A. CALL TO ORDER – Mayor Bratcher called the meeting to order at 5:30 PM

E. MAYOR & COUNCILMEMBERS REPORT ON CURRENT EVENTS 
 
• Councilmember Rebecca Rovey read the proclamation for WESTMARC Day on 
June 23, 2025. 
• Councilmember Rebecca Rovey congratulated the Webb Center on a successful 
session one of Camp Imagination, even with the fire alarms going off in the 
middle and everyone evacuating.

• Councilmember Margaret Nyberg attended the Chamber of Commerce health fair 
at Wickenburg Ranch, with some great information about the hospital working 
with Mayo Clinic to bring in some new doctors.  
• Councilmember Art Rubash reported that All Stars for Little League are done with 
the 11–12-year-olds going to the championship game and the 9–10-year-olds 
winning the district. Now the American Legion will have summer baseball.  
• Councilmember Brian Jones thanked the fire and police departments for their 
response to the fire in the wash as they saved his business.  
• Mayor BG Bratcher thanked Sarah Brown for a great summer recreation 
program. She attended several meetings including Central Arizona Project (CAP) 
water, Valley Metro, West Valley Mayors and Manager’s, BNSF Railway, 
Chamber health fair and Camp Imagination performance.  
 
F. TOWN MANAGER'S REPORT 
 
• Town Manager Troy Smith stated that the zoning code is still being reviewed with 
the final draft expected soon, then the public input will be this fall. There are still 
four properties to sign the easements for the Lewis Addition road issue. The Fire 
Station 751 remodel is almost compete with the plan to be back in the station by 
July 4th. Tegner Street repaving will begin June 27th with the project expected to 
last 4 to 5 weeks with information on the town website. The 4th of July 
Spectacular will be at Sunset Park starting at 6:00 pm, with fireworks at 9:00 pm. 
The summer recreation program is online and there are paper copies at Town 
Hall and the library.  
 
G. FINAL CALL for Request to Speak Cards to be turned into the Town Clerk.  
 
H. CALL TO THE PUBLIC  
 
• Susan Demitz, In-Town Resident, read a letter from Mary DeGeoso, regarding 
safety concerns with CR&R as the trash is sitting on the floor for 72 hours and 
the weight might not be distributed correctly in the trucks.

2. Presentation Regarding Western Maricopa Coalition (WESTMARC) Partnership 
Update 
 
Sintra Hoffman, CEO of Western Maricopa Coalition (WESTMARC), which is an 
economic development organization for the west valley west of the I-17 
specifically for business, education, municipalities and non-profits. The west 
valley has evolved over the years from the 1990’s being mostly a farming 
community and then in the early 2000’s there was a race to rooftops. In 2015, 
there was then a focus on employment to bring businesses in to reduce the 
commute. In 2020, the push was for quality jobs, infrastructure investment, high 
performing K-12 education and post-secondary education on the rise. For the 
future there will be a technology focus not just with the Taiwan Semiconductor 
(TSMC) plants but also with telemedicine and digital logistics. WESTMARC’s 
vision statement is to create a dynamic and sustainable economy for the West 
Valley by fostering innovation, attracting quality jobs, supporting a skilled 
workforce, and enhancing the quality of life for residents and businesses. 
 
WESTMARC has strategic pillars for the future including: 
• Promote the WESTMARC initiatives in the West Valley 
• Support the West Valley economic vitality and strategic business attraction by 
ensuring a well-trained and prepared workforce 
• Support investments in infrastructure, transportation, quality of life, education, 
and housing 
• Advocate and engage in policy work that supports Workforce Development 
priorities 
• Create and maintain a database of key metrics related to WESTMARC 
priorities 
 
The targeted industries include: 
• Aerospace and Defense 
• Business Services 
• Construction 
• Education 
• Healthcare and Social Assistance 
• Manufacturing 
• Retail, Hospitality and Tourism – this is new 
• Technology 
• Transportation and Warehousing 
 
The jobs by industry for Wickenburg have increased over the past five years:

The transportation future investments include the I-11 and State Route 30. I-11 
will affect Wickenburg but might be a long time before that is completed. State 
Route 30 is to help alleviate some of the traffic on I-10 coming in from California.
