Community Programming Advisory Committee (CPAC) Charter 
 
The Town of Wickenburg desires the Community Programming Advisory Committee 
(CPAC) members who have a background or interest in recreation and library 
programming and special events. The town establishes the scope of the CPAC 
committee to include:  
 
A. Recommend recreation and library programming ideas for all age groups. Help 
promote the town’s recreation and library programs.  
B. Review the recreation and library programming statistics to make recommendations 
for future programming.  
C. Recommend town special events, attend town special events, and help promote the 
town’s special events.  
D. Make recommendations regarding recreation, library, and special event policies, 
procedures, and fees.  
E. Serve as a liaison to the community by passing on resident recommendations and 
opinions to the staff liaison.  
 
The Community Programming Advisory Committee (CPAC) is established with the 
following general rules from Town Code Chapter 3:  
 
A. The CPAC shall consist of seven (7) resident members and two (2) alternate 
members. There will also be a Council liaison and staff liaison, Sarah Brown.  
B. People interested in serving on the CPAC shall complete an application. The 
appointment to the CPAC shall be for a period of two (2) years, with two (2) 
additional years possible with reapplication. If you are no longer able or willing to 
serve, please contact your staff liaison. 
C. Meetings are every other month on the first Wednesday at 4:00 PM, usually in 
January, March, May, July, September, and November. Missing three (3) consecutive 
meetings may result in your removal.  
D. All members must maintain Wickenburg residency in order to remain on the 
committee. 
E. The committee shall elect a Chairperson and Vice Chairperson from among its 
members during their first meeting of each new year who will serve for a one (1) 
year term.  
F. Service on the committee is as a volunteer, without compensation.  
G. All matters coming before the committee involving the expenditure of money or the 
making of agreements or contracts shall be referred to the Council through the staff 
liaison. 
H. Four (4) members of the committee shall constitute a quorum and the affirmative 
vote of four (4) members shall be required for passage of any matter before the 
committee. Each member of the committee shall have one (1) vote.

The Town of Wickenburg sets the following standards of conduct for all members of the 
Community Programming Advisory Committee (CPAC): 
 
A. Review the Committee Manual, Code of Ethics for Public Officials, and Oath of 
Office prior to the first CPAC meeting 
B. Recognize and accept the advisory role you play in helping the town make 
thoughtful policy decisions with final decisions being with the Town Council 
C. Cooperate with each other and town staff in the conduct of town business 
D. Committee actions are enhanced by processes that encourage public involvement 
and community engagement 
E. Demonstrate respect for all and act with integrity 
F. Be transparent 
G. Respect traditions and the history of the town but not be bound by them 
H. Be respectful of everyone’s time and inform the staff liaison if you cannot attend a 
meeting 
I. Review the meeting packet prior to the meeting, with the expectation that the packet 
will be available online a week prior to the meeting 
J. Be attentive during the meetings and silence cell phones, no passing of notes or 
texting during the meeting  
K. No personal attacks directed at each other, the public, or town staff members during 
public meetings, in the media (social media, letters to editor, etc.), or any other place 
or time 
L. Remember that correspondence should be treated as potentially “public” 
communication and subject to public records law, including emails, notes, and 
voicemail messages 
M. Remember that committee members, the public, and staff are composed of 
individuals with a wide variety of backgrounds, personalities, values, opinions, and 
goals, so you may have to “agree to disagree” but the ultimate goal of committee 
decisions should be what it best for the Town of Wickenburg residents 
N. Strive to consider input, research, and information provided by the public, town staff, 
and its consultants in the formulation of recommendations 
O. Declare a conflict of interest if there is any financial benefit for yourself or a family 
member and then refrain from any involvement in the decision 
P. Any meeting with someone who will be presenting to the committee, should be 
reported to the staff liaison and no agreements should be reached with an outside 
entity on behalf of the town 
Q. Members may endorse candidates for elected offices, but it is unlawful to mention 
endorsements during committee meetings or to use town resources in any way to 
affect the outcome of an election 
R. No member shall represent a person, organization, business, or self for 
compensation before the committee in which they are a member 
S. All phone or email correspondence should be with the staff liaison primarily; at no 
time may a member communicate about an agenda item with more than two other 
members in total 
T. Do not disclose or use confidential, privileged, or protected information from CPAC 
 
The Town of Wickenburg and town staff are authorized to take such other actions as are 
necessary to support this committee.
