We understand that the Town of Wickenburg (Town) is looking for a consultant to provide Town Engineering Services to
support capital improvements and operational needs for streets, utilities, public facilities, and grant programs like CDBG.
Our team brings not only the technical strength needed to meet your goals, but also a deeply rooted understanding

of your community, built through decades of direct service to small and rural municipalities and through our Project
Manager, Frederick Tack’s prior experience over the past decade with the Town.

6.1 Understanding and Approach

Understanding

Providing third-party town engineering services, also
referred to as municipal engineering or on-call engineering
support—involves acting as the extension of a Town’s staff.
The goals and objectives for these services are shaped by
your need for cost-effective, expert support and leadership
either in absence of Town engineering staff, or as key
support for Public Works and Utilities directors and their
teams, all to help plan, design, review, permit, construct, or
operate public infrastructure.

From our understanding of providing similar services for
other municipal entities, and from the experience of our
key staff and relationships and working with the Town in the
past, we understand the goals and services associated and
expected of this role include the following:

Verify Public Safety and Regulatory Compliance

This goal is understood to protect public health, safety, and
welfare through proper planning, design, and maintenance
of infrastructure. Objectives include:

* Review private development plans for conformance
with town codes, zoning, and safety standards, and
industry standard of care.

* Ensure compliance with local, state, and federal
regulations (e.g., MS4, ADA, Clean Water Act).

* Support permitting processes (e.g., land development,
structures, stormwater, utility improvements and
connections).

Deliver Technical Expertise to Support Municipal Staff

This goal is understood to provide specialized engineering
knowledge for the Town, when not available in-house. In
this role, our services would include serving as the “Town
Engineer.” In that role, we would work closely with your staff
to develop, coordinate, or execute infrastructure programs,
project, and policies, provide recommendations to planning
boards or Town Councils, including presentations when
requested and serve as signatory where appropriate and
requested for the Town Engineer.

Other services that may be conducted or supported by

the Town Engineers’ team members may be to provide
supplemental technical support or leadership on a part-
time or as-needed basis, assist with grant applications and
technical reporting or public outreach and communications.

Support Infrastructure Planning and Capital Improvements

Our role with the Town for this goal, would be to help plan
and execute infrastructure investments responsibly and
effectively. Critical components of these efforts may include
the following:

* Develop and maintain capital improvement plans (CIPs).

* Conduct asset management, condition assessments,
and prioritization studies.

* Advise on project phasing, budgeting, and funding
opportunities.

Improve Project Delivery and Oversight

Add capacity to help Town staff achieve high-quality, timely,
and budget-conscious execution of public works and private
development projects, by providing construction oversight
and resident engineering services, review and approve

plans and submittals for subdivision or site development or
provide supplemental quality control through inspection and
reporting.

Promote Sustainable and Resilient Infrastructure

We have the expertise and ability to help the Town continue
to incorporate resilience, sustainability, and environmental
best practices, that protect the cherished elements of your
community. This means we can provide recommendations
and alternatives that support green infrastructure and low-
impact development {LID), integrate climate resilience into
design and planning, or recommend energy-efficient or cost-
saving alternatives when requested.

Facilitate Transparent Communication with Stakeholders

We are here to help deliver clear, responsive, and
transparent interactions with the public, boards, and
developers. In that role, we understand we may be asked to
represent the town in public meetings and hearings, provide
clear documentation, maps, and communication tools, or
help inform the public on technical issues in lay terms, and
communicate with County, State, or Federal regulators when
requested.

Types of Services

Our understanding of the specific services anticipated with
this contract, by discipline domain, includes, but not limited
to, the following:

General Engineering Support

* Attend Town Council, planning board, or Town staff
meetings as requested.

* Provide on-call responses to technical inquiries from
staff, developers, or the public.

* Maintain engineering records and assist in
developing GlS-based infrastructure maps.

* Support the development of capital improvement
plans (CIPs) across service areas.

* Assist in applying for and administering
infrastructure grants and funding programs.

Transportation Engineering Services

« Evaluate and prioritize roadway maintenance and
paving projects.

* Support traffic calming, signage, and pedestrian
safety measures.

* Design and review roadway, sidewalk, and
intersection improvement plans.

* Develop long range transportation plan

* Develop transportation safety plan

* Review development proposals for traffic impact
and compliance with roadway standards.

Coordinate with county/state DOTs on joint
transportation initiatives.

Support ADA accessibility audits and compliance planning.
Assist with permit applications (e.g., water withdrawals,

Community Development Block Grant (CDBG) Program

Water System Engineering Services

Review and update system maps and asset inventories.
Conduct water main sizing, pressure analysis, and
system modeling.

Develop water main replacement plans and emergency
response protocols.

Design waterline, wells, storage and other water system
improvements.

Assist with permit applications (e.g., water withdrawals,
system modifications).

Support water quality monitoring and regulatory
reporting as needed.

Evaluate hydraulic capacity and fire flow availability for
new developments.

Wastewater System Engineering Services

Assess condition and capacity of sewer collection and
treatment systems.

Review [&I (Inflow & Infiltration) data and recommend
mitigation strategies.

Review sewer extension requests and development
connections.

Design sewer collection improvements, odor

contro| improvements, and wastewater treatment
improvements.

Prepare or review O&M manuals, facility plans, and
capital upgrades.

Coordinate with state agencies for permits and
compliance reporting.

Stormwater and Drainage Services

Evaluate and prioritize drainage improvements and
culvert replacements.

Conduct site visits to investigate drainage complaints
and recommend solutions.

Review development plans for stormwater compliance
(e.g., MS4, LID}.

Prepare stormwater management designs and
calculations.

Support public education and mapping for MS4
compliance (if applicable).

Coordinate permitting for wetlands, floodplain, and
stormwater discharges.

Our proposed Project Manager and Town Engineer, Frederick Tack, has served in this role in the past for the Town, and is
intimately familiar with your water and wastewater infrastructure, and with various developments over the past 12 years
and with your Town standards, codes, and policies. Frederick served as Wickenburgs’ third party Town Engineer from
2018-2023, served as the Operator of Record for the Wickenburg Ranch WRF on multiple occasions, and has support the
planning, design, construction oversight, operations, and training related to your municipal infrastructure since 2014. He
is best suited to guide our overall team and set up a variety of future successors to help the Town manage staff transitions,
offset workload, add capacity and help your staff experience continued success. Combined with our team of professionals,
it will be a group of professionals with unique and overlapping expertise that can be called on directly to support you.

Electrical Utility Engineering Support

* Coordinate with electrical utility providers on
planned upgrades or service extensions.

* Advise on public facility electrical needs (e.g.,
lighting, EV charging, backup power).

* Provide technical review of lighting design (e.g.,
street lighting, parks).

* Support grant applications for energy efficiency or
grid resilience.

* Assist in planning and permitting for renewable
integration or microgrid feasibility.

Capital Projects and Construction Oversight

* Prepare preliminary engineering reports (PERs),
cost estimates, and design concepts.

* Develop bidding documents, technical
specifications, and engineer’s estimates.

* Assist with contractor selection and bid evaluation.

* Provide construction administration, inspection,
and resident engineering support.

* Monitor project schedules and budgets, and
report progress to the town.

Developer and Plan Review Services

* Review subdivision and site development plans for
conformance with town standards.

* Coordinate with developers’ engineers to resolve
comments.

* Review stormwater, utility, and traffic impact
studies.

* Provide engineering sign-off or recommendations
for board approvals.

Emergency and Special Response

* Provide rapid response engineering support during
utility or weather-related emergencies.

* Assess and recommend response actions following
flooding, pipe failures, or outages.

* Support FEMA or state aid documentation
following damage assessments.

maintain that infrastructure.

We understand your need for cost-effective and scalable services. The magnitude and frequency of plan reviews,
infrastructure projects, and capital planning will vary throughout the year and throughout the duration of the
contract. Our understanding of how to deliver high-value services that scale with the Town’s changing needs and
budget constraints Is important. We offer flexible, on-call support arrangements, are focused on avoiding unnecessary
expenditures by using existing data and resources, our ability to leverage technologies such as GIS, asset management,
and project management tools to increase efficiency, and add value while being a fair and cost conscience partner.

Approach

We will approach performing the required services by first
providing a framework that concisely identifies the type of
professional services that may be requested with separate
dedicated professionals to champion each type of tasks all
under the guidance and overview by the Town Engineer, and
how Town staff can best identify the proper point of contact
based on the type of service to be requested, and manage
fluent and easy interaction.

or service requests under the master services agreement.
Building on the proposed framework, and based on the type

of task request and the discipline domain, the path to the
resources to provide you service will be clearly defined and easy

Contract Management Approach

[t is critical that third party services are detivered within
scope, budget, and legal expectations. After the award of
the Master Contract, Consor appointed Contract Manager,
Erin Cutlip, will be the point of contact for contract
compliance, reporting, and invoicing as supported by

our Town Engineer and Deputy Engineer. As task orders

or requests are developed, the discipline specific Task
Manager-also referred to as the Project Manager, as defined
in our proposed framework or as assigned by the Town
Engineer, will develop and negotiate the scope and fee to
provide the requested service if not already defined in the
Master Contract. That Task Manager well then manage the
team and resources to collaboratively execute the task and
communicate with Town staff.

Although all work will be done under the purview of or

as directed by the Town Engineer, work orders and tasks
can be conducted directly by the Consor team and in
coordination with Town staff, without the day-to-day
inclusion of the Town Engineer. In such cases, the Town
Engineer and our principal in charge will serve as a point of
contact for escalation, if needed to accelerate resolutions,
assign additional resources, or interpret project conditions.

Our Contract Management Group, consisting of the
Contract Manager, Town Engineer, and Deputy Engineer
we'll manage the overall workload and projects that are
included in this contract and monitor for schedule and
financial health, and overall invoicing and will report that
information to the Town representative on a monthly basis.
We also propose a quarterly performance review that
would consist of a check-in with town leadership to review
progress, align priorities, and adjust scope and resources
as needed. We will use written change orders or email
confirmation to manage scope and changes transparently
and we will maintain a log of service requests or tasks to
provide timely responses and closure.

Customer Service and Stakeholder Communication

This is equally important to us as we are short this to you
period our objective here will be to build trust through
responsiveness, transparency, and clear communication.

As described and depicted in our proposed framework of
workflow and points of contact, we find that it’s best to have
multiple points of contact rather than just one. However, the
Contract Manager, Town Engineer, and principal in charge
will be responsible for confirming frequent and consistent
lines of communication are maintained and adjusted as
needed. This approach is critical to the cost efficiency of this
overall contract, where we want to keep the town engineer
and other specific technical professionals focused on making
certain that the work is technically complete and correct, and
to help elevate the confidence by the town that the work
product meats requirements and the industry standard of
care, and is aligned with the Town’s goals and objectives. The
Contract Manager and Task Managers can remain focused
on communicating project progress, or task efforts. We have
partnered with the Town for similar services and are also
trusted partners with other professional services providers.

We will also leverage that focus of the Town Engineer for
all external stakeholder communication. As the dedicated
representative to speak on behalf of the town, when
requested and in coordination and approval by town

staff, you can be certain that project and technical issues
are clearly explained at public presentations, regulator
interactions, planning board or Town Council presentations,
and when needed, accessible language will be used

to translate technical information into plain language,

Staff Management and Expertise Alignment

The Town Engineer will direct and assign appropriately
qualified personnel for all the support requested, and who
will integrate smoothly with town staff and operations.
This builds on the framework and workflow proposed, in
which there is a “Discipline Domain” Team consistently
assigned (e.g., civil, electric utility, traffic, water production
and distribution, wastewater collection and treatment,
stormwater, drainage, structures} to enhance continuity.

We will develop and implement a staff substitution protocols,
where we will notify the Town in advance if key personnel
need to be reassigned, and provide qualified replacements.

We will develop and deploy onboarding protocol and training
for Town specific practices, to elevate on staff’s familiarity
and efficiency with Town policies, preferences, and regulatory
requirements during project startup.

We will also leverage specialists as needed, such as using
internal experts (e.g., SCADA, GIS, structural) as needed
without overloading the core team and we will work to cross-
train our staff when reasonable so multiple team members
can backfill and avoid delays due to availability or capability.

Quality Control (QC) and Assurance (QA)

Most of all, you should expect your Town Engineer to
deliver technically sound, code-compliant, and consistent
work. To support those efforts, we dedicate Harrison Steed,
PE, at the QC lead for design task deliverables, prior to Town
Engineer review and approval. Harrison has over 24-years of
experience, spanning a variety of civil infrastructure across
Arizona and Beyond. He has an exceptional understanding
of how to avoid construction and maintenance issues and
how to best manage quality out comes during design.

He will integrate and support discipline specific teams, and
the Contract Management Team. Our focus on QC and OA will
include the following:

* Internal QA/QC Review Process: Establish a multi-level
review system—technical staff prepares, senior engineer
reviews, principal signs off.

* Checklists and Templates: Use standardized review
checklists (for design plans, submittals, stormwater
reports) to ensure consistency.

* Pre-Submission Reviews: Conduct internal design reviews
and constructability checks before submitting to the town
or permitting agencies.

* Client Feedback Loops: Encourage and document feedback
from town staff and boards after submittals and final

Scheduling and Workload Management

Our approach to delivering services on time, while

responding to evolving priorities from the Town, or within the
discipline specific teams, is based on leveraging the role and
responsibilities as defined in the proposed framework. The
Contract Manager and Deputy Engineer will maintain a rolling
60 Day Workplan and share updates through a forward-looking
workplan on a monthly basis with Town leadership to align on
upcoming tasks.

The Town Engineer will help prioritize tasks with

the Town, using a tiered system (e.g., urgent, high,
routine) to triage incoming requests and set realistic
timelines.

We will also provide dedicated time blocks, where
the Town can reserve scheduled blocks of staff time
weekly or biweekly to address Town work (especially
useful for smaller tasks).

Our Contract Management Group, and Task
Managers will utilize Gantt charts or milestone
tracking tools like MS Project or Excel to visually track
task schedules, which wiil also be used to monitor
delays proactively, identifying schedule risks early,
and propose mitigation (e.g., reassign staff, revise
sequence, expedite review).

Technology and Information Management

We use tools that enhance service efficiency, data
sharing, and decision-making. We can implement
cloud-based document sharing such as a secured
SharePoint page or a town-approved platform for
storing and accessing plans and correspondence.

We anticipate being connected to and implementing
GIS Integration to support the town’s asset
management efforts, capital planning, and for
communicating about the Town’s water, wastewater,
and electric utility infrastructure.

Consor would promote improving the use of
standardized reporting templates to provide
consistent formats for review memos, technical
reports, inspection logs, and staff updates.

Performance Monitoring and Continuous
Improvement

The effectiveness of your infrastructure programs
and departments are most likely measured by
the long-term value added and measurable
improved efficiency year over year. Several of
our recommendations and approach to help you
demonstrate that includes the following

* Annual Service Review: Conduct a formal
review with the Town staff to evaluate
responsiveness, quality, and outcomes.

* Track KPls: Monitor metrics such as response
time, task closure rates, permitting timelines,
utility revenue and expenses, customer
complaints, and capital project delivery.

* Adapt Staffing or Scope: Be proactive in
recommending changes to staff assignments or
service levels based on need and feedback.

of the Wickenburg leadership institute. Frederick has represented the town by speaking at
Chamber of Commerce events summarizing the infrastructure programs, history and having open and honest conversations

maintenance leadership, management, and oversight for the Wickenburg Ranch Water Reclamation Facility (WRWRF). As
the operator of record, Consor principal Frederick Tack was responsible for evaluating, developing, and enacting a response
plan to rectify compliance, assessing the facility and operational strategies, and training the remaining Town staff in all asset,
maintenance, process, laboratory, regulatory, and management requirements to sustain compliant operations of the facility.
This also included the development of new standard operating procedures, preventative maintenance program, training
programs, and supplements to the existing asset and maintenance management program.

The WRWEF is an 0.78 MGD peak flow capacity MLE/MBR facility that utilizes flat-sheet micro-filtration membranes and
UV disinfection to produce Class A+ effluent for beneficial reuse. The WRWRF had recently experienced high total nitrogen
concentrations in the effluent and frequent occurrences of fecal coliform. Frederick and the Consor team were able to
identify and rectify the deficiencies and return the facility to fully compliant status within less than six days. Frederick
remained engaged in this role for the Town and is supporting the requisition and training of a new operator of record for
the WRWRF. Additionally, Consor provides ongoing engineering planning and design support of additional capital and
maintenance improvements as part of this project.

(CIPP) and point repairs on pipes ranging in size from 8 to 20 inches in diameter, 15 new manholes, structural design of
large junction structure to accommodate 36 and 39-inch VCP and rehabilitation of 40 manholes. Other work included

PROJECT DESCRIPTION: Consor was asked by the Town of Payson to perform design services within 3 days for an ADA
sidewalk and ramp. Construction was currently underway in the vicinity when it was determined the existing sidewalk was
not compliant. To keep the construction on track Consor was engaged through its oncall contract with the Town to complete
this short turnaround request. The project resulted in the need to regrade nearly 150 feet of curb/gutter and roadway leading
into the intersection of SR 260 and Manzanita Drive to tie in existing drainage catch basin and meet ADA requirements.
Project was completed within the requested time frame showing Consor’s ability to be responsive and flexible for its clients.

CASCADE GROUNDWATER TREATMENT PROGRAM - MANGANESE FILTRATION
TREATMENT PLAN; Rockwood Water PUD, OR; Water Treatment Plant Design Lead;
This project includes the design of the water treatment plant and a new booster pump
station. The total capacity will depend on the final well capacities as they are developed,
but the design can accommodate a range of 28 to 32 MGD at full capacity. The treatment
plant includes multiple vessel vertical skids with pyrolox advantage media. Chlorine will
be generated on site and the treatment facility includes offices, locker rooms, restrooms,
a control room, server room, conference or training room and a laboratory space. The

CENTRAL MESA SEWER INTERCEPTOR; City of Mesa, AZ; Project Engineer; As Project
Engineer, Mark helped Consor provide assessment rehabilitation design services for the
Central Mesa Interceptor. The system required rehabilitation of 10,500 feet of PVC lined
RCP sewer lines ranging in size from 30 to 48 inches in diameter. Also included were 29
manholes. Rehabilitation design included CIPP and point repair for pipes and point repair
of PVC liner and coatings for manholes. This was a CMAR project that included technical
specifications, plans, bypass routing and pump location, utility coordination and right-of-
way easement analysis. This project also included CA&l services.

BETHANY HOME ROAD 2ND AVENUE TO 2ND STREET & CENTRAL AVENUE,

installation of new water main replacements on streets within four quarter sections.

Nathan serves as Consor’s national well technical services lead. He has over 20 years

of experience in planning, design, permitting, and construction administration of water
supply, distribution, and groundwater treatment systems. He specializes in well/well

This program includes up to five new wells, transmission mains between sites, and a
centralized treatment and booster pump station facility. As part of the initial phase of this
program, Consor provided the City with support in coordinating with Arizona State Land
Department (ASLD) and CAP to gain access for drilling seven exploratory boreholes, five
of which are to be selected for well drilling. As Program Manager, Nathan helped provide
direction and oversight on schedule, risk management, delivery methods, and other
program management activities

PEORIA STADIUM TRAIL WELL; City of Peoria, AZ; Project Manager; The City of Peoria
drilled a new well, the Stadium Trail Well (W118 [ADWR #55-236213]}, to replace the

old Peoria Sports Complex Well, which was abandoned for new development. As Porject
Manager, Nathan helped the City replace the old well which allowed for the new well to
provided raw water for irrigation at the Peoria Sports Complex and the proposed Stadium
Point Development. Although not within 660 feet of the old well, it served as an effective
replacement. The well featured an 18-inch diameter 304L stainless steel casing, Roscoe-
Moss louvered screen, and SiLi glass beads for filter pack material, with a permanent
2-inch sounding tube and feed tube. Testing showed a production capacity of 2,500 gpm,
though permitted for 1,220 gpm or 1,967.8 AFY. The City’s hydrogeologist recommended
a pump size for 2,440 gpm at a 50% duty cycle, with a preference for 2,500 gpm. Arsenic
levels tested at 0.0085 mg/L, necessitating arsenic treatment in the well site layout.

MOHAVE COUNTY GVID REPLACEMENT WELL 2 (WELL 5) EQUIPPING PROJECT;
Mohave County, AZ; Project Manager; As Mohave County faced water shortages,
prompting the need for a new well, Nathan helped provide design services for well
equipping, including pump selection, discharge piping, site grading, and integration with
the existing arsenic treatment system. Electrical system upgrades were also incorporated
into the design. To meet the County;s urgent timeline, the project was fast-tracked for
bidding within 12 weeks of the design kick-off. Consor also provided support through the
bidding process and construction administration, helping to advance the project from
design to implementation.

the steps to prepare PS&E documents to complete pavement rehabilitation at five

major cross streets along the I-10 corridor for the design of this project. Improvements
included removal and replacement of ADA curb ramps, curb & gutter, sidewalk and traffic
signal loop detectors and installation of street lighting. The scope of services included
topographic survey and delineation of right-of-way and creation of strip maps for the
purpose of transferring right=of-way from ADOT to the City of Phoenix. The scope also
includes environmental surveys to obtain NEPA clearance. Brian was able to coordinate
with ADOT and the City of Phoenix to develop a scope that was able to be constructed
within the allocated funding. Brian facilitated coordination between SRP and ADOT

GLENDALE AVENUE RECONSTRUCTION; City of Glendale, AZ; Roadway Lead; Consor
provided design and construction for the design-bid-build project to reconstruct Glendale
Avenue from the east side of its intersection with 1st Avenue to ADOT's east right-of-way
line at SR 101. Consor also designed new 15- and 21-inch sanitary sewer pipes in Glendale
Avenue concurrently that were constructed prior to the roadway reconstruction. This
work was completed prior to the 2023 Super Bowl. As Roadway Lead, Brian oversaw and
helped prepare the design for the removal and reconstruction of the existing roadway
pavement, evaluating and upgrading ADA facilities, evaluating and replacing deficient

or damaged curb, gutter, valley gutter, driveways, driveway aprons, sidewalk, and other
infrastructure, as well as other items of work such as intersection grading, striping

and markings, and utility coordination. Consor facilitated weekly meetings between

the City and JOC Contractor to identify and mitigate potential conflicts, discuss pricing

STH AVENUE AND U STREET PUMP STATION UPGRADES; Salt Lake City, UT; Engineer-
of-Record/ Architect-of-Record; John was the engineer-of-record on this Salt Lake City
pump station project. John provided design upgrades to an existing domestic water pump
station at 5th Avenue and U Street. The pump station provides essential emergency

clean water services to 4,700 customers during power outages. Consor delivered a
complete design including the addition of a backup generator, electrical control system,
architectural and structural design of an 800-square-foot generator building, seismic
upgrades and structural enhancement to the existing pump station, aesthetics, and access

Ann brings almost 30 years of experience leading and participating in water and sewer
projects, from completing field work to design and modeling. These efforts aim to

STORM DRAINAGE MASTER PLAN UPDATE AND RATE STUDY; City of Woodburn,
OR; Project Manager; As Project Manager, Ann helped prepared a Storm Drainage Master
Plan Update and Rate Study for the City of Woodburn. The Plan included updating the City’s
GIS asset database, mapping of storm drainage facilities, and creating capital improvement
projects. Work included a condition assessment of the physical pipe network and outfall
structures as well as a natural system assessment. Capital improvement projects relied on
historical knowledge from the City, condition assessments as well as requirements mandated
by the total maximum daily loads regulations. Worked closely with the City to complete an
