The bill's main goal was to reduce regulatory hurdles and bureaucracy, thereby lowering project delays and costs for developers and investors in a high-growth housing market. Key Provisions of HB2447: • Administrative Approvals: City and municipal staff are now authorized to approve: o Site and development plans o Lot line adjustments, divisions, and ties o Preliminary and final plats o Design reviews and plat amendments This delegation of authority speeds up approvals by avoiding long city council agendas and political bottlenecks. Arizona House Bill 2447 will go into effect on January 1st, 2026.
