MINUTES COMMUNITY PROGRAMMING COMMITTEE REGULAR MEETING Wednesday, March 4, 2026 - 4:00 P.M. 155 N. TEGNER STREET WICKENBURG, ARIZONA 85390 A. CALL TO ORDER - Chair Monesmith called the meeting to order at 4:02 PM B. CALL TO THE PUBLIC – None D. ITEMS OF BUSINESS 1. Consideration and Action to Approve the Minutes of the Meeting of January 7, 2026 MOVED BY Member Eberhardt to approve the minutes of January 7, 2026 SECONDED BY Member Morse VOTE: 7 - 0 (Yes – Chair Monesmith, Vice Chair Douthett, Members Eberhardt, Fonnesbeck, Mogavero, Morse, and Sickafoose) Community Programming Committee Minutes of March 4, 2026 Page 2 of 4 2. Discussion Regarding Community Programming Advisory Committee (CPAC) Charter, Code of Ethics, Oath of Office, and General Conduct of Committee Members Sarah Brown, Community Services Manager, presented information regarding the role and responsibilities of the Community Programming Advisory Committee (CPAC). Key points of the committee charter include: • Guide development • Focus points are Recreation, Library Programming and Special Events • Review and make recommendations on policies, procedures, and fees • Serve as a liaison to the community and represent the community Committee Rules from Town Code include: • The committee is allowed to have seven members with two alternates • There is a council liaison, and a staff liaison, Sarah Brown • Expectation of two years of service with an additional two years possible • Meetings are every other month on the 2nd Wednesday at 4:00 PM • Members must maintain residency in Wickenburg during their service • The committee shall elect a chair and a vice chair • This is a volunteer opportunity with no compensation • Expenditures, agreements, and contracts are to be referred to the town council as the committee doesn’t have budget authority • 4 members constitute a quorum Standards of Conduct include the following: • The committee has an advisory role for staff and town council • Cooperation among members is expected, with unified, kind communication • Public involvement is encouraged, as it is a public meeting • Transparency is essential in all communications and actions • Members should come prepared, having read the agenda and packet ahead of time • Conflict of interest: If there is a doubt, it probably is a conflict of interest. Discussion Regarding Current Projects and Programming Sarah Brown, Community Services Manager, reported the following: • The proposed fee schedule changes were presented to Council and approved • The Community Center will be closed for approximately one year beginning in May 2026 to accommodate a remodel. Planned improvements include roofing, electrical, and plumbing upgrades. • Phase One of the pool renovations will begin soon at the public pool, focusing on the area currently occupied by the “L-shaped” grass section. The grass will be removed and replaced with concrete, additional shade structures will be installed, and the restrooms, including floors, will be repainted. • Phase Two of the pool renovations are planned for the next fiscal year, pending Council approval. This phase will address the remaining half of the pool area and includes leveling the sloped section, installing a retaining wall, removing grass, and adding additional shade structures. These improvements will provide increased seating capacity during swim meets, which typically attract 300-400 parents. • Installation of the pool heater has been placed on hold due to complications with extending a gas line to the pool. • Registration for summer camp, swim team, and swim lessons opens April 1st. Summer camps fill quickly, so registration was moved from May to April 1st to allow parents additional time to plan. • The summer guide will be out at the start of May. • Cory Monesmith, Program Coordinator, hosted a Nerf War event at Boetto Park last Saturday. The event was very successful, with more than 40 children participating. Boetto Park was selected to help bring awareness to one of the town’s underutilized parks. Member Eberhardt inquired whether the existing stage would remain in place. Manager Brown responded that the current stage would be removed and replaced with a portable stage. 4. Discussion Regarding Park Site Visits Sarah Brown, Community Services Manager, reported the following: • The goal of the site visits is for the committee members to evaluate the parks from a broader and more strategic perspective. • Members are encouraged to visit one or two parks and assess potential programming opportunities, needed improvements, and what is currently working well or not working well. Primary parks for review include Sunset, Coffinger, McGuire, and Boetto. • Manager Brown requested that site visits be completed prior to the next committee meeting. • The design phase for Sunrise Park, located across the street from Sunset Park, has been approved. The proposed park will feature multi-purpose fields suitable for activities such as soccer practice. The space is also intended to Community Programming Committee Minutes of March 4, 2026 Page 4 of 4 accommodate special events, including the 4th of July celebration, and provide additional parking when needed. • Improvements are underway at Coffinger Park, including the installation of footings for dugouts. Sand will be added to fill gopher holes, level the playing surface, and support replanting efforts. New lighting has also been installed. Member Morse shared that community feedback she has received primarily relates to restroom conditions and concerns about safety and security at Boetto and McGuire Parks. Manager Brown noted that the restrooms at Boetto and McGuire Parks were recently remodeled, including the installation of new doors and timed locking mechanisms to help prevent vandalism. E.
