Project Summary:
1.
This rezoning is essentially a major amendment to zoning case Z2024034 to increase the IND-2 
IUPD zoning district boundary of the Roosevelt Logistic Center site by 29.07 acres. On October 23, 
2024 the Board of Supervisors approved case Z2024034 to rezone 161.8 acres of the Roosevelt 
Logistic Center from IND-2 and Rural-43 to IND-2 IUPD this request would expand the zoning to a 
total 190.9 acres. The requested amendment reflects a recent land acquisition of 20.07 acres (the 
“Site”) from Arizona State Land Department. The site is situated at the northwest portion of the 
Z2024034, situated one quarter mile north of W. Roosevelt St. along the east site o the 343rd Ave 
alignment, and fronting onto the south side of the I-10.

The IUPD overlay approval of Z2024034 has several deviations from ordinance standards. Among 
those it includes a reduction in parking requirements, increase in signage height and size, 
screening standards adjacent to the Dickey Wash and Interstate 10, an increase in building height, 
and proposed increase in setback requirements including a 100’ setback from the western lot line 
to buffer the Dickey Wash. The amendment is not proposing to amend any of the approved overlay 
standards.

Case Z2024034 did not include a plan of development (POD). However, the applicant has provided 
a conceptual site plan that shows a large 1.2 million square foot industrial distribution style 
building. The applicant has been engaged with MCDOT, ADOT, and the Arizona State Land 
Department (ASLD) to secure access to 339th Ave. via Roosevelt St. and secondary emergency 
access via an easement over the northern portion of the existing truck stop to the east of the 
subject site.

those for the proposed IND-2 IUPD.

Tonopah/Arlington Area Plan (adopted September 6, 2000): The industrial land use designation is 
described as a location that would be ideal for a major employment center.  The plan describes 
potential uses as warehousing, storage, distribution, and general manufacturing. The site is also 
part of the Hidden Waters Ranch Development Master Plan (DMP200806), which designates the 
site as Industrial. The DMP was established with anticipation of future demand for industrial and 
employment with proximity to Interstate 10. The proposed zoning district conforms with the DMP.
Public Participation Summary:

The applicant complied with all the necessary public participation requirements according to 
MCZO Section 304, including notification of property owners within 300’ of the subject site and 
posting of the site. Registered areas of interest were contacted by the applicant and staff regarding 
the Major Amendment request. To this date, staff has not received any opposition or support from 
the public. 
Outstanding Concerns from Reviewing Agencies:

Staff has not received any comments from reviewing agencies.
Staff Analysis:

The proposed amendment is in line with the Z2024034 approval and with the future land use 
designations for the site in both the Tonopah/Arlington Area Plan and Hidden Waters Ranch DMP. 
Staff notes that the conceptual site plan provided by the applicant shows a large distribution style

warehouse, which mirrors the uses described as appropriate for the industrial land use 
designations. Additionally, the proposed amendment will not increase potential uses. Much of the 
surrounding land to the south is designated for industrial uses, while the 339th Ave interchange 
with I-10 is a designated commercial node. Staff notes that immediately to the east of the site is 
a developed truck stop, which would be compatible with manufacturing, warehouse, and 
distribution type uses, such as those that will be permitted in the proposed IND-2 IUPD zoning 
overlay on the site.  This IND-2 IUPD rezoning is boundary smoothing on the map and will remove 
an area of Rural-43 zoning surrounded by Industrial zoning. It is appropriate.

Staffs finds the proposed amendment to be appropriate for the area, therefore recommends 
approval of case Z250022 subject to the approved conditions under case Z2024034.
Recommendation:
13.
Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve Z250022 subject to the following conditions ‘a’ – ‘k’:
a.
Development of the site shall be in substantial conformance with the Zoning Exhibit 
entitled “Roosevelt Logistics Center“, consisting of 1 full-size sheets, dated June 10, 2024 
and stamped received June 12, 2024, except as modified by the following conditions. Staff 
may determine slight refinements to remain in substantial conformance with the approved 
site plan. Minor and major amendments to the site plan will be determined in accordance 
with Chapter 3 of the Maricopa County Zoning Ordinance. Except for Major Amendment 
case Z250022, the site shall be in substantial compliance with zoning exhibit entitled 
“Roosevelt Logistics Center” consisting of one (1) full size sheet stamped received 
September 3, 2025 and the narrative report entitled “Roosevelt Logistics Center” consisting 
of twenty six (26) pages dated August 29, 2025 and stamped received September 3, 2025.
b.
Prior to approval of construction permits on site, the applicant shall submit to the Maricopa 
County Planning and Development Department confirmation of both water and sewer 
service to the site. 
c.
Prior to Plan of Development approval, the subject properties shall be reconfigured via the 
platting or minor land combination/division process to reflect the parcels as shown on the 
zoning exhibit. 
d.
Prior to approval of construction permits for the site documentation of compliance to the 
Arizona Game and Fish Department recommendations provided in the report dated May 
29, 2024 and comment letter dated June 10th, 2024 must be provided to the Planning and 
Development Department. 
e.
Indigenous Sonoran plant species shall be used as a landscape buffer to the Dickey Wash 
in accordance with a landscape plan submitted to and acceptable to the Planning and 
Development Department as part of the Plan of Development.

f.
The following Planning Engineering conditions shall apply: 
1. An updated Traffic Impact Study must be submitted with future entitlement 
application(s) (i.e. Plan of Development) 
2. The owner/application shall be responsible for the procurement of access rights and 
preparation of development plans to provide primary and emergency access to the 
site. 
3. The emergency access must be approved by ADOT prior to the issuance of building 
permits on the site. 
4. Without the submittal of a precise plan of development, no development approval is 
inferred by this review, including, but not limited to number of proposed buildings, 
drainage design, access and driveway alignments, These items will be addressed as 
development plans progress and area submitted to the county for further review 
and/or entitlement. 
5. Engineering review a zone change / rezoning cases is conceptual in nature. All 
development and engineering design shall be in conformance with Section 1205 of 
the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain 
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of application for 
construction. 
g.
The following Maricopa County Department of Transportation conditions shall apply: 
1. Determination of ultimate right-of-way dedication and/or ultimate improvement of 
Roosevelt Street (INCLUSIVE OF ANY BRIDGE/CULVERT OVER DICKEY WASH) will 
be determined by MCDOT based upon traffic studies to be submitted with each Plan 
of Development. 
2. Determination of ultimate right-of-way dedication and/or ultimate improvement of the 
339th Avenue intersection will be determined by MCDOT based upon traffic studies 
to be submitted with each Plan of Development. 
h.
The following IUPD standards shall apply: 
1. Max. Building height: 60’ 
2. Min. front setback (adjacent to Roosevelt St.): 100’ 
3. Min. setback (from lot line of Dickey Wash): 100’ 
4. Min. side setback (east lot line): 10’ 
5. Min. rear setback:10’

i.
Administrative approval of a Plan of Development will be required prior to approval and 
issuance of construction permits to develop and establish use of the site. Prior to 
issuance of a building permit, written confirmation will be required from the emergency 
fire protection jurisdiction having authority that the facility has been designed in 
accordance with their regulations and requirements, and that emergency fire protection 
service will be provided to the facility. Prior to issuance of the certificate of occupancy, 
local fire protection jurisdiction review and approval will be required. 
j.
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner. The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions. In the event of the failure to comply with any condition, the property 
shall revert to the zoning that existed on the date of application. It is, therefore, stipulated 
and agreed that either revocation due to the failure to comply with any conditions, does 
not reduce any rights that existed on the date of application to use, divide, sell or possess 
the property and that there would be no diminution in value of the property from the value 
it held on the date of application due to such revocation of the zone change with overlay. 
The zone change with overlay enhances the value of the property above its value as of the 
date the zone change with overlay is granted and reverting to the prior zoning results in 
the same value of the property as if the zone change with overlay had never been granted. 
k.
Noncompliance with any of the conditions assigned to the approval of this zone change 
with overlay by the Maricopa County Board of Supervisors may be grounds for revocation 
in accordance with the requirements and procedures as set forth in the Maricopa County 
Zoning Ordinance.

Purpose of Request 
On behalf of Roosevelt Logistics Center QOZB, LLC (Property Owner/ Developer), Gilmore 
Planning & Landscape Architecture (Applicant) respectfully submits for consideration this 
application for a Major Zoning Amendment that will increase the Roosevelt Logistics Center 
(RLC) property by 29.07 acres, from 161.8 net acres to 190.9 net acres.  This increase reflects 
a recent land acquisition of 29.07 acres from the Arizona State Land Dept.  This acquisition 
property is situated one quarter mile north of W Roosevelt St along the east side of the 343rd 
Ave alignment, and fronting onto the south side of I-10 in the unincorporated area of Maricopa 
County.  Please refer to the attached Exhibit 1 – Regional Vicinity Map, and Exhibit 2 – Aerial 
Location Map for the location of this property, and Exhibit 3 for its relative position within the 
Hidden Waters Ranch DMP.  The County Assessor identifies three parcels that comprise the 
original ownership; 504-11-006A, 504-11-009, and 504-11-025. 
The current zoning for the amendment area is RU-43, and the current zoning for the 161.8-acre 
Roosevelt Logistics Center is IND-2 IUPD that was approved by the Board of Supervisors on 
October 23, 2024, Case No Z20240034.  This zoning amendment is requesting the County’s 
approval to accomplish the following: 
1. Expand the project area by 29.07 acres. 
2. Expand the previous zoning boundary to 196.34 gross acres / 190.87 net acres to establish 
a single zoning boundary.  
3. Retain the same approved development standards.   
4. This application is only requesting zoning approval, a POD to follow at a later date. 
The Roosevelt Logistics Center (“the Park”) is intended to attract a mixture of light industrial 
users for warehouse/distribution, manufacturing, and multi-tenant business park uses in a 
campus setting with high-quality architecture and site improvements.  With this amendment, the 
Park now include a total of 190.87 net acres.  
This acquisition parcel has been designated by the County Assessor as 504-11-073.  This new 
parcel has no legal access; therefore, the net and gross area are the same at 29.07 acres.  This 
site is vacant and in its native condition with few native trees. Natural grade on-site is relatively 
flat, falling north to south at less than 1% slope.  Please also refer to Exhibit 4A – ALTA Survey 
for the initial 196.34 gross acres and Exhibit 4B – ALTA Survey for the 29.07- acre expansion 
area.  The total ownership area and zoning will be defined as follows:

Pre-App Meeting occurred on December 10, 2024 to review this 29.07-acre expansion, Case 
No. PA240091.  This major zoning amendment application is focused on expanding the current 
zoning boundary to incorporate this 29.07 acres into the larger project site.  There is no building 
development proposed, only reserving property for overflow trailer parking. 
3. 
Description of Proposal  
The Owner is intending to develop industrial facilities for warehouse and distribution, light 
manufacturing, e-commerce, and other multi-tenant facilities in response to the expanding West 
Valley market.  Similar projects completed by the Owner include the 1.3 MSF Elwood Logistics 
Center in Goodyear, a 1 MSF Amazon Fulfillment Center in Lakeland, FL, and the 1.2 MSF 
Central Florida Integrated Logistics Park in Winter Haven, FL.  This major amendment will 
incorporate the same development standards approved with Z20240034, that ensure 
appropriate flexibility for such employment-based developments.  The due diligence effort by 
the members of the project team exposed some challenges that have been factored into the 
master site plan.  Some of those include:  
• 
Situated within the property and parallel to the west property line is Dickey Wash.  The 
Federal Emergency Management Agency (FEMA) has designated this wash as both 
floodway and floodplain.  The Hidden Waters Ranch DMP identifies Dickey Wash as 
“Dedicated Non-Developable Open Space” and is zoned RU-43.  The Owner has elected to 
preserve the natural character of the wash as an open space feature that will hopefully 
extend further south through the DMP.  The Project Team is restricting the site design 
outside the floodplain boundary to avoid any impact.  Arizona Game & Fish Dept (AGFD) 
has provided recommendations for analyzing habitat for the Western Burrowing Owl, which 
will be factored into the pre-development schedule.  They have also provided resource 
information for the use of native plant material that will be incorporated into POD landscape 
theme to buffer Dickey Wash. 
• 
There is no existing right-of-way providing access to the subject property.  When dedicated 
and improved, W Roosevelt St will initially provide the only legal access west of 339th Ave.  
Along the south side of W Roosevelt St west of 343rd Ave are five residential homes all 
zoned RU-43.  Although these homes are existing, they are located outside the Hidden 
Waters Ranch DMP and surrounded by IND-2 zoning as approved with the DMP.  There is 
no legal access or recorded plat for these existing homes.  To limit the impact, W Roosevelt 
St has been realigned to the north side of the mid-section boundary, thereby avoiding any 
right-of-way dedications from those parcels, while also establishing legal access.  
• 
Site access is focusing on W. Roosevelt Street to and from 339th Ave.  A Traffic Impact 
Analysis (TIA) was prepared and included with the previous application - Z20240034.  A 
condition of approval requires an updated TIA to be submitted with the initial Plan of 
Development that will follow the approval of this major zoning amendment.

Secondary emergency access was initially proposed off 339th Ave along the north side of 
the Travel America Travel Center, which has received support from ADOT.  There is; 
however, a second option for secondary emergency access from the extension of 343rd Ave 
south to W VanBuren St.  The determination on which alignment will be contingent of the 
schedule to complete utility extensions, which will be resolved prior to building permit 
application.  
• 
An application to the Arizona State Land Dept (ASLD) is in process to acquire the south half 
right-of-way along W Roosevelt St east of 343rd Ave to 339th Ave.  Please refer to Exhibit 6 
- Context Plan and Exhibit 7 - Site Plan for the location of various adjacent ASLD properties 
and the proposed right-of-way for W Roosevelt St. 
• 
Zoning and DMP stipulations were added in 2009 that align this property with the 
Hassayampa Study (formally known as the Interstate 10 – Hassayampa Valley Roadway 
Framework Study) requiring the developer to reserve sufficient right-of-way for the future 
widening of I-10. This may affect the north end of the property and the adjacent ASLD parcel. 
It appears that a future study, specifically for the I-10 widening, will be needed to determine 
the amount of right-of-way to be reserved; however, the Study does reference a widening 
to five lanes in each direction for I-10 west of Loop 303.  
• 
There are no water or waste water services.  Global Water Resources is the service provider 
for this regional area including the subject property, which is within their CC&N service 
boundary.  Discussions are on-going to develop line extension agreements and target dates 
for the installation of services.  
• 
The entire project site is within a designated Opportunity Zone (Panel No 04013050604) 
that is intended to provide development incentives in underdeveloped areas that support 
employment and infrastructure expansion in targeted growth areas.  
• 
In conjunction with an application for a building permit, a preliminary and final plat will be 
processed to combine the four existing assessor’s parcels along with dedications for right-
of-way and on-site utility easements.  New lot lines will reflect the zoning district boundaries 
illustrated and described on Exhibit 5 Zoning Map and the legal descriptions included as; 
5a, 5b, and 5c. 
A Preliminary Site Plan included as Exhibit 7, has been prepared to illustrate the initial 
placement for the approximate 1.3MSF warehouse structure and the site’s circulation.  This 
plan is submitted as a conceptual placeholder to illustrate where the 29.1-acre expansion area 
is situated relative to the future POD Site Plan.

3.1 Existing and Proposed Zoning 
The existing zoning on this 29.07-acre amendment area is RU-43, and the current zoning for 
the 161.8-acre Roosevelt Logistics Center is IND-2 IUPD that was approved by the Board of 
Supervisors on October 23, 2024, Case No Z20240034.  As indicated earlier, the intent is to 
establish the IND-2 IUPD over the expanded 190.87-acre RLC property.  This major zoning 
amendment will request IND-2 IUPD zoning and will adopt the same development standards 
approved with Case No Z20240034 per table 3.2 below. 
The total ownership is situated within the Hidden Waters Ranch DMP (DMP2006007) that was 
approved on Oct 1, 2007.  There have been a series of amendments to the DMP; Amendment 
(DMP2008006) was approved on January 14, 2009.  On November 4, 2009, the BOS approved 
Z2007073 for a PAD that established the IND-2 and RU-43 zoning on the original subject 
property.  A more recent DMP Amendment (DMP2021141) was approved in 2022 for 
approximately 200 acres situated south of Van Buren St.  On July 26, 2023, the BOS approved 
DMP2023002 to modify a prior stipulation to remove the Development Agreement requirement 
from the Hidden Waters Ranch DMP stipulations.   
The Hidden Waters Ranch DMP designated the future land use for this subject area as Industrial 
Employment Center, which supports this proposed zoning amendment to expand the IND-2 
IUPD zoning.   
The total ownership of 228.67 acres will be defined by three zoning boundaries.  Legal 
Descriptions and Plan Exhibits are included as Exhibits 5A – IND-2 IUPD (Amended to include 
29.07 acres), 5B – Dickey Wash Floodplain – RU-43, & 5C – IND-2.  Please refer to Exhibit 
5 – Zoning Map and Exhibit 6 - Context Plan, that illustrates these same boundaries along with 
existing land uses and surrounding zoning.

RLC Site Development Standards 
The following development standards reflect the current site dimensional criteria that was 
approved with Z2024034, and proposed for this major zoning amendment.

In conjunction with an application for a Plan of Development, a lot combination will be filed to 
combine these four existing assessor’s parcels into one ownership.  A Plat will then divide the 
ownership to reflect the zoning district boundaries illustrated on Exhibit 5 - Zoning Map.  A legal 
description has been included as Exhibit 5a - IND-2 IUPD with the 29.07 expansion included.  
Exhibits 5b (RU-43) and 5c (IND-2) represent the two parcels west of this IND-2 IUPD area, 
and Exhibit 5d is the legal description for the 29.07 acres.  Subsequent Plat applications will 
be processed to dedicate right-of-way and on-site utility easements.  
A Preliminary Site Plan has been prepared and included as Exhibit 7, which illustrates the 
expansion area, the initial layout of the warehouse structure, and the site’s circulation in 
accordance with the IND-2 IUPD, Case No Z2024034.  This Major Zoning Amendment will adopt 
the same site development standards.  There is no site development proposed for the 29.07 
acre expansion area other than the potential for overflow trailer parking.  
3.3 
Requested Deviations and Justifications 
a. Building Height – The building height needs to be flexible to meet specific tenant needs 
that require internal maneuvering.  Recent market trends for industrial buildings include 
interior clear heights that could be up to 45’, and may include multiple levels for storage 
platforms and/or tenants that rely on automated racking systems.  This IUPD requests that 
the standard for building height be increased from 40’ to 60’.  Added to the interior clear 
height is the roof structure, which typically incorporates a sloped surface and perimeter 
parapet walls to screen mechanical equipment.  It is the combination of clear ceiling height 
and roof structure that has prompted this request for the increased building height.  In 
accordance with MCZO Section 1111 – Additional Height Regulations, 1111.2 Building 
Appurtenances, refrigeration coolers, ventilating fans, elevator bulkheads, fire towers, 
ornamental towers or spires, and mechanical appurtenances may be erected to a height 
not exceeding 100, if such structure is set back from each lot line at least one foot for each 
foot of additional height above the height limit otherwise permitted in this IUPD in which 
the structure is located.  
b. Parking – Final parking requirements will be determined when the tenants are identified.  
A ‘final parking analysis’ will be included with applications for Building Permit.  To be 
competitive, the Owner is requesting an alternative parking standard.  The Elwood 
Logistics Center, is a similar logistics project of 1.31MSF developed by Tratt Properties 
that was approved in the City of Goodyear under a PAD application.  As a Light Industrial 
use, the current parking ratio is based on 1 space per 1,000sf for the first 10,000sf, then 
1 space per 5,000sf for the remaining floor area.  For that 1.31MSF logistics facility, the 
total required parking is 270 spaces.  The parking ratio proposed for this 1.326MSF 
Roosevelt Logistics Center is 1 space per 3,500sf for a total of 379 spaces.  The 
Preliminary Site Plan submitted as Exhibit 7 includes 496 vehicle spaces for a structure 
that is nearly the same size and use as the Elwood Logistics Center.  This proposed ratio 
of 1/3,500sf still exceeds the previous project by nearly 100 spaces.  The concept site plan

included here as Exhibit 7 illustrates additional trailer parking that could be used for 
additional employee parking if required. 
c. Building Setback – West Side:  The Hidden Waters Ranch DMP established an area of 
15.8 acres within the subject property that was ‘Dedicated Non-Developable Open Space’ 
with RU-43 zoning.  This IUPD has updated this area to reflect the actual floodplain with 
a legal description that quantifies the floodplain and RU-43 area as 19.3 acres.  The DMP 
created this land use to protect and preserve Dickey Wash from future development 
impacts.  This IUPD intends to retain the existing Dickey Wash as RU-43 per the approved 
DMP.  The area between Dickey Wash and the west property line will remain as IND-2 
and is not a part of this IUPD overlay.  The centerline of Dickey Wash meanders from the 
west property line a distance of approximately 165’ at the closest interval near the center, 
to more than 740’ near the north side.  Future site development will not impact Dickey 
Wash except at the south end where Roosevelt St will eventually bridge over the wash to 
extend to 347th Ave.   
Floodway protection measures imposed by FEMA establish an Erosion Hazard Setback 
of approximately 92’ from the top of the channel bank / floodplain boundary, if there is no 
approved bank protection.  The side and rear yard building setbacks along this west side 
of the IUPD area shall use a 100’ minimum setback from the IUPD property line that aligns 
with the RU-43 boundary.  A legal description has been prepared to establish boundaries 
for the floodplain that also aligns with the RU-43 zoning boundary that will be used to 
determine limits of construction and setbacks.  Please refer to Exhibit 7 - Site Plan that 
locates this west side building setback. 
d. West Side Screening:  The Hidden Waters Ranch DMP established the RU-43 zoning on 
the floodplain associated with Dickey Wash.  The presence of this residential zoning 
imposes screening requirements typically associated with adjacent residential 
neighborhoods.  MCZO 909.9.3.b. requires a 6’ solid masonry wall along the west side of 
the IUPD project site that aligns with the RU-43 floodplain boundary.  This IUPD proposes 
that the screening requirement only be applied to side or rear yard areas used for outdoor 
storage in accordance with Article 902.9. 3.c of the MCZO.  
e. Signage:  Signage is a critical tool for the successful development of most businesses, 
including industrial warehouse uses. Due to the height and massing of buildings for newer 
light industrial developments, signage heights need to be flexible to meet specific tenant 
needs.  The County’s Sign Code – MCZO - Section 1404.2.2 allows for freestanding 
industrial identification sign heights up to 24 feet with 150 square feet of copy area.  
Considering the freeway frontage, this freestanding project identification sign may need to 
include multitenant identification and may require more, and larger, copy area to account 
for greater visibility at highway speeds.  This IUPD requests that the height for a single 
‘Primary’ ID Sign fronting onto I-10 be increased to a maximum of forty-eight feet (48’) 
measured from adjacent grade, and the copy area increased to one hundred-eighty (180) 
square feet per side.  Freestanding digital billboard signs are not permitted.

3.4 
Architectural Design 
Due to the size of this project, a design theme will be created to unify the architecture, signage 
and landscape for the Project.  The specific uses combined with careful aesthetic considerations 
for large building masses will influence the design for the architecture.  Ideally, the design of 
these architectural features can be flexible to maximize site and building function and to 
enhance the corporate identity of the user and/or individual tenants.  The building may take on 
the characteristics of specific tenants or may be generic in nature so the site and building appeal 
to a broader range of potential tenants.  
Scale is an important consideration when looking at the overall design.  The project team 
believes the relationship with I-10 provides an important marketing window.  Design elements 
that may include corporate logos should be easy to identify from vehicles on the freeway.  The 
level of architectural fenestration and detail will increase adjacent to building entries and corners 
where pedestrian scaled elements may be included in the architectural design to emphasize 
human scale.  The focus of the enhancements is towards the more visible corners of these 
structures where the offices are typically located.  Additional fenestration, projections, shade 
canopies, colors and texture variations can draw attention and giving direction for employees 
and guests. 
Where appropriate, building parapets will be extended above the roof line to provide line of sight 
screening of roof top equipment from view adjacent to public rights-of-way along W Roosevelt 
St and I-10.  Metal rooftop screens may also be used to screen rooftop equipment. Roof drains 
will be external downspouts and incorporated into architectural features to integrate them into 
the elevation design. 
3.5 
Grading & Drainage 
A Preliminary Drainage Report is in preparation for the full 191 acres that will be submitted with 
the Plan of Development (POD) application.  As indicated previously, Dickey Wash is outside 
this project area along the west property line.  Historic flow from the north of I-10 will be directed 
to the wash and segregated from the on-site retention.  There is another drainage outlet towards 
the northeast corner that accepts storm flow from the north under I-10.  That historic flow will 
also be separated from on-site retention and directed along the east property line. 
3.6 
Project Landscape  
The selection of landscape material prescribed for trees, shrubs, groundcovers and accents will 
be selected from the Arizona Department of Water Resources low water use plant list for the 
Phoenix Active Management Area (Phoenix AMA).  The landscape theme will include 
enhancing the quantities of trees and shrub massing at strategic locations along the Roosevelt 
St and the Interstate 10 frontage.  The landscape theme will be further defined with the first 
application for the Plan of Development (POD).  The landscaped area shall include: street 
frontage, building and landscape setbacks, parking lot landscaping, individual or shared 
retention basins, building foundation planting areas, and all other disturbed areas of the 
Property not containing buildings, structures, or pavement.  Along the west side of the project

adjacent to Dickey Wash will be new low water landscape using native trees, shrubs, and a 
native seed mix specific for this wash area.  This landscape will establish a transition buffer 
separating the undisturbed Dickey Wash from on-site improvements.   
3.7 Screening 
Extended truck courts shall be screened with minimum 8’ screen walls that relate architecturally 
with the primary structure.  An enhanced landscape utilizing native trees spaced at average 30-
foot intervals can form a near vertical hedge averaging 15-25 feet in height.  Combined with an 
undulating shrub massing, the public views of these truck courts can be effectively screened.  
Vehicle parking fronting on a public street will be screened with a minimum 3’ wall that 
incorporates similar design features as the 8’ screen wall.  A streetscape theme with native and 
indigenous low water plant material will also effectively screen these parking areas.   
 
4. 
Relationship to Surrounding Properties  
This 29.07-acre expansion area is situated at the northeast corner of the 190.87-acre RLC 
industrial property, one-quarter mile north of W Roosevelt St with frontage onto I-10.  There is 
only one adjacent parcel to the east that is vacant and zoned C-2.  This amendment area will not 
have any impact to this commercial property.  The primary benefit for this expansion area will 
create a more efficient development parcel for the Roosevelt Logistics Center.  The surround 
properties and impacts are described as follows: 
North: The north side of the 29-acre expansion property is defined by Interstate 10 (I-10).  There 
are several culverts under I-10 that allow historic storm flow to cross through the subject 
property.  A Preliminary Drainage Study will be prepared for a future POD Application 
that will establish those flow volumes and impacts to the property. 
East: 
Located immediately east of the 29-acre expansion area is vacant property owned by 
the Travel America (TA) Travel Center; an existing full-service truck stop that extends to 
339th Ave.  At the northwest corner of 339th Ave and W Roosevelt St is the actual TA 
truck stop that is zoned IND-2 IUPD and C-2. 
South: The immediate area south of this expansion property line is part of the existing RLC 
industrial park, no impact.  The south project boundary is approximately three quarters 
of a mile in length and aligns with the centerline of W Roosevelt St.  There is no existing 
right-of-way.  For the first quarter mile west of 339th Ave, there is an existing 40’ north-
half Roadway Easement that was dedicated to Maricopa County by the previous owner, 
Rip Griffin (now Travel America) in 1988 that terminates at the subject property.  There 
is no south half ROW.   
The area south of the subject property that shares the Roosevelt frontage can be divided 
into three (3) quarter-mile sections as illustrated on Exhibit 6 - Context Plan:   
• 
First Section:  The first quarter mile west of Travel America extends to the mid-
section boundary at 343rd Ave.  This south side portion of W Roosevelt St is vacant,

is owned by the Arizona State Land Dept (ASLD) and has no ROW.  It is situated 
within the DMP and zoned RU-43.  Discussions with ASLD has established their 
support for an auction to acquire the necessary ROW. 
• 
Second Section:  Along the south side of the middle quarter section west of 343rd 
Ave are five residential parcels with existing homes all zoned RU-43.  These 
residential lots are within a 40-acre square that has been divided into 24 lots.  
Sixteen (16) are 2 acres each and eight (8) are 1 acre each.  This has occurred 
without a platted subdivision.  The five lots along the south side of W Roosevelt St 
all have existing single-family homes, and all have an equal frontage measuring 
approximately 264’.  The County Assessor indicates no ROW along their frontage.  
Although these homes are existing and zoned RU-43, they are also outside the 
Hidden Waters Ranch DMP.  Of the 40-acre square, sixteen acres representing the 
northern area with 12 lots outside DMP and zoned RU-43.  The remaining twenty-
four acres representing the southern portion include 12 lots that are within the DMP 
and zoned IND-2.  
• 
Third Section:  Along the south side of the west quarter mile section is vacant 
property within the DMP which is zoned IND-2, and RU-43 for the narrow drainage 
parcel that aligns with Dickey Wash along the west side. 
West: 
The immediate area west of the expansion property line is part of the existing RLC 
industrial park, no impact.  The area west of the RLC industrial property line is Dickey 
Wash zoned RU-43.  West of Dickey Wash is a narrow parcel under the same ownership 
zoned IND-2 (refer to Exhibit 5 – Zoning Map).  The west property line of the ownership 
extends to the actual section line alignment, which aligns as 347th Ave.  The Hidden 
Waters Ranch DMP realigned 347th Ave one-quarter to the west to avoid Dickey Wash 
and to create developable property on both sides of the future 347th Ave arterial.  This 
land area immediately west is vacant and is owned by the ASLD, is within the DMP, and 
currently zoned RU-43.  The approved DMP land use plan calls for this ASLD property 
to be Industrial Employment Center (IEC) all the way west to the future 347th Ave.  
 
5. 
Location and Accessibility  
W Roosevelt St from 339th Ave will provide the primary access to the property.  The Hidden 
Waters Ranch DMP has designated W Roosevelt St and 343rd Ave as major collectors with a 
total ROW width of 110’.  In preparing the previous TIA for Z2024034, the Project Team 
requested that MCDOT accept a reduced ROW width of 80’, which was supported by the TIA 
and approved by MCDOT.  Preliminary design solutions have determined that the south half 
ROW will increase from 40’ to 50’ for a total of 90’ for the portion of W Roosevelt St fronting the 
TA truck stop in order to facilitate truck turning movements into their site.  Beginning at the 
southeast corner of the subject property, the ROW will transition to 80’ and the centerline will 
shift north to an alignment that is 40’ north of the mid-section boundary.  This new alignment 
will eliminate the necessity for any additional ROW dedications from the existing residential

homes west of 343rd Ave.  The existing graded road along the south side of the mid-section 
boundary west of 343rd Ave will remain in place for the continued shared use by these residents.   
W Roosevelt St will initially terminate at a temporary cul-de-sac located west of the intersection 
with 343rd Ave as illustrated on the Preliminary Site Plan.  The extension of W Roosevelt St past 
343rd Ave will initially be dedicated as an easement or possibly ROW, which will be determined 
with the first POD application.   
Secondary emergency access for the industrial park is proposed from 339th Ave along the north 
side of the existing Travel America complex.  ADOT has approved this location with the 
understanding that it will be a “temporary” roadway with gated access and a Knox-Box to restrict 
non-emergency access.  There is; however, a preferred option for secondary emergency access 
from the extension of 343rd Ave south to W VanBuren St.  This alignment will be located within 
a 50’ easement granted to Global Water Resources by the Arizona State Land Dept for the 
installation of water and sewer services.  
The circulation along W Roosevelt St to 339th Ave will be critical for the subject property as well 
as the Travel America Travel Center.  A future traffic signal at this intersection will facilitate 
northbound left turning movements onto 339th for truck traffic to and from I-10.  The TIA has 
indicated that the intersection is anticipated to operate acceptably with its current westbound 
stop control after buildout of the site. 
6. 
Circulation System 
On-site circulation will be oriented to and from W Roosevelt St, and east to 339th Ave.  At this 
time, there are no public streets proposed within the industrial park.  Internal circulation will use 
private streets designed to satisfy police and fire safety access and to establish an efficient 
utility network.  343rd Ave will not be extended into the Property north of W Roosevelt St.   
7. 
Development Schedule 
The Owner is anticipating that this property will develop in one phase.   
8. 
Community Facilities & Services   
Emergency Fire & Medical:  The Arizona Fire & Medical Authority is the local provider.  On 
December 19, 2023, the Board of Directors for the Authority formally approved the inclusion of 
the subject property into their Buckeye Valley Fire District.  
School District:  Saddle Mountain Unified School District.  GPLA contacted Mr. Kirk Waddle, 
Executive Director of Business Services for the District, as an industrial park with no proximity 
to an existing school, Mr. Waddle indicated no concerns.  
Police:  Maricopa County Sheriff’s Office

9. 
Public Utilities & Services   
Water & Wastewater:  Global Water Resources (GWR) is the local provider: however; this 29.1-
acre expansion area is outside the designated service area (CC&N) of GWR.  There is a “Will 
Serve Letter” dated May 22, 2024 prepared by GWR for the original 161.8-acre area that is 
within their service area (Exhibit 9).  Since there is no proposed development on this expansion 
area, the development of the property can begin.  Line extension agreements are in place with 
GWR for water and wastewater services to the 161.8 acres.  There could be future consideration 
for GWR to expand their CC&N boundary to incorporate this expansion area.  CC&N 
modifications are complicated and typically oriented to larger expansions to justify cost.  The 
Project Team will monitor the development activity around this regional area with GWR and 
hope to coordinate participation at a future date.

10. Compliance with Comprehensive Plan  
The Maricopa County Comprehensive Plan Vision 2030 has located the subject property within 
the Tonopah/Arlington Area Plan that was adopted in September, 2000.  That Area Plan 
encourages the use of Development Master Plans (DMP) to allow flexibility in the master 
planning of large tracts of land located outside of municipal boundaries.  Some of the more 
relevant elements of the Tonopah/Arlington Area Plan specific to this Hidden Waters Ranch 
DMP and this IUPD application include the recognition of the interchange at 339th Ave & I-10 
as a “specific node of economic development” as well as the following: 
“The 339th Ave Interchange; This node favors commercial, warehousing and distribution, 
focusing on the trucking related facilities of the Rip Griffin Truck Service Center” (Now 
existing as Travel America). 
This IUPD for the Roosevelt Logistics Center directly supports this employment orientation 
of this interchange node and is a complimentary land use adjacent to the Travel America 
Travel Center. 
Tonopah/Arlington Objective L.1 
Policy L1.5 Review development proposals along major streets and adjacent to existing 
and approved land uses to determine compatibility with those uses. 
This IUPD reflects the industrial land use that was approved with the Hidden Waters Ranch 
DMP.  The property is situated adjacent to I-10 and along the north side of W Roosevelt St, 
a mid-section major collector.

and Financing Agreement (“ICFA”) recorded as Fee No. 2008-0679693 in the Office of the Pinal County 
Recorder.  Therefore, the Utilities will provide water and wastewater service to the Property, subject to the 
following terms and conditions: 
 
1. If any on-site infrastructure necessary to serve the Property is to be dedicated to the Utilities, line 
extension agreements (“LXA”) are required.  The fee associated with each line extension agreement 
is equal to 10% of the estimated cost of the infrastructure to be transferred to the Utility, or 
$7,500.00, whichever is greater.  
 
Prior to establishing service in any parcel, the Bill of Sale for the parcels must be completed.  The 
terms of the LXAs describe the Bill of Sale process for water service infrastructure and wastewater 
service infrastructure.   Please also refer to the attached checklist for use in gathering the documents 
needed for that process. 
 
As per the terms of the LXAs, plan review and approval are required, and design shall be in 
accordance with the Utilities Design and Construction Standards.  These standards are available at 
www.gwresources.com under the Construction Resources tab. 
 
2. The Property is subject to the terms of an Infrastructure Coordination and Financing Agreement 
(ICFA), recorded as document numbers 2008-0679693. The fees due under this agreement have 
not been paid and the fees will be due. A copy of the ICFA is attached for your reference, and an 
invoice for the ICFA fees due will be forthcoming. 
 
3. A meter and service line connection application and associated fees must be paid for each meter 
prior to installation.  A copy of the application, which includes a fee schedule, is available at 
www.gwresources.com under the Construction Resources tab.

4. Water and wastewater utility service is subject to the provisions of any regulations, statutes, orders 
and/or directives from any entity with regulatory/statutory authority over the Utility and the 
conditions under which it may provide utility service to the Property. 
 
5. The provision of utility service is subject to the regulations, statutes, orders, directives, and 
ordinances of any entity with regulatory or statutory authority over the utility or the installation of 
utility infrastructure.  The provision of service is also subject to the provisions of the currently 
approved tariffs for the utility. Therefore, the terms and conditions under which utility service may 
be provided are subject to change over time.

Engineering Review has reviewed the first plan and report routed for review on 
07/15/2025, for the subject application and has no objections subject to the following 
stipulations:
1.
Any new site improvements will require a Plan of Development and Traffic 
Impact Study. The Plan of Development submittal shall require a Grading and 
Drainage Plan sealed by a civil engineer registered in the state of Arizona to 
show conformance to the County Drainage Regulations. 
2.
Without the submittal of a plan of development, no development approval will 
be inferred by the engineering review, including, but not limited to drainage 
design, access and roadway alignments. These items will be addressed as 
development plans progress and are submitted to the County for further review 
and/or entitlement.

Logistics Center on October 23, 2024.  The Board voted 5-0 to approve Z2024034 
to change the zoning on the subject area  from IND-2  to IND-2 IUPD, subject to 
conditions “a” through “k Development of the site shall be in substantial 
conformance with the Zoning Exhibit entitled “Roosevelt Logistics Center“, 
consisting of 1 full-size sheets, dated June 10, 2024 and stamped received June 
12, 2024, except as modified by the following conditions. Staff may determine 
slight refinements to remain in substantial conformance with the approved site 
plan.  Minor and major amendments to the site plan will be determined in 
accordance with Chapter 3 of the Maricopa County Zoning Ordinance. 
 
b. 
Prior to approval of construction permits on site, the applicant shall submit to the 
Maricopa County Planning and Development Department confirmation of both 
water and sewer service to the site.   
 
c. 
Prior to Plan of Development approval, the subject properties shall be reconfigured 
via the platting or minor land combination/division process to reflect the parcels 
as shown on the zoning exhibit. 
 
d. 
Prior to approval of construction permits for the site documentation of compliance 
to the Arizona Game and Fish Department recommendations provided in the report 
dated May 29, 2024 and comment letter dated June 10th, 2024 must be provided

Indigenous Sonoran plant species shall be used as a landscape buffer to the 
Dickey Wash in accordance with a landscape plan submitted to and acceptable to

emergency fire protection jurisdiction having authority that the facility has been 
designed in accordance with their regulations and requirements, and that 
emergency fire protection service will be provided to the facility. Prior to issuance 
of the certificate of occupancy, local fire protection jurisdiction review and 
approval will be required. 
 
j. 
The granting of this change in use of the property has been at the request of the 
applicant, with the consent of the landowner.  The granting of this approval allows 
the property to enjoy uses in excess of those permitted by the zoning existing on 
the date of application, subject to conditions.  In the event of the failure to comply 
with any condition, the property shall revert to the zoning that existed on the date 
of application.  It is, therefore, stipulated and agreed that either revocation due to 
the failure to comply with any conditions, does not reduce any rights that existed 
on the date of application to use, divide, sell or possess the property and that there 
would be no diminution in value of the property from the value it held on the date 
of application due to such revocation of the zone change with overlay.  The zone 
change with overlay enhances the value of the property above its value as of the 
date the zone change with overlay is granted and reverting to the prior zoning 
results in the same value of the property as if the zone change with overlay had 
never been granted. 
 
k. 
Noncompliance with any of the conditions assigned to the approval of this zone 
change with overlay by the Maricopa County Board of Supervisors may be grounds 
for revocation in accordance with the requirements and procedures as set forth in 
the Maricopa County Zoning Ordinance.
