A. CALL TO ORDER.
Chair Karissa Perry called the Veterans, Disability, and Human Services Commission
Meeting to order at 6:00 p.m. at Surprise City Hall, 16000 North Civic Center Plaza, Surprise,
Arizona 85374, on April 14, 2021.

In attendance were Chair Karissa Perry, Vice-Chair Andrew Witzel and Commissioners
John Billcheck, Jason Cooper, Shawna Daigle, Steffen Hanzel, Julie Kent-Partridge, and
Gwen Mendez.
Absent: George Van de Langeryt (excused) Bruce Hertzog (unexcused).
STAFF PRESENT:
Human Service & Community Vitality Director Seth Dyson, Human Service & Community
Vitality Administrator Danielle Osborne, Assistant City Attorney Hobie Wingard, Surprise
Police Sergeant Greg Welch, Surprise Police Officer Joshua Otterman, Neighborhood
Services Supervisor Adam Lane, Neighborhood Services Program Coordinator DeAnn
Blandford, City Clerk Sherry Aguilar, Financial Analyst-Sr. Deb Perry and Administrative
Specialist Karina Caraveo were present.
COUNCIL MEMBERS PRESENT:
Councilmember Aly Cline.
C. CURRENT EVENTS REPORT
Chair Perry reported on the following upcoming events:
Volunteer Income Tax Assistance (VITA) Program
o
Last day at Surprise Resource Center will be 4/15/2021
Day of Service on April 24th and May 26th
o
Volunteers needed
Surprise City Council Fiscal Year 2022 budget retreat
o
On 4/16/2021
Memorial Day
o
Ceremony on 5/29/2021 at 9:00 a.m. at the Surprise Community Park
o
City offices will be closed on May 31st
Chair Perry announced Commissioner Rodriguez joined the meeting at 6:04 pm and the
swearing in of Commissioner John Billcheck and Gwen Mendez.
City Clerk Sherry Aguilar administered the Oath of Office to Commissioner
Billcheck and Commissioner Mendez.
D. STAFF REPORT
Administrator Danielle Osborne reported the following:

CALL TO THE PUBLIC:
Chair Perry opened the call to the public to discuss any items not on the agenda.
Vetlink Foundation Director Jacqueline Ryan-Rojas reported on an upcoming event.
Chair Perry closed the call to the public.
CONSENT AGENDA:

REGULAR AGENDA ITEMS PUBLIC HEARING:
Item 1 – Citywide – Consideration and action pertaining to the Program Year 2021
Community Development Block Grant Annual Action Plan.
Neighborhood Services Supervisor Adam Lane made the presentation to the Commission.
Commissioner Hanzel made a motion to approve the Program Year 2021 Community
Development Block Grant Annual Action Plan. Vice-Chair Witzel seconded the motion. The
motion carried with 9 yes votes, 2 Absent (Van de Langeryt & Hertzog).
REGULAR AGENDA ITEMS NON-PUBLIC HEARING:
Item 2 – Citywide – Consideration and action pertaining to the approval of the March
10, 2021 Veterans, Disability and Human Services Commission meeting minutes.
Commissioner Daigle made a motion to approve the March 10, 2021 Veterans, Disability, and
Human Services Commission Meeting minutes. Commissioner Hanzel seconded the motion.
The motion carried with 9 yes votes, 2 Absent (Van de Langeryt & Hertzog).
Item 3 – Citywide – Presentation and discussion pertaining to the NorthStar
Certification program by Goodwill of Central and Northern Arizona.
Sr. Community Awareness Partner Troy Maskell made the presentation to the Commission.
Commissioner Rodriguez asked about the certification through the program.
Commissioner Kent-Partridge asked about online or in-person assistance.
Chair Perry asked about age restriction to participate in the program.
Item 4 – Citywide – Presentation and discussion pertaining to homeless community
outreach efforts by the Surprise Police Department.
Sergeant Welch made the presentation to the Commission.
Commissioner Rodriguez asked about donation kits.
Commissioner Cooper asked about reccurring training.
Chair Perry asked Sergeant Welch to explain the Point In Time count process.
Commissioner Cooper asked about the time spent on outreach.
Item 5 – Citywide – Discussion pertaining to the federal Workforce Innovation and
Opportunity Act (WIOA) Workforce Development training program and VDHS
Commission efforts to identify and structure job rediness programs.
Vice-Chair Witzel advised the Commission a new training program will be presented to the
Commission after requested data is obtained from different organizations.
OTHER BUSINESS AND FUTURE AGENDA ITEMS:
Commissioner Hanzel – Recognition program.
ADJOURNMENT:
Commissioner Hanzel made a motion to adjourn the meeting of the Veterans, Disability &
Human Services Commission of April 14, 2021 at 7:27 p.m. Vice-Chair Witzel seconded the
motion. The motion carried with 9 yes votes, 2 Absent (Van de Langeryt & Hertzog).
