INTERGOVERNMENTAL AGREEMENT 
BETWEEN 
MARICOPA COUNTY 
ADMINISTERED BY ITS 
HUMAN SERVICES DEPARTMENT 
AND  
TOWN OF WICKENBURG 
 
I. 
Maricopa County (“County”) administered by its Human Services Department and the 
Town of Wickenburg (“Town”) entered into a financial Intergovernmental Agreement 
(“Agreement”) on or about October 1, 2024. The purpose of the Agreement is to 
complete improvements to water quality and flow by replacing water main transmission 
lines and sewer lines. Replacements will also be made to ageing fire hydrants, curbs, 
gutters, ramps, and pavement to meet ADA compliance standards. These improvements 
will create improvements in the Town’s water delivery system and safer sidewalks.  
The County provided the Town with $400,000 in 2024 Community Development Block 
Grant (CDBG) Assistance Listing Number (ALN) 14.218 funds from the U.S. Department 
of Housing and Urban Development (HUD). The Agreement term is October 1, 2024, 
through September 30, 2026. The County and the Town may be referred to individually 
as the “Party” and collectively referred to as the “Parties.” 
 
II. 
The Parties agree to modify the Agreement through Administrative Change Order No. 1 
as authorized by Paragraph 5 - Administrative Change Orders. This Administrative 
Change Order No. 1 addresses the following:

Revise Section 3 Work Statement, Paragraph 3-Implementation Schedule, 
incorporated here. The last day of the revised schedule remains within the 
Agreement term.

Revise Section 3 Work Statement, Paragraph 5-Budget, incorporated here to 
modify all budget line items by changing the funding source for all items from 
Community Development Block Grant (CDBG) funds to Community Development 
Block Grant CARES Act (CDBG-CV) funds. The Agreement amount remains 
unchanged.

The County shall provide an amount not-to-exceed Four Hundred 
Thousand Dollars ($400,000.00) subject to the terms of this Agreement and 
availability of funds. Funding is provided under ALN 14.218 U.S. 
Department of Housing and Urban Development (HUD) Community 
Development Block Grant CARES Act (CDBG-CV) funds for Program Year 
2020. This Agreement amount constitutes the County’s entire participation 
and obligation in the performance and completion of all work to be 
performed under this Agreement. 
 
III. 
Section II above contains all the changes to the Agreement made by this Administrative 
Change Order No.1. The Agreement is amended to incorporate the changes contained in 
this Administrative Change Order No.1. All other terms and conditions of the Agreement 
remain in full force and effect as executed by the Parties. This Administrative Change 
Order No.1 is subject to and incorporates the provisions of A.R.S. § 38-511. 
 
IV. 
The Parties have authorized the undersigned to execute this Administrative Change Order 
No.1 on their behalf, and it shall be effective upon approval and signature by both Parties.
