After living in Rio Verde foothills for many years, | have seen some mistakes
made that could have been avoided with better planning and with local input
from homeowners in the area.
2) What motivated you to apply for this specific committee?
The future development of the airport and surrounding area, | am a retired
airline pilot, I've flown into many airports and have a small airplane at the
airport and know the local environment.
3) What do you see as the vision for the committee?
With the input and suggestions of the local residence this hopefully will
keep Wickenburg a great place to reside, with the western themes, horses
hiking trails, sport recreation and affordable living.
4) What brought you to Wickenburg? What other organizations in Wickenburg do you volunteer at?
We have always enjoyed the home town atmosphere and hospitality.
Algo have horses and enjoy trail riding and watching the ropings and
rodeos.
! belong to the EAA, and volunteer for the local fly-in events.
5) Is there any additional information that you think would be helpful for the Council to know when
making a selection for members?
During the last part of my airline career, | lived on runway and was
instrumental in converting it into a public airstrip when new developments
came into the area jeopardizing the runway clearway. It was beneficial for
all parties involved to discuss the issues and resolve before construction.

| want to help better Wickenburg overall for the well being of all of us. As a longtime resident,
business owner, and active supporter of our local economy for over 30 years, | know many
residents and hear what they say and want and I'd love to contribute my experience and
energy to help shape initiatives.
3) What do you see as the vision for the committee?
Responsible growth potential, Attract new tourism and business investment, Retain and
grow local jobs through strategic workforce development, and leverage the local assets to
enhance regional access.

! came with my family when | was a teenager and have always loved the small town
charm, low crime, and ease of living here. | raised my family here because of that. |
volunteer at my church, Boyd Ranch, and with Wickenburg boots breast cancer
group, and | have previously volunteered with Nature Preserve and Senior Center.

| would bring not only deep-rooted knowledge of our town’s character, but | believe our
town has untapped potential, and help attract visitors and workforce while preserving
the charm we all value.

Paul Shulins
Today Paul Shulins is Co-Owner of Over the Air RF Consulting LLC, a TV and Radio broadcast consulting firm
based in Portland, Maine, specializing in FCC consultation, transmission system project management, remote
control solutions, studio design and construction, antenna protection systems and ratings metrics. Previously,
Paul joined Burk Technology as Vice President and Chief Technology Officer in September of 2017. Prior to joining
Burk Technology, Paul had been the Director of Technical Operations for Greater Media's Boston, Massachusetts
five FM Radio Stations for twenty-nine years. He has been working as a Radio Chief Engineer for forty-five years.
Paul has been responsible for the planning and day-to-day management of one of the first major market studio
consolidations in 1998 for Greater Media’s Boston radio stations. He has designed and constructed many custom,
on-air program playback systems, technical facility monitoring and control systems. He is a member of the Society
of Broadcast Engineers and has held an SBE Radio Engineer Certification since 1982. Paul is also the current
president of the IEEE Broadcast Technology Society and has co-chaired the BTS Broadcast Symposium for several
years. Paul was recently elected by the BTS AdCom as a distinguished lecturer. Paul has presented numerous
papers at the IEEE Broadcast Symposium, the NAB Broadcast Convention, and the NAB Radio Show. He has also
been a frequent contributor to Radio World Magazine and authored several chapters in the 11th edition of the
NAB engineering handbook. Paul has also served as an elected member of the IEEE Broadcast Technology
Society's administrative committee for ten years. Paul earned a Bachelor of Arts degree from the University of
New Hampshire System in 1979 with majors in physics, chemistry and natural sciences. He is a private pilot, and
enjoys astronomy, skiing, and photography, and operates his Arizona observatory remotely collecting deep sky
images.
