RESOLUTION R26-06-12
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY 
OF EL MIRAGE, ARIZONA, SUPPORTING THE CITY’S 
PARTICIPATION IN A COOPERATION AGREEMENT 
BETWEEN MARICOPA COUNTY AND THE CITY OF EL 
MIRAGE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT 
PROGRAM FOR FEDERAL FISCAL YEARS 2027, 2028, AND 
2029.
WHEREAS, the Maricopa County Human Services Department, through 
its Housing and Community Development Division (HCD), serves as 
administrator of the Urban County (UC) Community Development Block Grant 
(CDBG) Program; and
WHEREAS, HUD notified Urban Counties and partnering local 
governments that HUD is changing its policy on “auto-renewal” of Cooperation 
Agreements and Joint Agreements; and
WHEREAS, under the new policy, Cooperation and Joint Agreements 
may only auto-renew for one three-fiscal-year qualification period, rather than 
in perpetuity; and
WHEREAS, the agreements may only be in place for a maximum of six 
years (two qualification periods) before the parties involved must reauthorize 
and re-execute the agreement; and
WHEREAS, the Maricopa County Human Services Department, through 
its Housing and Community Development Division, is seeking approval of a 
Cooperation Agreement with the City of El Mirage and its population for 
inclusion in the UC CDBG Program; and
WHEREAS, on March 3, 2026, the City of El Mirage submitted a formal 
letter of intent to be included in the Maricopa UC CDBG Program.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of 
the City of El Mirage, Arizona, as follows:
Section 1. That the City Council hereby authorizes entering into a 
Cooperation Agreement with Maricopa County to participate in the CDBG 
Program for fiscal years 2027, 2028, and 2029.
