A. CALL TO ORDER – Mayor Bratcher called the meeting to order at 5:30 PM

F. TOWN MANAGER'S REPORT 
 
• Town Manager Troy Smith reported that 30% plans for Sunrise and Sunset Parks 
are being worked on with the 60% plans expected in January 2027. There is no 
funding currently for those improvements. The pickleball restrooms are underway 
with the two restrooms expected to be complete in August. The Community 
Center is currently closed with subcontractors viewing the site to get the final

price that is expected to be presented to the Council on July 6th as a maximum 
price. The Council held a joint meeting on May 18th with the Planning and Zoning 
Commission in order to provide the consultant feedback on the Zoning Code. 
The final code is expected to be adopted in late 2026. Comments can still be 
submitted online. Sintra Hoffman is retiring from WESTMARC. John Heiney, new 
Community Services Director, was introduced. The July 4th spectacular will be on 
July 4th from 6-9:00 PM at Sunset Park. The recreation program is available with 
lots of activities including the pool being open for lap swim, water aerobics, swim 
lessons, and open swim.

1. Action on the Consent Agenda -

a. Consideration and Action to Approve the Minutes of the Study Session and 
Regular Meetings of May 18, 2026 
 
By a 6-0 vote under the Consent Agenda, Council moved to approve the 
minutes of May 18, 2026. 
 
b. Consideration and Action to approve Resolution 2399 approving a Three-
Year Cooperative Agreement with Maricopa County, Administered by its 
Human Services Department, to Establish the Town's Continued Participation 
in the US Department of Housing and Urban Development's (HUD) 
Community Development Block Grant (CDBG) and other HUD Related 
Programs 
 
Kathleen Crutchfield, Grants Administrator, reported in her Council routing 
form that the Community Development Block Grant (CDBG) Program is a 
federally funded program administered by the U.S. Department of Housing 
and Urban Development (HUD) through the Arizona Department of Housing. 
The program provides funding to local governments for projects that improve 
community infrastructure, public facilities, and services, with a primary focus 
on benefiting low- to moderate-income residents. Eligible activities include 
infrastructure improvements such as water and sewer systems, street 
improvements, public facility upgrades, and other community development

projects that enhance quality of life and public safety. 
 
The Town of Wickenburg participates in the regional CDBG program through 
Maricopa County and is eligible to apply for funding through a competitive 
process. Projects must meet one of the national objectives, including 
benefiting low- and moderate-income persons, addressing urgent community 
needs, or eliminating conditions of slum or blight. 
 
Approval of this item will allow staff to proceed with entering into a 3-year 
agreement for participation in the program with Maricopa County. 
 
By a 6-0 vote under the Consent Agenda, Council moved to approve 
Resolution 2399 and authorize the Mayor to execute a Three-Year 
Cooperative Agreement with Maricopa County, administered by its Human 
Services Department, to establish the Town’s continued participation in the 
US Department of Housing and Urban Development’s (HUD) Community 
Development Block Grant (CDBG) and other HUD related programs. 
 
c. Consideration and Action to Approve the Intergovernmental Agreement with 
the City of Glendale to participate in the West Valley Investigative Response 
Team 
 
Les Brown, Police Chief, reported in his Council routing form that in 2021, the 
Wickenburg Police Department, along with all other West Valley Agencies, 
joined the IGA for the purpose of creating a West Valley Investigative 
Response Team. The purpose of this was to consolidate investigative 
resources to provide investigations into critical incidents such as officer-
involved shootings, or in-custody deaths. The Wickenburg Police Department 
joined the IGA, providing personnel to respond when needed and receiving 
training for detectives in the investigation into critical incidents. This IGA is a 
5-year extension to continue to participate with other West Valley Agencies. 
This was originally brought to the Council on May 4th but withdrawn due to 
some changes from other agencies that are reflected in the red lined version 
of the IGA that is in the packet. 
 
By a 6-0 vote under the Consent Agenda, Council moved to approve the IGA 
with the City of Glendale to participate as partners in the West Valley 
Investigative Response Team and authorize the Town Manager to execute 
the agreement.

2. Public Hearing on the Proposed Final Budget and Tax Levy for Fiscal Year 2026-
2027 in the Amount of $86,450,175 
 
Public Hearing opened by Mayor Bratcher at 5:41 PM.  
 
Troy Smith, Town Manager, stated that tonight the Council will consider 
resolution 2397 for the final budget and ordinance 1250 for amending the 
purchasing policy. On May 4th, the Council adopted the Tentative budget for FY 
2026-27 at $86,525,833 with the expenditure limitation set at $66,901,115. The 
budget schedules and public hearing notice were published in the Wickenburg 
Sun as required by state law. This budget is in alignment with the Council 
priorities as stated during the budget process of several work sessions and 
meetings.  
 
Robert Martinez, Finance Director, stated that there were only two changes to 
the final budget from the tentative budget that has decreased the total by 
$75,658 to $86,450,175. The Destination Marketing Fund (Prop 302) revenues 
increased by $4,342 and there were additional expenditures of $80,000 since the 
tentative budget. The budget schedules are in the packet and just summarize the 
budget with specifics of each schedule listed below:

The estimated General Fund Revenues are below with the local sales tax 
reduced by $500,000.

The estimated General Fund Expenditures include salary increases of 5% and 
the new 457b match of 2% for employees.  
 
 
 
The estimated Special Fund Revenues includes the increase in the Destination 
Marketing fund.

The estimated Special Fund Expenditures show the following with the difference 
put into contingency.  
 
 
 
The estimated Enterprise Fund Revenues are around $14 million with the 
estimated Enterprise Fund Expenditures are $23.6 million with a lot of Capital 
Improvement Projects (CIP) expected next year that will be paid from several 
grants.  
 
 
 
The CIP program is estimated to include projects costing up to $23,687,600. 
Exhibit B is another aspect of the budget with purchases greater than $50,000 
that were approved in the annual budget and specifically identified in Exhibit B 
are approved pursuant to Town Code and require no further approval by Town 
Council. This year the purchase of resale fuel for the airport and fuel facility was 
added due to the increase in fuel prices so that each time the town purchases 
fuel, it doesn’t have to come to the Council.  
 
This final budget is proposed to be adopted at the special meeting following this 
regular meeting to include the adoption of resolution 2397 and ordinance 1250.

The primary property tax rate will come back for final approval at the July 6th 
Council meeting.

3. Public Hearing on a New Liquor License Application, Series #10 to Fast Mart, 
located at 1115 W. Wickenburg Way, Applicant Nirav Rajendrakumar Patel, and 
Forward a Recommendation to the Arizona Department of Liquor Licenses and 
Control 
 
Amy Brown, Town Clerk, reported that Nirav Rajendrakumar Patel has applied 
for a new liquor license, Series #10, for Fast Mart, located at 1115 W. 
Wickenburg Way. A Series #10 allows a retail store to sell beer and wine (no 
other spirituous liquors). They previously had the same series of liquor license, 
but have new owners, Pramukh Wick LLC, which is the reason for this coming 
back to the Council.  
 
Beer & Wine Store (series 10) may sell beer and wine “to-go” in the original, 
sealed container, may provide residential delivery, may conduct limited on-site 
sampling events using product supplied by an Arizona licensed producer or 
wholesaler, A.R.S. §4-203(J), A.R.S. §4-210(D). 
 
The application was appropriately posted for twenty days. The Town Clerk's 
Office did not receive any comments from the public. Additionally, the application 
was forwarded to the Police Department and the Community Development 
Department for their reviews and recommendations, with no issues found.
