Dear Mr. Young: 
At your request and authorization, CBRE, Inc. has prepared an appraisal of the market value of 
the referenced property. Our analysis is presented in the following Appraisal Report. 
The subject property involves 0.54 net acres of vacant land located at the northeast corner of 
Sabin Brown Road and Industrial Drive, in Wickenburg, Arizona. The subject site is a parcel of 
undeveloped land owned by the town of Wickenburg, but situated adjacent to an improved 
industrial property owned by Benner-Nawman, Inc. The subject is zoned IND-2, Light Industrial, 
by the town of Wickenburg, and the General Plan indicates the site is designated for 
employment/industrial use. There is a municipal well located in the middle portion in the site 
which is not included in the land area and there is an access easement associated with the well 
site. As a result, potential uses of the site are limited to open storage and parking for the adjacent 
property owner. The appraised property is more fully described, legally and physically, within the 
enclosed report. 
The purpose of this appraisal is to develop an opinion of the “as is” market value of the fee 
simple interest in the subject site. The appraised property was inspected on November 16, 2024, 
which represents the effective date of the “as is” market value. The intended use of this appraisal 
is to assist the client in internal decision-making. The intended user is Benner-Nawman, Inc. (BN 
Products USA). 
Based on the analysis contained in the following report, the “as is” market value and fair market 
rent for the subject is concluded as follows:

PROPERTY IDENTIFICATION 
The subject property involves 0.54 net acres of vacant land located at the northeast corner of 
Sabin Brown Road and Industrial Drive, in Wickenburg, Arizona. The subject site is a parcel of 
undeveloped land owned by the town of Wickenburg, but situated adjacent to an improved 
industrial property owned by Benner-Nawman, Inc. The subject is zoned IND-2, Light Industrial, 
by the town of Wickenburg, and the General Plan indicates the site is designated for 
employment/industrial use. There is a municipal well located in the middle portion in the site 
which is not included in the land area and there is an access easement associated with the well 
site. As a result, potential uses of the site are limited to open storage and parking for the adjacent 
property owner.    
The legal description for the subject property, along with a survey of the site, is presented on the 
following three pages. The legal description and a survey of the well site are presented on the 
fourth and fifth following pages. The appraised property may also be identified as a portion of 
Maricopa County Assessor’s parcel number 505-41-008R. The Assessor’s plat map, showing the 
location and configuration of the subject site (highlighted in yellow), is presented on the sixth 
following page.  
OWNERSHIP AND PROPERTY HISTORY 
According to public records, the subject property is owned by the town of Wickenburg. There has 
been no known sales activity pertaining to the appraised property during the past three years. 
Additionally, the subject is not being actively marketed for sale, nor is the property known to be 
encumbered by any purchase agreements. As noted, there is a municipal well situated in the 
middle portion of the subject site which is not included in the land area. Given the subject’s 
relatively small size, and given there is municipal well situated within the property, potential uses 
of the site are limited to outdoor storage or parking for the adjacent property owner. These 
factors, plus a size which is too small to separately develop significantly reduces the site’s 
marketability, appeal and value.

The purpose of this appraisal is to develop an opinion of the “as is” market value of the fee 
simple interest in the subject site.

INTENDED USER OF REPORT 
The intended user is Benner-Nawman, Inc. (BN Products USA). 
Intended users are those who an appraiser intends will use the appraisal or review 
report. In other words, appraisers acknowledge at the outset of the assignment that 
they are developing their expert opinions for the use of the intended users they 
identify. Although the client provides information about the parties who may be 
intended users, ultimately it is the appraiser who decides who they are. This is an 
important point to be clear about: The client does not tell the appraiser who the 
intended users will be. Rather, the client tells the appraiser who the client needs the 
report to be speaking to, and given that information, the appraiser identifies the 
intended user or users. It is important to identify intended users because an 
appraiser’s primary responsibility regarding the use of the report’s opinions and 
conclusions is to those users. Intended users are those parties to whom an appraiser is 
responsible for communicating the findings in a clear and understandable manner. 
They are the audience. 3 
DEFINITION OF VALUE 
The current economic definition of market value agreed upon by agencies that regulate federal 
financial institutions in the U.S. (and used herein) is as follows: 
The most probable price which a property should bring in a competitive and open market under 
all conditions requisite to a fair sale, the buyer and seller each acting prudently and 
knowledgeably, and assuming the price is not affected by undue stimulus. Implicit in this 
definition is the consummation of a sale as of a specified date and the passing of title from seller 
to buyer under conditions whereby: 
1. buyer and seller are typically motivated; 
2. both parties are well informed or well advised, and acting in what they consider their own 
best interests; 
3. a reasonable time is allowed for exposure in the open market; 
4. payment is made in terms of cash in U.S. dollars or in terms of financial arrangements 
comparable thereto; and 
5. the price represents the normal consideration for the property sold unaffected by special 
or creative financing or sales concessions granted by anyone associated with the sale. 4

Market Value “As Is " on appraisal date means an estimate of the market value of a property in 
the condition observed upon inspection and as it physically and legally exists without hypothetical 
conditions, assumptions, or qualifications as of the date of inspection.

Fee Simple Estate - Absolute ownership unencumbered by any other interest or estate,

APPRAISAL METHODOLOGY 
In appraisal practice, an approach to value is included or omitted based on its applicability to the 
property type being valued and the quality and quantity of information available. 
Cost Approach 
The Cost Approach is based on the proposition that the informed purchaser would pay no more 
for the subject than the cost to produce a substitute property with equivalent utility. This approach 
is particularly applicable when the property being appraised involves relatively new improvements 
that represent the highest and best use of the land, or when it is improved with relatively unique 
or specialized improvements for which there exist few sales or leases of comparable properties. 
Sales Comparison Approach 
The Sales Comparison Approach utilizes sales of comparable properties, adjusted for differences, 
to indicate a value for the subject. Valuation is typically accomplished using physical units of 
comparison such as price per square foot, price per unit, price per floor, etc., or economic units 
of comparison such as gross rent multiplier. Adjustments are applied to the physical units of 
comparison derived from the comparable sale. The unit of comparison chosen for the subject is 
then used to yield a total value. Economic units of comparison are not adjusted, but rather 
analyzed as to relevant differences, with the final estimate derived based on the general 
comparisons. 
Income Approach 
The Income Approach reflects the subject’s income-producing capabilities. This approach is 
based on the assumption that value is created by the expectation of benefits to be derived in the 
future. Specifically estimated is the amount an investor would be willing to pay to receive an 
income stream plus reversion value from a property over a period of time. The two common

valuation techniques associated with the Income Approach are direct capitalization and the 
discounted cash flow (DCF) analysis. 
Methodology Applicable to the Subject 
In the valuation of the subject site, only the Sales Comparison Approach to value is employed as 
the property involves vacant land best suited for outside storage or parking. 
EXPOSURE TIME AND MARKETING TIME  
Current appraisal guidelines require an estimate of a reasonable time period in which the subject 
could be brought to market and sold. This reasonable time frame can either be examined 
historically or prospectively. In a historical analysis, this is referred to as exposure time. Exposure 
time always precedes the date of value with the underlying premise being the time a property 
would have been on the market prior to the date of value, such that it would sell at its appraised 
value as of the date of value. On a prospective basis, the term marketing time is most often used. 
The exposure time and marketing time are a function of price, time, and use. It is not an isolated 
estimate of time alone.  
In consideration of the factors noted above, we have analyzed the following in determining an 
exposure time and marketing time for the subject site: 
• 
exposure times for comparable land sales employed within this appraisal; 
• 
current and anticipated supply and demand; and 
• 
the opinions of market participants 
Based on exposure times of pertinent residential land sales data from throughout metropolitan 
Phoenix, continued demand for industrial land, and discussions with brokers active in the 
metropolitan Phoenix industrial market, the value opinion pertaining to the subject site is 
predicated upon an exposure time of one year, or less, assuming the site is adequately marketed 
at a price commensurate with the value conclusion. A marketing time of one year, or less, is also 
anticipated for the subject site based on the foreseeable market conditions projected to exist over 
the next approximate one-year period.

Robust population growth across the Phoenix MSA is supported by strong net migration. The 
metro’s population has grown from 375,000 people in 1950 to more than 5.0 million residents 
today. Greater Phoenix added an estimated 106,000 residents in 2020 while Maricopa County—
where Phoenix is located—was in the top five fastest growing counties in the U.S. over the last 
decade. While many know Phoenix as a retirement destination, the metro boasts a relatively 
young population with a median age of 36.4 years—younger than the national median age of 
38.8 (see table below). This young and growing skilled labor pool offers long-term stability to 
metro employers.

As indicated above, the Phoenix MSA has a median and average household income of $87,166

expanded operations in greater Phoenix. 
The metro’s growing prominence as a financial hub is fueled by companies such as USAA, State 
Farm, Charles Schwab, Freedom Financial, PayPal, Voya Financial, Vanguard, and Northern 
Trust, all of which have expanded operations within the last few years. As a result, hiring rates for 
finance and insurance jobs in Phoenix have been among the highest in the country. The financial 
activities sector accounts for 7.8% of total non-farm employment in Phoenix and is a growing 
sector that supports more than 171,000 jobs. Still, industries such as wholesale and retail trade, 
professional and business services, and healthcare and social services make up the largest share 
of the metro’s labor economy.  
In recent years, metropolitan Phoenix has gained recognition for its entrepreneurial community. 
The Phoenix MSA had a startup formation rate of 9.6% between 2014 and 2018, placing it 
seventh in the nation for startup activity. Greater Phoenix is also one of the most rapidly 
expanding high-tech job markets in the nation. In fact, the Phoenix MSA was in the top 20 for 
high tech employment growth in CBRE’s 2021 Scoring Tech Talent report. With more than 
98,220 high-tech employees, metro employment has grown 14.2% over a five-year period.  
Another prominent industry sector in metro Phoenix that continues to expand is advanced 
manufacturing, driven largely by aerospace, semiconductors, and electric and autonomous 
vehicles. Industry leaders like Intel, Microchip and Benchmark Electronics have a strong presence 
in metropolitan Phoenix. In 2020, Lucid Motors completed construction on the initial phase of 
their electric car manufacturing plant in Casa Grande which is expected to generate 6,000 direct 
and indirect jobs over the next decade. In 2022, Pinal County purchased an additional 1,400

acres around Lucid's existing plant in Casa Grande for the expansion of a full original equipment 
manufacturer campus, which could total 5 million square feet at full build-out and include 
suppliers. Meanwhile, Nikola purchased about 1,000 acres in southern Buckeye recently for a 
proposed hydrogen production hub to support the deployment of Nikola's Tre FCEV trucks and 
hydrogen infrastructure. 
In 2021, Taiwan Semiconductor, the world’s largest maker of leading-edge silicon wafers, began 
construction of a $12 billion foundry in north Phoenix. In late-2022, the Taiwan-based chip giant 
confirmed its plans to invest $40 billion with two factories in Arizona with the north Phoenix 
facility scheduled to be operational by 2024, with the second facility being operational by 2026. 
TSMC is working with about 40 suppliers that are moving or expanding to Arizona, while it will 
eventually employ 4,500. Intel recently completed a $20 billion expansion to their Ocotillo 
campus in south Chandler. This project will add nearly 3,000 jobs over the next few years. The 
outlook for this sector is bright and is a top priority for state and community leaders. 
The Phoenix metro has ranked as one of the top growth markets for data centers across the U.S. 
and is expected to continue growing in 2023. In the past few years, both cloud providers and 
colocation providers, which lease out space, have made big plans to build up megawatt capacity 
across the Valley. Other newer projects include Facebook's $800 million data center in Mesa, 
Stack Infrastructure's new 234-megawatt campus in Phoenix and a planned data center campus 
across a 400-acre site in Glendale by QTS Realty Trust. 
Nestle announced in 2022 that it will develop a new coffee creamer manufacturing plant in the 
West Valley and invest $675 million with 350 new jobs. 
VAI Resort and Mattel Adventure Park is a $1 billion dollar resort under construction in west 
Glendale, just to the south of the Glendale Entertainment District and State Farm Stadium. At full 
build-out, the 60-acre resort will comprise three separate hotels, including a 5-star luxury hotel 
with 700 rooms, a family and group hotel with 311 rooms, and a hotel with 342 rooms. 
Additionally, the project will include: a conference, ballroom, meeting and wedding venue; an 
indoor theme park with roller coasters and attractions; a sprawling water feature; and 12 upscale 
restaurants, 10 exclusive bars and lounges and 100,000 square-feet of retail.  
Most of the 50-year-old, Metrocenter regional mall in Phoenix was purchased by a group of 
investors for redevelopment into a new mixed-use project with housing and retail which could 
support the growing semiconductor industry in the area.

higher between 2012 and 2021; however, the combination of elevated home prices, higher 
mortgage interest rates and economic uncertainty resulted in reduced demand during 2022 and 
2023, before a rebound in 2024. Zonda reveals single-family permit activity decreased by 21.8% 
in 2022 and by 8.0% in 2023; however, single-family permit activity is projected to increase by 
15.8% in 2024, 10.8% in 2025 and by 11.7% in 2026. The market is anticipated to remain 
underbuilt, but home prices are projected to remain overvalued through 2026.

As indicated above, mortgage interest rates generally trended lower between 2023 and 
September 2024 before trending higher over the past month or so. The 30-year mortgage 
averages near 6.81% as of late-November 2024, while the 15-year mortgage averages near 
6.1%. Both the 30 and 15-year mortgage interest rates are toward the low end of the 52-week 
ranges and near the lowest levels in about 1.5 years. Despite the recent uptick in rates, the longer 
term trend is anticipated to be modestly lower.

As indicated above, new detached home prices trended slightly lower from late-2022 until about 
September 2023, and then generally stabilizing over the past 12 to 15 months. The median 
resale price for detached homes corrected downward through the second half of 2022, but 
trended modestly higher in 2023 before stabilizing in recent months. The median existing home 
price decreased by 3.1% in 2023, but is projected to trend higher by 4.7% in 2024, 5.1% in 
2025 and by 2.5% in 2026.  
The multi-family sector bottomed in about 2009-2010 and demonstrated significant 
improvement most of 2022, with occupancy rates having stabilized near 93%+ on a metro-wide 
basis, steadily increasing effective rental rates and a steady flow of new construction activity. As a 
result, per unit and per square foot prices for multi-family properties increased significantly in 
recent years up through mid to late-2022. Due to increased borrowing costs and economic 
uncertainty, overall capitalization rates for improved apartment properties have increased 
resulting in a price correction in many cases that continued throughout 2023, although prices 
have stabilized somewhat during 2024. Real Page forecasts a substantial increase in new multi-
family inventory for the next few years (2024-2026) before tapering off in 2027 and 2028, while 
occupancy rates are projected to maintain a stabilized rate during 2024 and then steadily 
increase through 2028, as supply and demand are projected to be in near equilibrium. Effective 
rental rates are projected to remain relatively stable in 2024 before modestly increasing through 
2028.  
Office/Retail/Industrial 
Office 
After six straight quarters of negative absorption largely attributed to the COVID-19 pandemic, 
the metro Phoenix office market experienced positive net absorption during Q4 2021, which was 
followed by negative net absorption in each quarter of 2022, again due to higher borrowing 
costs and economic uncertainty. The average vacancy as of Q2 2024 was 23.5%, which is higher 
than the 10-year average of 18.9%. Despite seeing a rise in vacancy, the rate remains below the 
post-pandemic high of 24.9%. Year-over-year, the average rental rate increased nominally. The 
3-year average growth rate for metro Phoenix was 2.4% as of Q2 2024. There was 992,742 
square feet of new office space delivered in 2022 and another 402,054 square feet of space 
added in 2023. There was a total of 287,054 square feet under construction as of Q2 2024, 
88.6% of which has been pre-leased by single tenants.  
Retail 
The retail sector has experienced a modestly downward trend in the average vacancy rate on a 
metro-wide basis in recent years, as net absorption was positive each year between 2012 and 
2019. Net absorption was impacted in 2020 due to the COVID-19 pandemic, but rebounded in 
2021 and 2022. The Phoenix retail sector has experienced positive net absorption of 317,677 
square feet during the first three quarters of 2024. As of Q3 2024, the average vacancy rate was

5.5%. These tight market conditions have fueled rent growth in the market area. The average 
asking rent reached $17.78 per square foot in Q3 2024, marking a 1.8% quarter over quarter 
increase, a 5.6% year-over-year gain. As of Q3 2024, there was 1,19,930 square feet of retail 
space under construction.  
Industrial 
In Q2 2024, the vacancy rate increased 120 bps quarter over quarter to 10.1%. The moderate 
increase in vacancy can be partially attributed by the 9.1 million square feet of delivered space 
outpacing 3.3 million square feet of net absorption. Leasing activity remains strong although the 
development pipeline remains significant with over 25.2 million square feet under construction. 
Users and developers from across the country continue to migrate to Phoenix due to strong 
market fundamentals, a robust workforce, and affordable industrial land and product. Rental 
rates trended higher in 2021, 2022 and 2023. The market direct average asking NNN lease rate 
remained unchanged from the prior quarter, which ended at $1.08 per square foot in Q2 2024. 
According to CBRE Econometric Advisors, rent growth is projected to be 3.6% in 2024, 4.9% in 
2025, 4.1% in 2026, 3.8% in 2027 and 2028 and 3.5% in 2029.  
Education 
The Phoenix metropolitan area is home to nationally ranked schools and world-renowned 
universities that prepare the area’s workforce to meet current and future employer needs. An 
abundance of higher education programs and the talent graduating from them help to maintain 
the metro’s attractiveness to businesses. The higher education system is led by Arizona State

Tempe and Mesa. Extensions are in development to more than double the system’s size to 66 
miles throughout the region by 2034. All Valley Metro buses, and light rail train cars are 
equipped with bike racks. This multi-modal capacity helps connect bike commuters who use the

Two major airports serve the greater Phoenix region: Phoenix Sky Harbor International Airport 
and Phoenix-Mesa Gateway Airport. Phoenix Sky Harbor Airport handles over 46 million

a few miles west of the downtown business district. Benner-Nawman is located at 3450 Sabin 
Brown Road and uses the 53,000 square foot facility for manufacturing, assembly, and 
distribution. The major product lines include specialty hand tools for the telecom and electrical 
industry, low-voltage pre-wire service boxes for housing telephone protectors and cable TV 
connections, portable rebar cutters and benders for the construction industry and office modular 
furniture products. Triad Steel Services operates a fabrication facility at 3640 Sabin Brown Road. 
The company provides steel fabrication/erection products and services to construction projects 
ranging from 50 to 5,000 tons. BearCat Manufacturing is located at 3650 Sabin Brown Road. 
The company builds asphalt road maintenance equipment. The facility contains their design, 
manufacturing, and warehousing departments. 
HOSPITAL/TREATMENT CENTERS 
Wickenburg Community Hospital is a non-profit community-owned hospital located at 520 Rose 
Lane. The hospital was built in 1956 and underwent extensive renovation in 2004. The hospital

Located at 1 East Apache Street, Remuda Ranch offers inpatient and residential treatment for 
eating disorders. The site was a former dude ranch before being converted in 1990 into a 
treatment center. 
Gatehouse Academy 
Located at 466 West Wickenburg Way and operates as a drug and alcohol rehabilitation for 
patients aged 17-25 years. The main campus has two separate, but adjacent settings known as 
the medical plaza and the educational building, which house the headquarters for these two 
integral departments. In any Gatehouse Academy setting, therapy and academics are separate 
from the residence. Residents have to leave where they live and go into the medical plaza next 
door for therapy or into the school building to attend classes. 
TOURISM 
Flying E Dude Ranch, a dude and working cattle ranch, is located four miles west of Wickenburg, 
near the famous Vulture Peak rock formation and home of the historic Vulture Gold Mine. Guest 
rooms are western in theme.  
Kay El Bar Ranch, which opened in 1926, has recently closed due the economic climate. Kay El 
Bar Historic Guest Ranch is on the National and Arizona Register of Historic Places and a 
member of the Arizona Dude Ranch Association. This is a turnkey operation including 60 acres, 
buildings, furnishings, 3 trucks, horse trailers, 25 horses, 50 saddles, heated pool and everything 
to keep the business rolling. The intimate ranch setting can host up to 24 guests. 
Rancho de los Caballeros is a 20,000-acre resort located at 1551 South Vulture Mine Road. The 
site offers rugged trails with seasoned wranglers and 100 saddle horses. The golf course is one 
of Golf Digest's Top 100 U.S. courses and the course design plays 7,014 yards with a 
challenging slope rating of 135. There is a full-service spa offering a wide array of health and 
beauty treatments. There is also a full-service restaurant and saloon. 
Del E. Webb Center for the Performing Arts is located at 1090 South Vulture Mine Road. The 
facility is a 600-seat theatre featuring outstanding artists from around the world in a variety of 
performances that are diverse, beautiful, high-energy and exciting including music, dance, 
theatre and special events. 
Hassayampa River Preserve is located at 49614 North US Highway 60. For most of its 100-mile 
course through the desert, the Hassayampa River flows only underground. But within the preserve 
its crystal-clear waters emerge, flowing above ground throughout the year. The 730-acre 
Hassayampa River Preserve, located on US Highway 60 three miles southeast of Wickenburg at 
milepost 114, was created in 1987 to protect a rare desert cottonwood/willow streamside habitat 
that attracts more than 280 species of birds annually and supports diverse plant and animal 
communities.

TRANSPORTATION 
US Highway 60 provides a direct link (northwest/southeast) between metropolitan Phoenix and 
the town of Wickenburg. From Wickenburg, US Highway 60 continues in a westerly direction to 
Quartzsite in far western Arizona. US Highway 93 provides direct access between Wickenburg 
and Kingman, Arizona, which in turn links to Las Vegas, Nevada. As recently as 1997, US 
Highway 93 was mostly a two-lane road between Wickenburg and Interstate 40, and was known 
for its dangerous curves and hills. In the late 1990’s, the Arizona Department of Transportation 
began widening the roadway to four lanes and in some areas building a completed new 
roadway. State Route 71 connects US Highways 60 and 93 northwest of Wickenburg. State Route 
89 connects US Highway 93 with Prescott/Prescott Valley northeast of Wickenburg. 
Interstate 11 is a proposed interstate highway to extend from Casa Grande, Arizona, northwest to 
Buckeye, Arizona, then northwest to Kingman, Arizona, before terminating in Las Vega Nevada, 
with a proposed second section extending north to Reno, Nevada. The proposed highway is still 
in a preliminary study phase, with an exact route has yet to be determined. Preliminarily, the 
alignment would extend concurrently with US Highway 93. Given the extended time frame 
involved and uncertainty with respect to funding, Interstate 11 is not anticipated to have any 
significant impact in the immediate area for the foreseeable future.  
Wickenburg Municipal Airport 
The Municipal Airport/Wellik Field is owned and operated by the town of Wickenburg. The town 
of Wickenburg contracts with a Fixed Base Operator for the daily operation of the airport 
including fuel sales and line services. The FBO offers snacks and other merchandise for sale in 
the terminal and as available can provide a courtesy car. Aircraft repair, maintenance, and 
painting is available from I.A. Certified Aircraft Mechanics. The Airport is an integral element in 
the local economy. It serves the local guest ranches and medical treatment facilities.

had been highly favorable over the past several years resulting in an upward trend in land prices, 
while appreciation in some locations have been more muted. Over the past approximate one to 
two years, the market has adjusted to higher borrowing costs and economic uncertainty, which 
resulted in price reductions for both improved industrial properties and vacant land designated 
for industrial use, although the correction in land prices has been relatively modest in most 
locations. Given modestly fluctuating prices in more outlying locations like the subject property 
and comparable sales, no adjustments for market conditions are considered necessary.

The subject site is located at the northeast corner of Sabin Brown Road and Industrial Drive, in 
Wickenburg. A downward adjustment is considered necessary to Comparable 1 which is located 
in very close proximity to the subject property, but benefits from frontage along US 60. A 
downward adjustment is considered necessary to Comparable 3, which has a more central 
location within the Phoenix MSA. Furthermore, downward adjustments are made to Comparables 
2 and 4, both of which are located near the Prescott Airport.  
Physical Characteristics 
Adjustments for physical characteristics are necessary when the physical characteristics of a 
comparable property are different from those of the subject. Primary factors analyzed include site 
size, configuration, access to utilities, accessibility, and on-site and off-site development

Typically, as the site size increases, the per square foot price decreases, which is primarily due to 
economies of scale and smaller pool of potential buyers. Inversely, the per square foot price 
generally increases as the size decreases, due to the fact that more buyers have the ability to 
acquire smaller parcels, thus increasing demand for smaller parcels. The subject site contains 
0.54 net acres, compared to between 1.11 and 9.99 net acres for the comparables. Although the

On-Site Development Requirements 
The topography of the subject site is generally level and the site is not situated within a flood 
zone. As noted, there is a 225 square foot municipal well situated in the middle portion of the 
subject site and there is an easement which extends through the subject site allowing access to the 
municipal well. The presence of the well and associated easement significantly reduces the 
marketability/appeal of the subject site essentially limiting potential uses to open storage and 
parking. All four comparables have a generally level topography and none are not located within 
a flood hazard area. Unlike the subject site, none of the comparables are impacted by any 
atypical physical characteristics like the subject site. Consequently, rather significant downward 
adjustments are applied to all four comparable sales to offset the subject’s limitations.  
Off-Site Development Requirements 
Upon development of the subject site, no half street improvements will be required and there is 
paved access to the site. Similarly, none of the comparables will require half street improvements 
and all are accessible via paved access. Thus, no adjustments are considered necessary for this 
factor. 
Zoning 
The subject site is zoned IND-2, Light Industrial, by the town of Wickenburg. Since Comparables 
1, 2, and 4 were hard zoned at the times of sale allowing for industrial oriented use, no 
adjustments are considered necessary to these three sales. An upward adjustment is applied to

Comparable 3 which did not have hard zoning in place (zoned RU-43) and will require a rezone

Highest and Best Use 
The highest and best use for the subject site is essentially limited to outside storage and/or 
parking as part of an industrial property (adjacent property owner). Since all comparables were 
acquired for industrial oriented development, no adjustments for highest and best use are 
considered necessary.

Assumptions and Limiting Conditions 
1. 
CBRE, Inc. through its appraiser (collectively, “CBRE”) has inspected through reasonable observation the subject 
property. However, it is not possible or reasonably practicable to personally inspect conditions beneath the soil 
and the entire interior and exterior of the improvements on the subject property. Therefore, no representation is 
made as to such matters.

The report, including its conclusions and any portion of such report (the “Report”), is as of the date set forth in the 
letter of transmittal and based upon the information, market, economic, and property conditions and projected 
levels of operation existing as of such date. The dollar amount of any conclusion as to value in the Report is based 
upon the purchasing power of the U.S. Dollar on such date. The Report is subject to change as a result of 
fluctuations in any of the foregoing. CBRE has no obligation to revise the Report to reflect any such fluctuations or 
other events or conditions which occur subsequent to such date.

Unless otherwise expressly noted in the Report, CBRE has assumed that:

Title to the subject property is clear and marketable and that there are no recorded or unrecorded matters or

etc.) are in good working order with no major deferred maintenance or repair required; and the roof and 
exterior are in good condition and free from intrusion by the elements. CBRE has not retained independent 
structural, mechanical, electrical, or civil engineers in connection with this appraisal and, therefore, makes no 
representations relative to the condition of improvements. CBRE appraisers are not engineers and are not 
qualified to judge matters of an engineering nature, and furthermore structural problems or building system 
problems may not be visible. It is expressly assumed that any purchaser would, as a precondition to closing a 
sale, obtain a satisfactory engineering report relative to the structural integrity of the property and the integrity 
of building systems.  
(iii) Any proposed improvements, on or off-site, as well as any alterations or repairs considered will be completed in 
a workmanlike manner according to standard practices. 
(iv) Hazardous materials are not present on the subject property. CBRE is not qualified to detect such substances. 
The presence of substances such as asbestos, urea formaldehyde foam insulation, contaminated groundwater, 
mold, or other potentially hazardous materials may affect the value of the property.  
(v) No mineral deposit or subsurface rights of value exist with respect to the subject property, whether gas, liquid, 
or solid, and no air or development rights of value may be transferred. CBRE has not considered any rights 
associated with extraction or exploration of any resources, unless otherwise expressly noted in the Report.  
(vi) There are no contemplated public initiatives, governmental development controls, rent controls, or changes in 
the present zoning ordinances or regulations governing use, density, or shape that would significantly affect the 
value of the subject property. 
(vii) All required licenses, certificates of occupancy, consents, or other legislative or administrative authority from any 
local, state, nor national government or private entity or organization have been or can be readily obtained or 
renewed for any use on which the Report is based. 
(viii) The subject property is managed and operated in a prudent and competent manner, neither inefficiently or 
super-efficiently. 
(ix) The subject property and its use, management, and operation are in full compliance with all applicable federal, 
state, and local regulations, laws, and restrictions, including without limitation environmental laws, seismic 
hazards, flight patterns, decibel levels/noise envelopes, fire hazards, hillside ordinances, density, allowable 
uses, building codes, permits, and licenses.  
(x) The subject property is in full compliance with the Americans with Disabilities Act (ADA). CBRE is not qualified to 
assess the subject property’s compliance with the ADA, notwithstanding any discussion of possible readily 
achievable barrier removal construction items in the Report.

Unless otherwise expressly noted in the Report, no issues regarding the foregoing were brought to CBRE’s 
attention, and CBRE has no knowledge of any such facts affecting the subject property. If any information 
inconsistent with any of the foregoing assumptions is discovered, such information could have a substantial 
negative impact on the Report. Accordingly, if any such information is subsequently made known to CBRE, CBRE 
reserves the right to amend the Report, which may include the conclusions of the Report. CBRE assumes no

Thomas Raynak, MAI, is a First Vice President with CBRE’s Valuation & Advisory Services.  Thomas 
Raynak has experience with a broad spectrum of property types, but specializes in the valuation of 
vacant land, master planned communities, residential subdivisions (single-family, townhomes and 
condominiums), and apartments.  He also provides review services to several lending institutions. 
He also has experience completing appraisals and consulting assignments on office and medical 
office buildings, retail properties, industrial properties, mobile home/RV parks, mini storage 
facilities, private/charter schools, restaurants, automotive facilities, and a variety of special use 
properties. 
Thomas Raynak has completed over 2,500 assignments throughout the state of Arizona.
