I have been a Land owner/resident in Tonopah sense 1998 and have seen a lot of changes some for the 
good some for the bad.

I started a FB Group in Opposition of Incorporation ( Tonopah Residents Opposed to Incorporation,™ )

which has about  633 members where we are also in Opposition of this I attached a letter with about 75 
names on it as most people will be unable to attend this meeting so we felt a group letter was needed    
 
A lot has changed sense our letter was first sent to PND as Hickman's Egg Farm has sold to a very large 
company and no one knows what the new owners (JBS) are going to do as they are the Largest Beef 
producer and the 2nd largest pork , Chicken  producers and own a very large Trucking company in the US. 
 
So if the 600ft is Zoned commercial and a shopping area is put in it will Plug access up to right around to 
300 Homes west of this location on Indian school Rd as this is the only main access road to the Homes 
and Hickman's and will cause many safety Issues for our School Buses with the added Traffic from 
travelers stopping as I10 is right there.   
 
We Feel if any Type of Mall for shopping should be around the area of Salome HWY and WintersBurg Rd 
as this area is more for Commercial and is in center of Tonopah not at the fare end of Tonopah where 
most locals do not go to as it is closer to go to Buckeye for 50% of the locals. As the area that we are 
talking is the least residential area out here and is mainly Agricultural and should remain that way as that 
industry is the largest suppler of Jobs in the area other then APS.

Dear Mr. Daniel Johnson,  
As residents of Tonopah, we respectfully submit our comments regarding the proposed zone change, case 
#Z250003, and the subsequent resubmittals. Most concerning is the proposed use of the 600-feet of the 
southern parcel for C-2 (commercial). 
  
Despite some wording adjustments in the latest resubmittal, the core issue persists. During our community 
meeting with Ed, it was made clear that a significant number of Tonopah residents strongly oppose the 
introduction of any commercial shopping development at this location. This concept is not aligned with the 
character or desires of our community. Its proximity to I-10 would inevitably attract transient traffic, 
conflicting with our rural atmosphere.  
 
We are also concerned about the disproportionate influence of a single vocal resident who, despite 
representing only a small minority, appears to be shaping the direction of this proposal. This individual has a 
documented history of pursuing initiatives contrary to the will of Tonopah residents. This includes repeated, 
unsuccessful lawsuits against Hickman Farms (tellingly, that disdain for Hickman’s is echoed throughout the 
zoning proposal), as well as current persistent efforts to incorporate Tonopah despite the fact that the 
measure has already been rejected by the resident voters.  
 
It is troubling that this resident has taken steps to personally guide Ed around Tonopah, potentially skewing 
Ed’s perception of community sentiment. This pattern of behavior—misrepresenting the broader community 
while advancing personal agendas—has caused considerable frustration among residents who feel sidelined 
in the process.  
 
We urge Arizona Planning & Development to recognize that the proposed C-2 zoning does not reflect the 
wishes of the majority in Tonopah. We do not wish to see this shift to C-2 at this intersection which, rather 
than benefiting locals, would serve as a magnet for Interstate travelers. It simply is not the right location for 
community shopping and would be detrimental to the rural atmosphere of the area. 
  
We thank you in advance for taking this all into account. Please don’t accept a C-2 zoning change which 
would have a huge negative impact on our community’s rural nature.
