D R A F T WORK SESSION OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 11:00 AM -WEDNESDAY, FEBRUARY 18, 2026 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Vice Mayor Jacquelyn Parsons; Councilmember Monica Dorcey; Councilmember Ryan Eldridge; Councilmember Scottie Gentry; Councilmember Anita Norton (online); Councilmember Donna Winston (online) 2. CALL TO ORDER - meeting called to order at 1:02 p.m. 3. WORK SESSION PRESENTATION Mayor Hermosillo stated that we will follow the same format as we did with Councilmember Norton-McDaniel, using Jill Boltz, City Clerk, as a proxy for her commentary. There is a chat element in the Teams section that Councilmember Norton-McDaniel will use to provide her commentary. 1. FY 2026/27 Budget Planning Session – Capital Improvement Projects and Personnel (Administration) Macy Walker, Budget and Program Manager, outlined the Capital Improvement Plan (CIP) for the next five years. She stated the forecast for FY2027 through FY2031, with revenue projected to grow by 2.25%. Ms. Walker discussed the upcoming projects for Information Technology, Parks and Recreation, Police, Public Works, Water, Wastewater, and Administration. Nick Russo, Public Works Director, discussed pavement management, maintenance, and lifecycle. Council discussion included street preventive care, crack-seal timing, high-density mineral bond, original townsite road repair, increased budget for street maintenance, streetlight on Thunderbird Road, traffic signal placement, traffic studies, audio recording on park cameras, asset replacement equipment at parks, cameras at all parks, and leasing police vehicles versus purchasing police vehicles. 4.
