PROJECT NARRATIVE
The Lakes at El Mirage: Preliminary Plat
Application Request: The purpose of this application is to discuss the requirements for the upcoming
preliminary-plat submittal for the proposed Lakes at El Mirage development.
Location & Description: The Lakes at El Mirage development consists of approximately ±10.35-acres of the
Pueblo El Mirage R.V. Resort master-planned community. The site is located within the City of El Mirage,
Arizona, and is bounded by other portions of the Pueblo El Mirage R.V. Resort community to the south and
east, including Fairways Unit 2 to the north, and El Mirage Road to the west.
Historical Data: Historically, the site has been used as a storage yard for R.V.s, construction materials, dirt
materials, and various other debris. Additionally, a drainage corridor known as Lower El Mirage Wash is
located along the north boundary of the site. However, with the addition of the recently constructed flood
control structure located on the west side of El Mirage Road, the occurrence and magnitude of flow through
this drainage corridor has been reduced.
Aerial Map:
Operational Aspects of Use: The land use for the development is currently vacant/undeveloped and the
proposed land use is single-family residential. The current zoning, MP – Mobile Home Park, accommodates
the proposed land use, and therefore the development is not requesting a change in zoning.
Proposed Building/Structure Heights: The height of manufactured homes will remain consistent with the
others throughout the community and will not exceed 30-feet.
Proposed Infrastructure: The development proposes secondary “emergency-only access” located on the
northwest corner of the site, providing access to and from El Mirage Road. Additionally, infrastructure
includes local roads, pipes and services for domestic water and sewer, conduit and services for gas and
electric lines, and other infrastructure typically found throughout single-family residential communities.
Proposed Phasing: The proposed site infrastructure will be developed in one phase. However, each home
will be transported and constructed on-site as each home is sold.

Below are the Engineering Department's comments from the above referenced submittal
provided in July 2025. These items will have to be addressed prior to the Planning and
Zoning Meeting.
Preliminary Plat:
1. The Preliminary Plat must include all of the applicable requirements
outlined in City Code Section 155.031. This includes:
a. Stop signs – Call these out on the Preliminary Plat.
Stop signs have been called out on the Preliminary Plat.
b. Streetlights – Show and call these out on the Preliminary Plat or
Utility Plan.
Streetlights have been shown and called out on the Preliminary Plat.
c. Cluster mailboxes – Show and call these out on the Preliminary Plat
or add a note if these will not be used.

Plat.
2. Show the median opening on the Preliminary Plat. The proposed opening
of 25 feet may need to be widened to allow for an emergency vehicle to
make that turn. This should be determined via AutoTurn or similar
software.
The median break has been shown on the Preliminary Plat, and the opening has
been widened to 38 feet based on the results obtained from Vehicle Path
Tracking in Carlson Civil software.

The above referenced project is located in Arizona Public Service Company’s electric
service area. The Company extends its lines in accordance with the “Conditions
Governing Extensions of Electric Distribution Lines and Services,” Service Schedule 3,
and the “Terms and Conditions for Standard Offer and Direct Access Services,”
Service Schedule 1, on file with the Arizona Corporation Commission at the time we
begin installation of the electric facilities.
Application for the Company’s electric service often involves construction of new
facilities for various distances and costs depending upon customer’s location, load
size and load characteristics. It is important that you provide this information to
the Company as soon as possible; if you do not or provide incomplete information,
Arizona Public Service cannot complete our evaluation of your application and
determine the conditions under which Arizona Public Service will extend its facilities.
Fill out an application or estimate request on the Portal to provide more details.
The Service Schedule 3 policy governs the extension of overhead and underground
electric facilities to customers whose requirements are deemed by Arizona Public
Service to be usual and reasonable in nature.

Southwest Gas Corporation is the natural gas supplier for this area.
Please be advised that natural gas is available to the above referenced project from Southwest Gas
Corporation in accordance with our existing rules and regulations as filed with the Arizona Public
