Willmeng is pleased and humbled to provide Design | Build services for the above-mentioned Sunset and Sunrise Park 
Projects.  We are excited at this opportunity of teaming up with the Town of Wickenburg and our design partner Dig 
Studio to deliver the 30% and 60% designs for these important projects. We are confident that our experience, 
expertise, and focus on customer service will be a great addition to your team.   
 
With this, for 30% and 60% Design Phase Services (inclusive of Willmeng’s pre-construction efforts) we propose a fee 
of $952,619. This fee will cover costs incurred by Willmeng and all design consultants in providing Design and Pre-
construction Services. We have broken this proposal into the following stages:

Project Overview and Key Features of Design: 
 
Project Overview: Willmeng is leading the delivery of both Sunrise and Sunset Parks in partnership with Dig 
Studio as the design consultant. Dig is providing master planning, public outreach, and design services through the 
60% Design Development phase for both parks. At Sunrise Park, the team is designing a new community park; at 
Sunset Park, the focus is the addition of a new ballfield. Throughout the process, Willmeng is coordinating closely 
with Dig to ensure the design aligns with budget, schedule, and constructability goals. It is estimated that this 
design phase will last approximately 6 months.  
 
General Design Services:  
 
 
Landscape Architecture services for site landscape and hardscape features, sport courts, play area, and 
other design elements provided by Dig Studio are further defined below. 
 
Project Management of consultant team, Public Meeting Assistance, CMAR coordination, administrative 
tasks, and project design deliverables by Dig Studio 
 
Architecture of the new structures, which may include; new restroom(s), and storage/concessions buildings. It 
is anticipated that prefab buildings will be utilized. No architect is included in this proposal. 
 
Civil Engineering for wet utilities, roadway and parking improvements, grading, drainage, utilities coordination 
and conflict identification, storm water, water quality, and Site surveying for design layout by Lloyd 
Consulting (Lloyd). 
 
Mechanical Engineering & Plumbing for the buildings, restrooms, storage, and concessions by Henderson 
(HEN) 
 
Electrical Engineering for the buildings, site lighting, power for irrigation system, and power for the sports 
lighting by Wright Engineering (WE).  
 
Structural Engineering for shade structures (if required), footings, site walls and other elements requiring 
structural engineering by BDA Design (BDA) 
 
Sports Field features, areas, and systems including fine grading within 10 feet of all fields, sub-grade 
preparation and specifications, sub-surface drainage, and sports field irrigation by Lloyd Consulting (Lloyd). 
 
Irrigation System Design, General Park Irrigation, and Pump Design, Mechanical & Plumbing by Lloyd 
Consulting (Lloyd)  
 
Geotechnical Engineering (Ninyo Moore or Speedie) 
 
Traffic Study to evaluate the possible need for a traffic signal, Lokahi Traffic Engineers 
 
This proposal is based on the following design assumptions: 
 
 
 
Current Limit of Work Line is illustrated in the Town of Wickenburg’s Parks and Recreation Master Plan. 
 
Site Pedestrian and Vehicular Circulation: Design team to analyze existing circulation during task 2, and 
recommend improvements that could better link together existing and proposed elements, specifically with the 
new ballfield at Sunset Park, and between Sunset Park and the new Sunrise Park.  
 
Sport Fields: Design intent is to provide recreational quality fields. Design team will evaluate artificial turf vs. 
natural turf and include analysis on water use, heat, grow-in / construction schedule among other deciding 
factors.  
 
Dog Park Relocation: Design Team will evaluate possible relocation of the existing dog park to Sunrise Park. 
Other possible location could be within Sunset Park or at another location within the Town.  Concept test-fits 
and layouts will be provided for the Town to evaluate. 
 
Budget: The design team understands that some of the above scope in Task 2 may address future work 
outside the build-out limits. The cost estimation period during Task 2 will define the Phase 1 limit of work for 
Sunset Park, as well as for the new Sunrise Park.  Identifying budgets at 30% will provide direction for 60% 
Design Development Documents deliverables.

Summary of Design Scope of Work by Dig and Subconsultants: 
 
Dig Studio shall provide Design Team Project Management and design services for landscape and hardscape 
scope items below. 
• 
“Landscape” items are defined as overall tree layout intent, soil preparation, fine grading, plantings and 
irrigation. 
• 
“Hardscape” items are defined as pedestrian paving zone types with material palette, steps, walls, fixed 
planters, safety surfacing, sports courts, site furnishings, finished pedestrian paving grading, park core and 
plazas, interpretive elements, and site lighting fixtures. 
• 
Dig Studio, with the Design Team, will review relevant regulatory requirements, including ADA 
requirements, MAG Specifications and Details, and Maricopa County Health Department codes. 
• 
Dig Studio will coordinate with and direct the Design Team throughout the Schematic Design, Design 
Development, 60% Construction Document process. This will include: communication with the Town, 
Willmeng, project scheduling and organizing submittals, scheduling and directing the Design Team and 
Client meetings, preparation and distribution of meeting notes, securing written design approval from the 
Client and distributing input to the sub-consultant group as needed. Dig Studio will coordinate and 
organize the sub-consultants’ roles during the design and documentation phase services. 
 
 
Task 1 – Project Management 
 
The scope and deliverables outlined in Task 1 highlight a highly collaborative project and a team-oriented 
approach with an engaged and interactive project management style. 
Task 1.1 – Project Meetings.  Dig Studio shall arrange for a Kickoff Meeting (1) through the Client.  This 
meeting shall serve to clarify the lines of communication and other administrative details.  Dig Studio’s Design 
Team shall then meet with the Town and other project team members for Monthly Project Design Meetings (6) 
to report project progress, identify key issues, and review schedule, work completed, and deliverables status.  Dig 
Studio will coordinate with the Client each month to create the meeting agenda.  The meetings shall also be for 
discussion of various technical issues and strategies associated with the phases of the project.  Meetings shall be 
held with the Client, Town of Wickenburg and other agencies as needed to coordinate components of this project. 
Meeting minutes documenting the decisions made and action items shall be prepared by Dig Studio and submitted 
to the attending parties.   
Dig Studio will maintain bi-monthly Team Coordination Meetings (12) with the Client’s Project Manager and 
include sub-consultants on an as needed basis.  When appropriate and approved by the project manager, web-
conference links may be used in place of in-person meetings.  These meetings will alternate bi-weekly with 
Monthly Project update meetings. 
Other project meetings to be scheduled, managed, and documented by Dig Studio are listed under ‘Task 1 
Deliverables’ below.

Task 1.2 – Project Design Schedule.  Dig Studio shall provide a project design schedule showing project 
meetings, project deliverables, and the major milestones required by the Client.  The schedule shall be updated on 
a monthly basis.  Project schedule shall also include large events that occur in the park.  The Client’s project 
manager will provide these dates to the consultant team.  
Task 1.3 – Project Status Reports.  Dig Studio shall provide a monthly project progress report formatted to meet 
the Clients and Towns standards.  The monthly project progress report shall be submitted to the Clients Project 
Manager.  Items in the report include:  Project Schedule Updates, Key Milestones and Deliverables, Action Items 
Log, and Scope Review.  Other items will be coordinated with the Clients Project Manager. 
Task 1.4 – Coordination of All Submittals.  Dig Studio shall coordinate the formatting and delivery of each 
submittal as required per task; both digital and hardcopy, as outlined in this proposal.  As project manager Dig will 
coordinate all sub-consultants deliverables and submittals; both individual and team wide.  Dig Studio will ensure 
that all Town submittal guidelines are met and formatting meets the Town’s standards.  All submittal and permit 
fees to be paid by the Town (if applicable). 
Task 1.5 – Project Administration.  Dig Studio shall establish a project management system to provide adequate 
scope, schedule and budget control and be responsive to input from the Client.  Dig Studio shall track all project 
correspondence within the team and with the Client to ensure project progress, direction, and details are recorded 
for clear and open communication, as well as, informed decision making.  Dig Studio will also track quality control 
reviews and maintain records of all quality control reviews, comments, and revisions.  Dig Studio will submit timely 
and properly formatted invoices to the Client’s Project Manager.

Task 2 – Master Plan Review, Public Presentation, 30% Schematic Design 
 
Task 2.1 – Client Design Kickoff Meeting 
Dig Studio will meet with the Clients project team to review the previous conceptual master plan, discuss 
construction budget, project schedule, design concept and delivery method assumptions, team management, and 
begin to development design goals. The intent is to have a clear direction from the Client for the Design Team 
moving forward with their Scope for the Design Development drawings.  
 
Task 2.2- Review Existing Documents and Site Conditions, Site Analysis and Site Walk  
After gathering input from the Client and Town, Dig Studio will evaluate the existing documentation and previous 
options for layout and programming of the current expansion scope (files and exhibits provided by the Town).  
The evaluation of the plan will assess how it responds to overall goals defined by the Town, as well as the 
budget, and the team will make recommendations for master plan changes moving forward.  Dig Studio will 
create revised Master Plan drawing that illustrate the current design direction and program elements.   
 
Task 2.3 - Survey, Base File Coordination 
The team will provide survey information, including verification of property corners, topography, visible physical 
improvements, tree locations. 
 
 
Task 2.4 –Park Master Plan Alternative Development  
Based on information gathered from Tasks 2.1 and 2.2, Dig Studio and Design Team will develop design options 
for the requested program and expansion area of the park.  Key deliverables within this task include; Park

Program, Circulation Plans, Parking Studies and Sports Fields to be analyzed for their cost, performance, 
maintenance, and irrigation requirement characteristics. Client (Willmeng) will provide cost information for the 
program and field options, with the intent of having this information available for Task 2.5 to help provide direction 
in decision making toward a final concept alternative. 
 
Dig Studio to facilitate 1-Public Meeting to present the park master plan alternatives for both Sunset and Sunrise 
Parks.   
 
Task 2.5 – Preferred Sunrise Park Master Plan and Program w/ Illustrative  
Dig Studio will create a final preferred master plan and labeled program illustrative based on the Client and Town 
review of 2.4.  
 
Dig Studio to facilitate 1-Public Meeting to present the preferred park master plan for both Sunset and Sunrise 
Parks.  The work will be in cooperation with the Town and presented to the Council for comment and approval. 
  
Task 2.6 – 30% Schematic Design Documents  
Upon Client approval of Preferred Master Plan documents and completion of site survey work, the Design Team 
will prepare 30% Schematic Design drawings per their individual scopes of work, produced digitally in AutoCAD 
and 3D modeling programs such as SketchUp for review and written comments by Client. Each team member will 
be responsible for the production within their scope of services, (See attached Sub-Contracts). These 30% 
Schematic Design plans will define the schematic details, materiality and character of amenities, and program 
essentials of the project. These drawings will meet the Town’s Parks Requirements as well as Town’s submittal 
requirements. Dig Studio will provide sheet formats to all Sub-Consultants. Dig Studio will review and comment 
on Sub-Consultant’s drawings prior to submittal to the Client. 
 
Task 2.7- 30% Schematic Design Cost Estimate  
Dig Studio will work with the Client to prepare a Preliminary Probable Construction Cost Estimate for construction 
of all elements in the Design Concept Report and 30% Documents.  Dig Studio will obtain data from the Design 
Team on cost estimation for each of sub-consultant’s scope and create a master Preliminary Estimate of the 
Probable Construction Cost. 
 
The Design Team Deliverables:   
o 
Refined Park Master Plan and Illustrative. 
o 
30% Schematic Design drawings for all scopes of work. 
Dig Studio deliverables will include: 
o 
Presentation Graphics: Provide colored plan rendering, graphics sections, and concept 
diagrams. 
o 
Site Plan / Materials Plan: Provide Schematic Design level layout for all pedestrian hardscape 
and planting areas. 
o 
Sections/Elevations: Provide Schematic Design level sections and elevations to illustrate design 
intent. 
o 
3d Study Model: Dig Studio will coordinate the overall 3d study model and present it for review by 
the Client. 
o 
Planting Plan: Provide Schematic Design level layout for all planting areas, identifying plant 
locations, species and information required per Town submittal guidelines. 
o 
Details: Provide Schematic Design level construction details for planting and hardscape elements 
as well as plaza spaces, and sports field section, as required per Town’s submittal guideline.  
o 
30% Probable Cost Review Meeting:  Dig Studio will meet with Client to review the 30% Design 
Estimate after submittal to gather feedback to proceed with Task 3. 
o 
Public Meetings (2-Total + 1 Council Meetings) 
 
TASK 3.0 – DESIGN DEVELOPMENT DOCUMENTS (60%)  
 
Task 3.1- 60% Design Development Documents  
Upon Client written approval of the 30% Schematic Design documents, and agreeance on limits of Phase 1 work 
and project budget, the Design Team will prepare 60% Design Development drawings responding to written 
comments by the Client and Town. These Detailed Design Development plans will define the construction details,

layout of key program elements, mainline infrastructure of the project scope. These drawings will meet Town 
submittal requirements. Dig Studio will review and comment on Sub-Consultant’s drawings prior to submittal to 
the Client.  
 
The Design Team Deliverables:   
o 
60% Design Development drawings for each Sub-Consultant’s scope of work. 
o 
Irrigation mainline alignment. Identify station quantity requirements, controller requirements, 
pumping requirements, and watering window requirements at peak demand. 
o 
60% Grading and Drainage Plans with proposed elevations and contours. 
o 
Use MAG Specifications and Details, and Town’s Supplemental to MAG as required. 
Dig Studio deliverables will include: 
o 
Site Plan / Materials Plan: Provide Design Development level layout for pedestrian hardscape 
and planting areas. 
o 
Sections/Elevations: Provide Design Development level sections and elevations to illustrate 
design intent. 
o 
Planting Plan: Provide Design Development level layout for planting areas, identifying plant 
locations and species. 
o

Dig Studio will work with the Client to prepare, compile, and coordinate the overall project estimate of 
probable construction costs.  Cost to budget comparison may adjust the future 100% design

Design Phase Exclusions or Clarifications:  
 
 
All 3rd Party utility provider design costs are excluded.  These 3rd Party Designs could include but are not 
limited to the following:

Primary Power such as SRP or APS 
o 
Fiber or Communications such as Cox or Lumens 
o 
Natural Gas such as Southwest Gas 
 
All Specialty Design Costs that are not specially identified in this proposal are Excluded.  These 3rd Party 
Specialty Designs could include but are not limited to the following: 
o 
Audio Visual 
o 
Theatrical Lighting 
o 
Security 
o 
Wi-Fi 
 
All Permitting cost related to agency review, approval or permitting is excluded.  This includes any City 
permitting or impact fees or any 3rd party permitting or impact fees.   
 
Water source water quality reports are not included in our proposal and is assumed to be provided by 
others or the City. 
 
Any design efforts beyond the 60% stage for either park is excluded.  
 
No surveying or construction staking is included.  
 
Regional and/or comprehensive Master Studies are excluded. 
 
Offsite utility extensions, roadway or intersection design improvements are not included. 
 
Assistance with Civil related LEED credits is not included. 
 
Design scope gaps will be managed through the design contingency as-needed.   
 
Restrooms are assumed to be pre-fabricated structures. 
 
No renderings are currently included for the comfort station design.

currently allocated (for billing purposes), however the total design cost for each design consultant and 
overall will not change (inclusive of reimbursables and contingency).

2. Scheduling: 
a. Create and Manage Master Schedule (Design Phase and Construction Scope) 
b. To be completed in critical path format. 
c. Include all items that could impact the project including long lead items, design elements, event 
coordination, utility coordination, etc.   
d. Additional phasing or abbreviated schedules to help convey a concept or approach.  
3. Site Logistics Planning  
a. Work with City staff to develop a logistics plan which accounts for their considerations.  
b. Identify ingress/egress points for construction 
c. Identify laydown yards and construction office specifics 
4. Meetings 
a. Attend all meetings for the project (both internal and external). 
5. Cost Estimates and Budgeting 
a. Develop Cost Estimates as needed for each stage of the plans.  
b. Incorporate subcontractors to ensure best value of current market conditions.  
6. Development of GMPs is Excluded at this time.  
7. Constructability and Value Engineering Reviews 
a. Review all plans sets / concept ideas and provide constructability input.   
b. Perform value engineering analysis when reviewing the plans.  
c. Provide options analysis when applicable.  
8. Subcontractor Selection Plan is Excluded at this time.  
9. Utility Coordination Assistance 
a. Coordinate with utility providers as necessary to ensure all systems are protected, remain active, and 
our considered in relation to the existing vs. proposed systems.

11. Stakeholder Coordination is Excluded at this time.  
12. Site Investigations 
a. Walk the site to gain the highest level of understanding for the project.
