E. MAYOR & COUNCILMEMBERS REPORT ON CURRENT EVENTS
• Councilmember Rebecca Rovey reported that WESTMARC held their annual
board retreat in Wickenburg.
• Councilmember Margaret Nyberg attended the Bluegrass Festival and the All
Thrive 365 open house for their homes.
• Mayor BG Bratcher thanked Rotary for placing historic building plaques and
congratulated the Wickenburg Christian Academy football team as they are in the
quarter finals. She attended the following meetings: Arizona Energy Future
Conference regarding solar, Western Trading Post ribbon cutting, Wickenburg
Community Services Corporation luncheon celebrating 50 years, Community

Center meetings, elected officials training in Tucson and Greater Phoenix
Economic Council (GPEC) meeting.
F. TOWN MANAGER'S REPORT
• Town Manager Troy Smith congratulated Eileen McGuire on retiring as she has
been the town prosecutor since 2000. Solid waste will change to WM on
December 1st. There will be a seal coat put on Lewis Addition roads. There are
two ADOT projects in the area and a Southwest Gas project in town. The photo
contest gallery will be on November 19th, and the Holiday Music Walk will be on
December 6th from 5-7PM.

1. Action on the Consent Agenda -

a. Consideration and Action to Approve the Minutes of the Regular Meeting of
November 3, 2025
By a 6-0 vote under the Consent Agenda, Council moved to approve the
minutes of November 3, 2025.
b. Consideration and Action to Approve a Use Agreement with Waste
Management Services for Temporary Use of the Town's Maintenance Shop
Bay to Store Sanitation Trucks
Trent Kirkengall, Public Works Manager, reported in his Council routing form
that on August 4, 2025, the Town Council approved a contract with Waste
Management to provide sanitation services for the town. This partnership
aims to enhance the efficiency and reliability of waste disposal and recycling
services for the community.
Waste Management's primary facility is located in Buckeye, AZ, which will
pose a challenge for the drivers that may transition from the town's
employment to Waste Management. In order to streamline operations and
improve service delivery, it is proposed that Waste Management use the
Town of Wickenburg's maintenance yard for a storage location for sanitation

trucks, as well as using a bay in the shop for periodic maintenance purposes.
This arrangement will potentially allow those drivers, who transition from the
town's employment to Waste Management, to conveniently commute to the
shop to pick up their trucks and begin their day. Drivers will complete their
routes and return the trucks to the Wickenburg maintenance shop bay at the
end of each day.
The proposed contract for the use of the town's maintenance shop bay is
intended to last for up to two years. This timeframe will allow Waste
Management to establish their new facility in Surprise, AZ, which will
ultimately reduce the commute distance for their drivers. If the agreement is
not approved, the drivers will need to commute to the Buckeye location until
the new facility is completed in Surprise.
In exchange for the use of the Town Shop, Waste Management will agree to
provide Town Facilities of up to $1,000 per month each fiscal year in
additional services.
By a 6-0 vote under the Consent Agenda, Council moved to approve the
Town Manager to execute the Use Agreement with Waste Management for
temporary use of the Town's Maintenance Shop Bay to store Sanitation
Trucks.
c. Consideration and Action to Approve a Contract for Judge Pro Tempore with
Gerald Williams
Rosa Garcia-Marquez, Court Administrator, reported in her Council routing
form that the Wickenburg Town Court brought this item to Council on the
August 4, 2025, meeting for the approval of the list that included six judge pro
tempores.
We are asking the Council to add Gerald Williams to the list. He recently
retired from the Maricopa County Justice Courts. He has more than 20 years
of experience on the bench and has won 3 judicial awards. He will be a
valuable resource for the court. The availability of numerous judge pro
tempore gives the court a significant advantage. It will:

Ensure coverage, reducing court continuances
•
Reduce stress on staff, not having to contact all individuals scheduled so
they don't come in when there is an emergency
•
Maintains continuity in access to justice
•
Increases flexibility, especially with last-minute absences
•
Helps in emergencies, if the town magistrate gets sick, car problems, etc.
Staff is recommending Council approve the contract with Gerald Williams,
with a pay rate of $70 an hour, to include mileage at the current rate. The

contract is good for two years, with dates of November 17, 2025, to
November 17, 2026. This is the same contract as the other Pro Tems.
By a 6-0 vote under the Consent Agenda, Council moved to approve a pro
tem contract with Gerald Williams.
2. Presentation and Update from Jennifer Waller, Director of Maricopa County
Parks & Recreation, on the Development Status of the Vulture Mountains
Recreation Area
Tarah Mayerhofer, HR Director, stated that Jennifer Waller cannot be present
tonight, so she will be reviewing the presentation with the Council, and the town
hopes to have Jennifer Waller at a future meeting. The Vulture Mountains
Recreation began with discussions in 2006 between Maricopa County and
Bureau of Land Management (BLM) regarding a cooperative recreation
management in the Vulture Mountains. In 2009, they were awarded a grant from
BLM to create an activity plan. In 2017, Maricopa County took over management
of the 65-acre Hassayampa River Preserve. In 2019, Maricopa County signed a
lease with BLM to manage 1,045 acres of public land in the Vulture Mountains
Recreation area. In 2022, the contractor started Phase 1 of a multi-phase project.
Phase 1 was primarily roads, utilities, and infrastructure. Phase 1 is complete.
Phases 2 and 3 are the day-use facilities and campground. These projects are
expected to be completed in the Fall of 2026 with a grand opening once the
project is completed. Below is the project timeline and completed items:

3. Consideration and Possible Action Regarding the Funding Request from Non-
Profit Kellis-Draper American Legion Post 12
Robert Martinez, Finance Director, reported that the American Legion Post 12
has requested $850.00 to assist with their Wickenburg Veterans Stand Down that
will be held on Saturday, January 17, 2026, from 10am-2pm. The funding request
would support Arizona Rangers, who provide security, portable toilets, and town-
related rentals and services to include barricades, trash cans, and banner
hanging fees. There are no funds budgeted in the FY26 budget for this event. If
the Council authorizes funding, the expense will have to be funded from
contingency.

Mayor Bratcher expressed that the town bill is $273.00, so she would like to
approve an in-kind donation for those services. This is a great event with lots of
vendors and services offered to about 300 people last year.
MOVED BY Mayor Bratcher that since there is no budget but there is a public
purpose to approve the town to provide services in the amount of $273.00 as an
in-kind donation for this event
