MINUTES PARKS AND TRAILS COMMITTEE REGULAR MEETING Wednesday, June 11, 2025 - 4:00 P.M. 155 N. TEGNER STREET WICKENBURG, ARIZONA 85390 A. CALL TO ORDER - Chair Wilson called the meeting to order at 4:00 PM B. ROLL CALL Present: Scott Wilson, Chairperson Cindy Chamberlin, Vice Chairperson Morgan Barnes, Member Linda Brockwell, Member Nancy Craig, Member Dan Finley, Member Wayne Coates, Alternate Member John Oplinger, Alternate Member Margaret Nyberg, Council Liaison (arrived at 4:23 PM) Absent: John Anderson, Member Staff Present: Herschel Workman, Public Works Director Amy Brown, Town Clerk Jennifer Jubany, Executive Assistant C. CALL TO THE PUBLIC – None D. ITEMS OF BUSINESS 1. Consideration and Action to Approve the Minutes of the Meeting of March 26, 2025 MOVED BY Vice Chair Chamberlin to approve the minutes of March 26, 2025 SECONDED BY Member Brockwell VOTE: 7 - 0 (Yes – Members Barnes, Brockwell, Chamberlin, Craig, Finley, Oplinger, and Wilson) 2. Discussion and Update Regarding Completed Projects and Upcoming Projects Herschel Workman, Public Works Director, provided the following updates: Parks and Trails Committee Minutes of June 11, 2025 Page 2 of 4 Completed Projects: • Installation of yield signs for crossing on the multi-use path to Sunset Park • Trail maps are now available at the library and Town Hall, with plans to distribute more to the hotel and the visitor center • Plans to install a map box at the trailhead kiosk Upcoming Projects (Pending July 7 Budget Approval): • Installation of restrooms and LED lighting at the pickleball courts • Lighting improvements at the rodeo arena • $50,000 maintenance project for the multi-use path from Sunset Park, including seal coating, crack sealing, and large crack repairs (not a full repaving) Additional Discussion: • Discussion on revising "No Motorized Vehicles" signage due to increasing e-bike usage o Concerns raised about e-bike speeds and safety o Suggestions included establishing a speed limit for e-bikes • Concern about prioritizing the multi-use path project over rougher areas such as Wickenburg Way and Vulture Mine intersection (noted to be under ADOT jurisdiction) Sunset Park Pickleball Court Lighting: • Lights operate via push-button timers • Light duration varies seasonally, with availability until 10 PM • Park hours are posted at the entrance • LED lights are more energy-efficient and brighter 3. Discussion and Update Regarding New Park Space at Sunset Park Capital Improvement Plan (CIP): • Proposed construction of a baseball field (currently the site of the dog park) • Additional park space proposed across the highway (Route 60) Dog Park Relocation Options (per Parks Master Plan): • South side of Sunset Park parking lot entrance • Coffinger Park (smaller space) • East of the lower playground at Sunset Park Parks and Trails Committee Minutes of June 11, 2025 Page 3 of 4 Discussion Highlights: • Community preference for large, open dog areas • Mixed awareness of grass dog parks • Cost considerations: o Coffinger Park: fencing and shade structures o Sunset Park: land clearing, fencing and shade structures Additional Notes: • New park site across the highway is being considered • Project phasing may impact dog park development • RFQ for design services anticipated by late July or early August 4. Discussion and Update Regarding Adopt-a-Park Outreach Outreach Efforts Reported by Director Workman: • Publicized via press release, social media, town website, and manager updates • No participants to date Suggestions to Increase Interest: • Promotion on the town’s message board • Contact new high school football coach to gauge student interest • Human interaction is key for explaining the program and understanding what potential adopters can offer • Suggest contacting Superintendent Barbara Remondini regarding older student groups Program Details: • Open to individuals, groups, and for-profit businesses • Participants need not be formal organizations, but must be committed • Town provides materials; groups may adopt full or partial park areas • Responsibilities may include trash pickup, fence painting, and spreading wood chips • Program is flexible and designed to accommodate the group’s interests Adopt-a-Trail Discussion: • Initially proposed as Adopt-a-Trail, but revised due to trail locations outside town limits • Future consideration for trails within town limits remains open Parks and Trails Committee Minutes of June 11, 2025 Page 4 of 4 Discussion regarding the Borrow Pit Trail System initiated by Vice Chair Chamberlin: • Proposal to develop a trail system at the Borrow Pit using volunteer labor • The area, located between the river and Jack Burden Road, is town-owned • Suggested adding this topic to the next meeting agenda E.
