D R A F T CITY OF EL MIRAGE Public Safety Personnel Retirement System Board Fire and Police Local Retirement Board MINUTES 5:30 PM - Tuesday, December 9, 2025 1. CALL TO ORDER - meeting called to order at 5:32 P.M. 2. ROLL CALL Present: Fire & Police Chairperson Alexis Hermosillo; Police Board Member Steven Braswell; Police Board Member Jason Cardoza; Fire Board Member David Cleveland; Fire Board Member William Flohr Absent: Fire & Police Resident Member Mircea Ionescu; Fire & Police Resident Member Cynthia Marano 3. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action approving the minutes of the City of El Mirage Public Safety Personnel Retirement System (PSPRS) Fire and Police Local Board meeting, held October 14, 2025. Fire & Police Chairperson Hermosillo moved to approve Consent Agenda Item 3.1, seconded by Police Board member Cardoza. Motion passed (5/0). 4. REGULAR AGENDA 1. Consideration and action approving the Public Safety Personnel Retirement System (PSPRS) new membership applications. (Police) Orlanda Thompson, Local Board Secretary, read the following new member application for Christopher Bowles, Police Recruit 12/8/2025. Police Board member Cardoza moved to approve Consent Agenda items 4.1, seconded by Police Board member Braswell. Motion passed (3/0) 5. CALL TO THE PUBLIC 6. SCHEDULING AND ANNOUNCEMENTS — The Board may not discuss or act upon any matter unless the matter is properly noticed for legal action. Orlanda Thompson, Local Board Secretary stated that we have tentatively schedule our 2026 Local Board meeting for April 28, 2026 and September 29, 2026. We have upcoming term expiration dates coming up for Steven Braswell, William Flohr, and Cynthia Marano. I will be sending nomination forms to the Chief of Fire & Police in January. The term length is 4 years, and you can self-nominate. I will be contacting Cynthia separately regarding the renewal of her term date. We appreciate your participation. 7. ADJOURNMENT - meeting was adjourned at 5:39 P.M. I hereby certify that the aforementioned minutes are a true and accurate record of the Public Safety Personnel Retirement Board meeting held on Tuesday, December 9, 2025, and a quorum was present.
