Overview

2. Community Floodplain Use Permits
Both subcommittees were tasked with exploring methods to streamline 
review processes and enhance communication between the District 
and their respective industries.

RECOMMENDATIONS:
A. Create online portal where customers can access review comments (In Progress - Target 
completion June 2024 with Permit Center).
B. Create option to request preapplication meeting in online permitting system (In Progress - 
Target completion June 2024 with Permit Center).

RECOMMENDATIONS: 
A.  Develop ability for listed contacts to receive workflow notifications (In Progress – Target 
completion June 2024 with Permit Center). 
B. Include assigned reviewer’s contact information in workflow notifications (In Progress – Target 
completion June 2024 with Permit Center).
C. Include the current maximum administrative and substantive review times and District review 
time goals online (Implemented).

RECOMMENDATIONS: 
A. Create policy that requires staff to offer meeting with customer upon issuance of 3rd review 
comments. (Implemented).
B. Create policy that includes administrative reviewer in preapplication meetings (Implemented).
C. Create policy that directs staff to contact customers directly for information related to basic 
application deficiencies (Implemented).
D. Develop process to utilize consultants and/or engineers from Planning & Development during 
times of high volume (In Progress – Revised MOU with P&D will be in place by May 2024)

RECOMMENDATION:  Create a policy that establishes an abbreviated timeframe for authorization 
of routine, low-risk activities (Implemented).

RECOMMENDATIONS: 
A. Create option for customer to add municipal contact person in online permitting system (In 
Progress – Target completion – June 2024 with Permit Center).
B. Create feature whereby municipal contacts can receive notifications and access to review 
information in online permitting system (In Progress – Target completion – June 2024 with 
Permit Center).
C. Create policy to ensure municipal stakeholders are invited to pre-application meetings, when 
applicable (Implemented).
D. Invite municipalities to attend overview of new online permitting system and process mapping 
(In Progress – Target completion – June 2024 with Permit Center).

RECOMMENDATIONS: 
A. Develop a process whereby a Letter of Map Revision (LOMR) is only sent to River Mechanics 
reviewers when there is a significant deviation from the Conditional Letter of Map Revision 
(CLOMR) (Implemented).
B. Develop a process whereby Floodplain Use Permits & CLOMRs are only sent to River 
Mechanics based on risk assessment of potential impact to adjacent properties and structures 
(Implemented).

A. Advertise preapplication meetings on website and on published process maps (Implemented).
B. Create option to request preapplication meetings in online permitting system prior to initial 
record creation (In Progress – Target completion June 2024 with Permit Center).
