PARKS AND TRAILS COMMITTEE 
REGULAR MEETING 
Wednesday, October 8, 2025 - 4:00 P.M.

A. CALL TO ORDER - Chair Wilson called the meeting to order at 4:00 PM

C. CALL TO THE PUBLIC –  
 
• Joe Stevens, In-Town Resident, shared that the Lions Club is donating two 
benches to be placed near peak areas of Bass Trail. The exact locations will be 
determined at a later date. Each bench will include a placard recognizing the 
Lions Club’s donation. 
 
D. ITEMS OF BUSINESS 
 
1. Consideration and Action to Approve the Minutes of the Meeting of June 11, 
2025  
 
Nancy Craig clarified that the minutes should reflect a speed limit for everyone on 
the multi-use path, not just for e-bikes.

2. Discussion and Update Regarding the Rodeo Grounds 
 
Todd Wallace, Parks and Facilities Manager, provided the following updates: 
 
• Approximately 70,000 square feet of parking have been added 
• A new access road has been constructed connecting to Constellation 
Road to accommodate emergency ingress/egress and provide direct 
access to contestants 
• Approximately 1,700 dump trucks of material were moved 
• Accessible parking has nearly doubled in size 
• LED stadium lighting is being installed in the arena and parking lot 
• The penthouse area has been expanded into the back foothills 
 
There were concerns raised about compliance with the Dark Sky code. Manager 
Wallace confirmed the lighting meets all requirements and noted that arena lights 
will operate only during events, while parking lot lights will be used only when the 
facility is rented.  
 
When asked about project funding, Wallace explained that the Town received a 
grant for LED lighting upgrades, while road improvements were funded through a 
Capital Improvement Project (CIP), with the Community Rodeo Association of 
Wickenburg (CRAW) contributing significant funding. 
 
There were also concerns expressed regarding gated access to the ramadas and 
lack of trail signage to state what hours the trails are open. Public Works Director 
Workman shared that plans include adding an entrance walk gate. He explained 
that vehicle access will be limited to the adjacent parking area near Constellation 
Road, with trails reserved for pedestrians and cyclists. He noted that unrestricted 
access is avoided during periods without a camp host due to vandalism 
concerns. 
 
3. Discussion and Update Regarding Coffinger Park 
 
Todd Wallace, Parks and Facilities Manager, provided the following updates: 
 
• Installation of ADA access around the playground area 
• Addition of a six-foot sidewalk connecting the pool to the ramada 
• Installation of two benches and two ADA-accessible picnic tables 
• Gopher mitigation efforts are ongoing 
• Scalping and overseeding of grass areas are underway, and irrigation

heads have been updated for improved coverage 
• Dugouts and expanded fencing are being added to the ballfield 
• Installation of a foul ball net and new scoreboard 
• Field lighting is now operational 
• Work is in progress on the infield, including new material, a proper mound, 
and base pegs for multiple uses (softball and T-ball) 
• Bleachers will be added behind home plate 
• The pool resurfacing project has been completed, with all equipment 
replaced with higher-capacity pumps and filters  
• The pool slide and mushroom have been refurbished and polished 
• Staff are obtaining estimates for a pool heater and cover, which would 
extend the swimming season by a couple months 
• Staff are obtaining estimates for additional pool decking and shade 
structures to replace existing grass areas 
 
There were concerns raised regarding staffing for the pool if the season is 
extended. Manager Wallace noted that staffing levels are not expected to be an 
issue, as more students with flexible schedules (including homeschool students) 
are now available. 
 
4. Discussion and Update Regarding New Park Space at Sunset Park 
 
Todd Wallace, Parks and Facilities Manager, provided the following updates: 
 
• The new park, currently referred to as “Sunrise Park” is being explored 
directly across from Sunset Park 
• The design concept includes three multi-use fields, restrooms, and food 
truck hookups 
• The dog park may be relocated to this new site 
• For budgetary reasons, plans now call for one main entrance from 
Highway 60 instead of two 
• Amenities under consideration include pickleball and basketball courts 
• Sunset Park would remain focused on softball and baseball, with the 
potential addition of one more field where the current dog park is located 
• Sunrise Park would primarily serve soccer and football activities 
• Plans also include expanded parking at Sunset Park and potentially 
adding a ramada and picnic area 
 
Member Craig asked whether there had been any discussion regarding traffic 
control for the new Sunrise Park entrance. Public Works Director Workman noted 
that the project is still in its early stages and will be coordinated with Arizona 
Department of Transportation (ADOT) once requirements are established. 
 
Project Manager Wallace added that the design remains preliminary and will be 
presented to the Town Council on October 20 for input.
