Communication and Standards – To identify ways to enhance access and understanding of information across all customer types. 2. Permitting and Inspections – To explore ways to improve consistency and efficiencies through process refinement. T w o S u b c o m m i t t e e s w e r e f o r m e d a t t h e 7 / 2 0 / 2 3 k i c k o f f m e e t i n g : Communication & Standards Recommendations RECOMMENDATION: Request MCAO evaluate existing policy regarding acceptance of in-lieu payments to satisfy developer’s proportionate share of infrastructure without initiation of Capital Improvement Project (CIP) (In Progress - Target completion September 2024). 1 . Continue effort to pursue Intergovernmental Agreements (IGA) with municipalities to facilitate swaps related to ROW and annexations (In Progress - Will remain ongoing effort). B. Post already established IGA’s to online Road Information Tool GIS map (In Progress - Target completion August 2024. Communication & Standards Recommendations RECOMMENDATION: Prepare a procedure for reviewers to determine when a construction document submittal can proceed with outstanding comments that are minor in nature. Develop a “checkbox” to indicate when and which aspects of the submittal can proceed (Implemented). 3 . I S S U E : T o d e v e l o p a p r o c e d u r e t h a t a l l o w s f o r “ a t r i s k ” s u b m i t t a l s o f c o n s t r u c t i o n d o c u m e n t s p r i o r t o f i n a l a p p r o v a l o f t r a f f i c s t u d y . 4 . I S S U E : T o p r o v i d e a f o r u m f o r d i s c u s s i n g i n d u s t r y f e e d b a c k a n d i n p u t o n m i n i m u m d e s i g n s t a n d a r d s . RECOMMENDATIONS: A. Establish forum for stakeholders to provide input and feedback on minimum design standards, standard corrections and items that require EOR involvement (Implemented). B. Attend Home Builders Association of Central Arizona regular meetings to communicate updates on design standards and average review times (Implemented). Communication & Standards Recommendations RECOMMENDATIONS: A. Provide online hub for submitting, viewing, tracking reviews across departments, viewing average review times, providing workflow updates to multiple stakeholders, making payments. (In Progress – Target completion June 2024). B. Hold focus group with customers to provide feedback. Provide user-guide to customers. (In Progress – Target completion June 2024). 5 . RECOMMENDATION: Develop standards for micro trenching by engaging with key industry stakeholders and benchmarking micro trenching standards adopted by other local jurisdictions (In Progress – Target completion January 2025). Communication & Standards Recommendations RECOMMENDATION: Create specific goals for average intake time, average 1st review time, and average 2nd review time (Implemented). 7 . Develop procedure to provide redlined plans, in addition to Signing & Striping review comments (Implemented). B. Develop procedure to provide specific reference to the code or design standard for each review comment (Implemented). C. Develop procedure to identify comments on subsequent reviews as “repeat comment” or “new comment” (Implemented). Communication & Standards Recommendations RECOMMENDATION: Create a procedure that requires staff offer to schedule a meeting with customers upon issuance of 3rd review comments. This meeting may explore options to separate other pending permits so other aspects of the project can proceed (Implemented). 9 . I S S U E : T o r e d u c e t h e n u m b e r o f r e v i e w s . Permitting & Inspections Recommendations RECOMMENDATION: Create a policy to have 3 MCDOT staff present on inspection walks. Any exceptions (i.e., for training purposes or to cover large subdivisions) will be communicated in advance to customers (Implemented). 1 . I S S U E : T o e n s u r e f o l l o w u p i n s p e c t i o n s f o c u s o n d e f i c i e n c i e s f r o m p r i o r i n s p e c t i o n s . RECOMMENDATIONS: A. Incorporate procedure for inspections guidelines that limits focus of second inspection walk to items noted during the first inspection walk, except for structural and health and safety items(Implemented). B. Incorporate procedure for inspections guidelines that directs staff to take pictures of all items requiring correction following substantial, final, and warranty walks to clearly relay deficiencies to customers(Implemented). Permitting & Inspections Recommendations RECOMMENDATION: A. Incorporate procedure for inspections guidelines that require all streets be flooded during initial inspection walk and one-year warranty walk. Limit flooding on follow up inspection walks to localized areas where remaining issues were documented (Implemented). B. Incorporate procedure for inspection guidelines that creates a standard to have at least one representative from MCDOT, an Engineer of Record (EOR) representative, and a developer representative present for inspections to initiate the warranty period (Implemented). 3 . I S S U E : T o e v a l u a t e t h e m e t h o d s a n d e x t e n t t o w h i c h s t r e e t s a r e f l o o d e d p r i o r t o i n s p e c t i o n w a l k s . I S S U E : T o e n s u r e c o n s i s t e n c y a m o n g i n s p e c t o r s r e g a r d i n g t h e a p p l i c a t i o n o f s t a n d a r d s a n d a c c e p t e d t o l e r a n c e s a n d a l l o w f o r l e s s r e l i a n c e o n E n g i n e e r o f R e c o r d ( E O R ) . RECOMMENDATIONS: A. Review and update MCDOT’s list of standard corrections for common deviations found during inspection walks (Implemented). B. Publish list of repairs that do not require EOR involvement (Implemented). 5 . I S S U E : T o e v a l u a t e t h e n e e d f o r t h e E n g i n e e r o f R e c o r d ( E O R ) t o b e p h y s i c a l l y p r e s e n t t o v e r i f y c e r t a i n t a s k s . RECOMMENDATION: Research and create an option for the EOR to verify certain construction activities using virtual means (In Progress – Target completion September 2024). RECOMMENDATION: Update policy to allow for flexible timeframes based on customer needs (Implemented). 7 . I S S U E : T o e v a l u a t e t h e c u r r e n t p r o c e s s f o r i n i t i a t i n g t h e w a r r a n t y p e r i o d . RECOMMENDATIONS: A. Develop a policy that allows the warranty period to begin after health and safety items have been addressed (Implemented). B. Develop a procedure whereby Planning & Development Department drainage inspectors conduct final inspection for minor items (In Progress – Target completion date April 2024). C. Initiate change to P-36 ordinance to allow customers to select either a 1-year or 2-year warranty period (In Progress – Initiate regulatory change process (EROP) in May 2024). Permitting & Inspections Recommendations 8 . I S S U E : T o c r e a t e p r o c e s s t h a t d o e s n o t i n c l u d e a l l a s p e c t s o f a p r o j e c t i n a s i n g l e b o n d . RECOMMENDATION: Update process to allow for issuance of multiple bonds that total Engineer of Record’s total cost estimate to allow for flexible timeframes based on customer needs (In Progress – MCAO review completed by September 2024). 9 . I S S U E : T o e v a l u a t e t o l e r a n c e s f o r A D A r a m p s a n d e n s u r e c o n s i s t e n t a p p l i c a t i o n o f s t a n d a r d s . RECOMMENDATIONS: A. Incorporate into MCDOT design manual the updated ADA ramp design standard that eliminates potential uneven transition (Implemented). B. Train staff to use the same allowable tolerances for MCDOT sidewalks on ADA ramps (Implemented). Permitting & Inspections Recommendations 1 0 . I S S U E : T o i d e n t i f y a d d i t i o n a l o p p o r t u n i t i e s t o s h o r t e n r e v i e w t i m e s b y e v a l u a t i n g s t a f f w o r k l o a d a n d c u r r e n t p r o c e s s e s . RECOMMENDATION: Benchmark staff to workload ratio from similar jurisdictions. Use results to make recommendations on staffing levels, including necessary fee adjustments to support any staffing needs (In Progress – Target completion date of June 2024). Action Requested To consider the recommendations, accept the report, whole or in part, as submitted by the Ad Hoc Task Force and to provide guidance and direction to staff.
