximum of 2 meetings during design (kick-off and 90% design reviews). 
Proposal assumes each meeting will be virtual. 
1.3. Make 1 site visit to gather necessary information of the existing WWTP to complete our 
design. 
1.4. Review available as-built drawings.  
1.5. If necessary, prepare electrical writeup for preliminary basis of design report prepared by 
you. 
1.6. Prepare 90% and 100% design submittals to you.   
1.7. Coordination with the serving utility company to obtain maximum kilowatt demand of the 
facility.

1.8. Prepare standby generator calculations to confirm if capacity exists for the larger loads.  
1.9. Prepare electrical load, short circuit, and VFD harmonic calculations. 
1.10. Prepare demolition plans to show removal of existing electrical equipment. 
1.11. Prepare P&ID drawings to show headworks process flow, major mechanical equipment, 
electrical interlocks, motor controllers and instrumentation. The P&ID’s will also show 
each headworks system PLC input and output signal. 
1.12. Prepare an electrical site plan to show new mechanical and electrical equipment, site 
lighting, and conduit routing. 
1.13. Prepare single line diagram to show the 480V, 3-phase power distribution and electrical 
component sizes. 
1.14. Prepare conduit block diagram. 
1.15. Prepare schematic diagrams for all new motor starters and non-packaged local control 
panels. 
1.16. Prepare panel schedules for all new 120/240V or 120/208V loads. 
1.17. Prepare electrical equipment elevations. 
1.18. Provide electrical details and construction notes as necessary. 
1.19. Prepare electrical and instrumentation specifications including control descriptions for 
PLC programming modifications, operator interface modifications, and SCADA computer 
modifications.

Tasks 1 and 2 Notes: 
1. Proposal excludes design modifications to any other electrical and mechanical system 
currently installed except as described above.

5. Proposal excludes attending any meetings in-person.

loads and signals.   
7. You will be required to provide us with site plans and process area/building plan views in 
AutoCAD format. DARcor utilizes AutoCAD for all drawings and Microsoft Word for 
specifications and reports/memos. Proposal assumes DARcor CADD standards and DARcor 
standard specifications will be acceptable for this project.  
8. We will e-mail you plans and specifications in “pdf” format for the above referenced design 
at 90% and 100% completion. 90% plans will be sealed for agency reviews. 
9. Proposal assumes construction documents will be submitted by you to all reviewing 
agencies. Proposal does not include making any direct submittals or picking up review 
comments from any reviewing agency. 
10. Proposal excludes reproduction and delivery costs.  
11. All bid questions must be provided in writing and will be answered in written format by 
addenda only. The addenda will be sent to you for your distribution to all bidders.  
12. Proposal assumes design will be complete within 9 months from the date of this proposal. If 
design time exceeds this, we reserve the right to renegotiate additional fees that may be 
necessary to complete the services listed above. 
13. Proposal assumes the bidding phase will be completed within 5 months after the completion 
of the design phase. If the bidding phase time exceeds this, we reserve the right to renegotiate

Task 3 Notes: 
1. Proposal assumes a maximum of 7 meetings, 1 on-site pre-construction meeting and 6 
construction progress meetings via MS Teams meetings. 
2. Travel expenses are considered and included in the reimbursable costs.   
3. Proposal assumes a maximum of 8 visits during construction. 
4. Preparation of sealed Record Drawings requires redlined as-built drawings from the you and 
us to visit each site to observe most of the underground conduit ductbank installation before 
being backfilled. It may not be feasible for us to observe all installed underground conduits. 
If this is the case, we will rely on photographs from your field personnel for the portions of 
conduit we do not observe ourselves. 
5. Proposal includes coordination with engineering team members, Contractor, and Town as 
required. 
6. Proposal includes a maximum of two (2) submittal and O&M manual reviews for each piece 
of electrical equipment. This includes mechanical equipment requiring power and/or control 
signals.  
7. Proposal assumes 1 substantial completion walk-through will be needed to observe the 
installation. Startup and testing of each system will be performed during this site visit. 
8. Once the substantial completion walk-through/startup is completed, we will prepare a final 
punchlist. Once the punchlist items have been addressed, we will perform a final walk-
through to observe final construction and verify all punchlist work has been completed 
satisfactorily.

9. Proposal excludes work and tasks that have zero hours allocated for them in the list above 
during the construction phase. 
10. Proposal excludes services to supply UL-508A listed control panels and instrumentation. 
However, these services are available upon request in an effort to assist with control panel 
lead times. A separate fee will be negotiated at the time of the request. 
11. Proposal excludes services to prepare a power study and furnish arc flash hazard warning 
labels. However, these services are available upon request. A separate fee will be negotiated 
at the time of the request.  
12. Proposal excludes engineer provided operator training. Proposal assumes all training will be 
performed by the Contractor. 
13. Proposal excludes preparation of an engineering O&M manual. Proposal includes review of 
O&M manuals prepared by the Contractor and/or their vendors. 
14. Proposal assumes the construction phase will be complete within 18 months after the 
completion of the bidding phase. If construction time exceeds this, we reserve the right to
