El Mirage, AZ 85335 Acres 3,450 SF Considerations Surprise Auto Network, LLC proposes to operate a small, appointment-based used car dealership located at the intersection of Grand Avenue and Santa Fe Drive. The dealership will maintain a maximum inventory of 10 vehicles, with sales activity conducted primarily online through social media and marketplace platforms. Customers will visit the lot only by scheduled appointment, resulting in limited on- site activity and low traffic. The owner will visit the office a few times per week for brief inspections to ensure vehicle security and site oversight. In compliance with Arizona Department of Transportation and Motor Vehicle Division requirements, the office will be open at least four hours on Saturdays and Mondays, during which sales paperwork will be completed. All vehicles will be mechanically serviced and detailed by off-site contractors, and then delivered to the lot, ready for sale. No vehicle washing, repairs, body work, painting, dent repair, or similar activities will occur on-site. Overall, the proposed business model represents a low- intensity dealership operation with minimal anticipated impacts to the surrounding area. General Plan Compliance The El Mirage 2020 General Plan designates the site within the Mixed-Use Planning Area and adheres to the plan. Zoning & Land Use The site was located in a Urban Corridor (UC) zone and is currently undeveloped and vacant. ARS 28-8481 Land Use Compatibility The site is located outside the Noise Contour Zone of Luke Air Force Base (LAFB), but it is within the Military Airport Territory Area. Consequently, the proposed development will experience around 170 direct flights overhead each day. The application has been submitted to the base for their feedback. Please see the attached letter from the base. City Staff Review City staff reviewed the application and determined it is ready for the public hearing. Stipulations: The applicant shall consent to and address the Technical Advisory Committee's review comments mentioned in the memorandum provided to the applicant on December 18, 2025. Planning Commission Recommended approval of the zoning application at the January 13, 2026, public hearing with a 5-0 vote. City Council Staff will present and seek a final action from the City Council at the public hearing on February 3, 2026.
