D R A F T WORK SESSION OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 5:00 PM -TUESDAY, DECEMBER 2, 2025 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Vice Mayor Jacquelyn Parsons (excused); Councilmember Monica Dorcey; Councilmember Ryan Eldridge; Councilmember Scottie Gentry; Councilmember Anita Norton; Councilmember Donna Winston 2. CALL TO ORDER - meeting called to order at 5:01 p.m. 3. WORK SESSION PRESENTATION 1. Downtown Revitalization Plan Jorge Gastelum, Development Services Director, outlined the Neighborhood Revitalization Strategies and timeline, including the Downtown Revitalization Plan, Neighborhood Revitalization Actions, City Council Strategic Priorities, Plan Scope, Goals, and the Study Area. Mr. Gastelum provided the timeline for the Downtown Revitalization Plan, which began June 22, 2022, with the issuance of a Request for Qualifications for Consulting Services. On October 4, 2022, the City Council authorized the City Manager to enter into a Professional Services contract with Michael Baker International to develop the Downtown Revitalization Plan. On May 16, 2023, a Work Session of the City Council was held to review the draft Downtown Revitalization Plan document, along with public comments. On September 19, 2023, the City Council accepted the Downtown Revitalization Plan. On April 7, 2025, the Downtown Neighborhood Revitalization Strategies was presented to the City Council during its Work Session, and $100,000 was included and approved in the budget for this effort. Mr. Gastelum provided eleven ongoing strategies and actions that are currently being taken by: Administration, Economic Development, Public Relations, Public Works, Grants, Engineering, Parks and Recreation, Community Services, Maricopa County, Code Compliance, Fire, Police, and Building Safety. He stated that the next steps and actions are to receive feedback from the Council related to the revitalization plan and action items. Council discussion included whether the Revitalization Plan was outdated and needed to be revisited by the Council, the availability of opportunities for financial assistance, and whether residents were aware of the City's Revitalization Plan as a whole. Additionally, the amount of outreach performed by Michael Baker International in the past was also discussed. Crystal Dyches, City Manager, stated that staff is trying to determine whether and under what conditions to move forward with a consultant contract. Mayor Hermosillo, Councilmember Dorcey, Councilmember Eldridge, and Councilmember Winston supported moving forward with the plan as presented. Councilmember Gentry and Councilmember Norton-McDaniel supported moving forward with updating the plan and the need for additional information. 4.
