MINUTES PARKS AND TRAILS COMMITTEE REGULAR MEETING Wednesday, March 26, 2025 - 4:00 P.M. 155 N. TEGNER STREET WICKENBURG, ARIZONA 85390 A. CALL TO ORDER – Amy Brown, Town Clerk called the meeting to order at 4:00 PM B. ROLL CALL Present: John Anderson, Member Morgan Barnes, Member Linda Brockwell, Member Cindy Chamberlin, Member Nancy Craig, Member Dan Finley, Member Scott Wilson, Member Wayne Coates, Alternate Member John Oplinger, Alternate Member Margaret Nyberg, Council Liaison Staff Present: Herschel Workman, Public Works Director Todd Wallace, Parks Supervisor Amy Brown, Town Clerk Jennifer Jubany, Executive Assistant C. Discussion and Introduction of Each Returning Committee Member and New Members, Morgan Barnes, Wayne Coates and John Oplinger Each member introduced themselves. 2. Consideration and Action to Approve the Minutes of the Meeting of December 11, 2024 MOVED BY Member Chamberlin to approve the minutes of December 11, 2024 SECONDED BY Member Brockwell VOTE: 7 - 0 (Yes – Members Anderson, Barnes, Brockwell, Chamberlin, Craig, Finley and Wilson) 5. Discussion and Update Regarding Trail Maps for Constellation Park Herschel Workman, Public Works Director, presented a draft trail map for Constellation Park, highlighting a QR code for an online version, which includes photos and data on the trails, but is still in development. Member Brockwell inquired as to where trail map brochures would be distributed, and after a discussion, all agreed that some good locations would be the hotel, museum, visitor center, and on-site at the park. Member Wilson inquired about the trail map being available on the website. Director Workman indicated that he would make a link available on the website. Member Anderson suggested that the photo(s) on the trail map brochure accurately represents the Constellation Park area. 6. Consideration and Update Regarding the Rodeo Grounds Projects Todd Wallace, Parks Supervisor, provided an update on the recent projects at the rodeo grounds, including new ramadas, solar lights, bucking chutes, a new shed for storage, new signage, and fencing along the road to the rodeo grounds to prevent unauthorized access and protect chalked parking areas during large events. Future projects include expanding the parking lot, adding RV hookups, and building a cattle guard bridge. Member Chamberlin inquired if the new fencing installed at the rodeo grounds would prevent people from backing their trucks and trailers up to unload horses, ATV’s, etc., to which Supervisor Wallace responded that there is still access for that purpose, as it remains open at this time and their intention is to close it only when preparing for large events, such as Gold Rush days. Discussion and Update Regarding Future Capital Improvement Projects Todd Wallace, Parks Supervisor, provided an overview of potential future projects. Proposed improvements include the addition of pickle-ball restrooms and a new field at Sunset Park, as well as the development of Sunrise Park across the street. Other planned upgrades include renovations to the field at Coffinger Park, the creation of a dog park, and enhancements to the rodeo grounds. There was a discussion on the need for a comprehensive plan to prioritize projects and the importance of community input. Member Chamberlin suggested involving the recreation department and other community groups for prioritizing projects. 8. Discussion and Update Regarding the Adopt-a-Park Program Director Workman reported interest in the Adopt-a-Park program and shared that preparations are underway for its official launch. A dedicated webpage is being developed where interested participants can access, complete, and submit applications. Additionally, efforts are being made to refine marketing strategies to promote the program effectively. During the discussion, the need for a selection committee to review applications was highlighted, along with the possibility of multiple groups adopting different parks. 9. Discussion and Update Regarding the Arbor Day Celebration Parks Supervisor, Todd Wallace, shared an update on the upcoming Arbor Day celebration at Coffinger Park, which will include tree and shrub planting, along with playground improvements. A press release will be issued soon. The event is scheduled for April 22, 9:00 AM to 12:00 PM, followed by a barbecue. 10. Discussion and Update on the Multi-Use Path Director Workman shared an update on the multi-use path, including the ordering of bike signs, which should be received and placed in the next couple of weeks. There is also a future project planned to repave the path from Sunset Park to about Three Crosses. The project is estimated at $50,000.00 and if approved, the project would begin sometime after July 1, 2025. There was a discussion on the challenges of connecting the new path along US- 93 to other areas, including private land and county regulations.
