Neighborhood Meeting for Horse Boarding Request at Country Club 
and Camino Drive/ West Wickenburg Way 
January 21, 2026 
 
 
Applicant/Owners: Kellie Daniels and Joshua Anderson 
 
 
Intent of Application 
• 
Keep the property western and multi-family in character 
• 
Conditional Use Permit for the Horse Boarding only 
• 
Same multi-family concept as the neighbor to the west 
• 
Change is difficult for some to accept 
Residential Units 
• 
Small units: 2 bedrooms / 2 bathrooms, approx. 1,000 sq ft. Different application 
process 
• 
No intent to over-develop despite zoning allowing more units 
• 
Long-term or short-term rentals (preference for long-term) 
• 
No RVs proposed used as rental units, only casitas 
• 
Design Review to be processed at a later date for units 
Equestrian Use 
• 
Property owner is committed to an equestrian lifestyle 
• 
Private horse boarding only — for residents on the property, not the public 
• 
Goal of operator to have 3 horse pens per residential unit, based on demand 
• 
No horses boarded until a unit is occupied (no premature boarding) 
• 
No horses on the west side of the floodplain for updated plan 
• 
Intend to revise site plan 
• 
No light trespass proposed 
• 
Potential discussion: cap on total number of horses with revised site plan 
Manure, Smell & Environmental Concerns 
• 
Concerns raised about excessive smell, flies, and manure possible 
• 
Manure to be disposed of weekly or bi-weekly 
• 
Removal of waste by a private company 
• 
Past issues noted with missed waste pickups 
• 
Concerns about excessive urine impacting the water table 
• 
Property is not on a well — intention to connect to town water supply

Traffic & Access 
• 
Entrance off Country Club Drive with a shared driveway 
• 
Traffic conditions could be improved 
• 
Traffic Impact Analysis may be required by ADOT before permits 
• 
Neighbor expressed Camino right-of-way should be improved to pavement 
instead of dirt 
Zoning, Floodplain & Property Details 
• 
Zoning allows additional multi-family units 
• 
Property is not in the Country Club Acres Subdivision 
• 
No proposed structures in the floodway or floodplain 
• 
Fences within floodzone require flood permits through County 
• 
No intent to develop within the floodplain 
Operations & Site Management 
• 
Existing equipment on site for work purposes 
• 
Home occupation is approved 
• 
Existing dumpster to be relocated closer to the street and screened (loading-dock 
style) 
• 
Gravel ground and hardscape; limited asphalt 
Neighbor & Safety Considerations 
• 
Fence the property to prevent trespass where necessary 
• 
Do not allow horse riders onto neighboring properties, only in streets 
• 
Neighbor call out concern for process of evicting unwanted tenants, owner stated 
that they have personal experience evicting problematic tenants
