2.
CALL TO ORDER

Moment of Silence
Introduction of new City employees
Chief Marzocca introduced El Mirage Police Cadet Post #3227. The El Mirage Police
Department ended 2024 with 3 cadets and 3 advisors. Advisors participated in
numerous recruitment events and recruited youth through the El Mirage Police
Department Summer Youth Academy. The Post has now grown to 14 registered
Cadets and 6 Advisors. This valuable program helps prepare young people
interested in a career in public safety while also developing skills that will benefit
them throughout their lives. 
Chief Marzocca gave a brief background and introduced: Police Officer Carlos
Manuel Orozco, Police Assistant Marcos Villegas Landeros, and Police Assistant
Logan Haviland.
 
3.
PRESENTATION
 
1.
El Mirage Elementary, Riverview Elementary, Thompson Ranch Elementary, and
Surprise Elementary Schools Writing and Drawing Contest. (City Court)
Presiding Judge Michael Parascandola gave a presentation on the "What Justice or
the Constitution Means to Me" writing and drawing contest for El Mirage
Elementary, Riverview Elementary, Thompson Ranch Elementary, and Surprise
Elementary Schools.  The winners were Nina Marmullaku, Sara Rivera, Elyanna
Gaytan, Daniel Moreno, Yeibelym Gonzalez, Makayla Beltran Orozco, and Kamila
Mendoza.

CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body
may do so at this time. Comments shall be limited to three (3) minutes per
person and shall be addressed to the City Council as a whole. At the conclusion of
the Call to the Public, individual City Council Members may (1) respond to
criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
Steve Gilliam, resident, stated the city should be spending money on projects that
benefit the residents. He stated the revitalization program is three years old and
outdated, and asked why there was no money budgeted to revitalize the North,
South, and West portions of El Mirage. 
Aaron Flannery, resident, asked if the Council could explain the $90,000 being
spent on three vehicles listed on the Consent Agenda. He also stated that the
Council should consider adopting a resolution similar to the City of Surprise's,
opposing the Burlington Northern Santa Fe Project (BNSF) due to the traffic
problems it would cause if built. He stated that El Mirage receives more money in
taxes because the assessed value of homes is increasing, which should be used to
offset property taxes for residents.
 
5.
CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If
discussion is desired regarding any Consent Agenda Item, that item will be
removed from the Consent Agenda and voted on separately.

Consideration and action to approve the minutes of the Regular Council meeting
held Tuesday, November 4, 2025. (City Clerk)
  
 
2.
Consideration and action to approve purchase for the renewal of a Security
Information and Event Management (SIEM) solution, LogPoint, for an amount not
to exceed $43,558.88 ($39,808.88 plus estimated taxes of $3,750.00), from SHI
utilizing OMNIA Partners cooperative contract 2024056-02. (Information
Technology)
  
 
3.
Consideration and action to adopt the 2026 update to the Design & Development
Standards Manual as an official City document. (Development Services)
  
 
4.
Consideration and action to approve the agreement between the City of El Mirage,
the City of Tolleson and the City of Glendale to establish terms and conditions
under which City of Tolleson discloses El Mirage data to Glendale for the West
Valley Real Time Crime Center (WVRTCC) (Police).
  
 
5.
Consideration and action to approve the purchase and installation of emergency
equipment for three 2025 Ford F-150 patrol trucks (1431, 1521, and 1615) from
Pride Outfitting under AZ State Contract CTR078497 for a cost of $89,542.95, plus
a contingency of $1,457.05 for all three vehicles. Total cost not to exceed $91,000
(Police).
Councilmember Dorcey moved, seconded by Councilmember Winston, to
approve Consent agenda items 5.1, 5.2, and 5.3.

6.
REGULAR AGENDA
Consent agenda Item 5.4 was pulled and discussed as Regular Agenda
Item 6.1.a
Consideration and action to approve the agreement between the City of El Mirage,
the City of Tolleson, and the City of Glendale to establish terms and conditions
under which the City of Tolleson discloses El Mirage data to Glendale for the West
Valley Real Time Crime Center (WVRTCC) (Police).
Mayor Hermosillo stated this item was pulled by Councilmember Eldridge.
Councilmember Eldridge stated that he received the answers to his question prior
to the meeting. Chief Marzocca gave background on the Memorandum of
Understanding with the City of Glendale. He stated this agreement is for the City
of Tolleson, who dispatches for El Mirage, to give our computer-aided dispatch
information to the City of Glendale to use as appropriate. 
Councilmember Dorcey moved, seconded by Councilmember Winston.
Motion passed (5/1) Nay: Councilmember Gentry
Consent agenda item 5.5 was pulled and discussed as Regular Agenda
Item 6.1.b.
Consideration and action to approve the purchase and installation of emergency

Mayor Hermosillo stated this item was pulled for discussion by Councilmember
Norton-McDaniel. Councilmember Norton-McDaniel inquired about the change in
vendors, whether other vendors were considered, and whether any of the
equipment on the vehicles could be reused. Lieutenant Takashige stated there
were three reasons why the vendor changed from LSH to Pride Outfitting: 1) the
work product from LSH did not meet current standards, 2) the delay in the
upfitting from LSH, and 3) business practices observed by LSH were less than
ideal. Lieutenant Takashige stated that there are three outfitters with which El
Mirage currently works: Pride Outfitters, LSH, and AEP. Pride Outfiters has the
best reputation and has outfitted other vehicles, which makes it more consistent
when one vehicle is inoperable to use another one. He also stated the equipment
could not be reused for the current vehicles because the model of vehicles was
different, and the used equipment could potentially cause unsafe conditions.
Councilmember Eldridge asked if Lieutenant Takashige could explain the term
"upfitting" to the residents, who were unfamiliar with it. Lieutenant Takashige
stated that upfitting is the practice of the installation of emergency lights and
equipment that are required under the Arizona Revised Statutes for that vehicle to
be used as an emergency vehicle.
Councilmember Dorcey moved, seconded by Councilmember
Norton-McDaniel.
Motion passed (5/1).

Consideration and action to accept the Fiscal Year Ended June 30, 2025, Annual
Comprehensive Financial Report (ACFR).
Robert Weddigen, Finance Director, introduced Ms. Crimson Singleton,
HintonBurdick CPAs & Advisors Director, to present the results of the Fiscal Year
2025 Financial Audit and recommendations. He stated that, according to the
Arizona Revised Statutes, an auditor is required to present the audit results
and provide recommendations. He also stated that El Mirage has won an award
for the 14th consecutive year from the Government Finance Officers Association
for following precise standards in preparing the Annual Comprehensive Financial
Report. 
Ms. Singleton outlined the independent auditors' report, the report on compliance
and on internal control over financial reporting, the state compliance report, the
annual expenditure limitation, and the report on compliance for each major
program. She stated the objective of the audit is to obtain reasonable assurance
about whether the financial statements are free from material misstatement. The
audit was conducted in accordance with auditing standards generally accepted in
the United States of America, as well as government auditing standards.  
Councilmember Dorcey moved, seconded by Councilmember Winston, to
accept the Fiscal Year Ended June 30, 2025; Annual Comprehensive
Financial Report, as presented.
Motion Passed unanimously. (6/0)
  
 
7.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary, but
may have general comments or questions.
Crystal Dyches, City Manager, introduced Martina Longoria, Program Coordinator,
who presented on the American Rescue Plan Act of 2021 (ARPA) and the State
and Local Fiscal Recovery Fund (SLFRF), as well as the categorical allocations. 
Ms. Longoria reported that as of November 30, 2025, the City of El Mirage has
fully expended ARPA funds.
 
8.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the
summary unless the specific matter is properly noticed for legal action.
Councilmember Dorcey stated she hopes everyone has a great time at the
Winterfest and sorry she is unable to attend.
Councilmember Eldridge thanked the El Mirage Emergency Department for helping
him out. He also attended the tree lighting ceremony and looking forward to
attending the Winterfest Celebration.
Councilmember Gentry attended the tree lighting ceremony and is looking forward
to the Winterfest Celebration.
Councilmember Norton-McDaniel thanked the Parks and Recreation Department
and the Public Works Department for the lighting that was done throughout the
city and thanks to the Apostolic Faith Church for the hot cocoa and cookies at the
tree lighting ceremony. She stated she hopes to see everyone at the Christmas
Parade.
Councilmember Winston stated she agreed with her colleagues and, as a

reminder, don't drink and drive.
Mayor Hermosiilo also agreed with what her colleagues have shared and is looking
forward to seeing everyone at the Winterfest Celebration and Parade.
