Project Summary:
1.
The applicant, Denisa Istrate, is requesting an SUP for a proposed community residence on parcel 
201-16-025E. The subject parcel comprises approximately 1.06 acres and is located at the 
southeast corner of Lake Pleasant Parkway and Calle Lejos in the Peoria area. The applicant is 
requesting the SUP because the property is located approximately 1,014’ from the nearest 
existing community residence. For a community residence to be allowed by right in any zoning 
district (except C-O and C-S, where residential uses are not permitted), it must be located at least 
1,200’ from the nearest existing community residence, group care facility, or recovery community 
per MCZO Article 1207.3.1.1. The existing community residence is at 9837 W. Avenida Del Sol in 
the City of Peoria, south of the subject property. That residence shares common ownership with 
the subject property. The proposed community residence would operate under the name, “Lake 
Pleasant Assisted Living II” and would meet all other regulations governing community 
residences per MCZO Section 1207.
2.
This request is specifically for an assisted living home for up to 10 elderly residents with age-related 
disabilities. Neither staff nor the owners would reside onsite, but there would always be at least two 
staff members. General caregiving staff would be assigned to 12-hour shifts: two for a daytime shift 
(6:30 a.m. to 6:30 p.m.) and two for a nighttime shift (6:30 p.m. to 6:30 a.m.). Staff members would 
provide residents assistance with typical caregiving activities including showering, clothing, feeding, 
walking, and general assistance in day-to-day living. Caregivers would also assist in the day-to-day 
mental health of the residents, such as welcoming visitors (i.e., residents’ family and friends); 
engaging residents in activities; and practicing orientation and re-directional skills. Caregivers would 
further assist with cleaning and bedmaking. Any medical treatment provided onsite (such as 
providing prescription medication) would not comprise treatment beyond what would be provided in 
a traditional family residential setting. Residents may be ambulatory, semi-ambulatory, or non-
ambulatory. Some residents would be able to self-evacuate in the event of an emergency, whereas 
others would require staff assistance. The home would have fire sprinklers and alarm systems 
installed as required by the applicable building codes governing community residences.
3.
The home would have ten bedrooms, each with no more than one bed per room. Additional rooms 
would be provided for staff use and community space, including a family room, kitchen, dining room, 
gym room, office, library, and home cinema. The residence would include a livable floor area of 
approximately 9,348 square feet. The residence would be constructed as a one-story building and 
would have no accessory uses or structures. It is planned to include two courtyards, covered patios, 
and a covered entryway at the front. The site would include five parking spaces (including one ADA-
accessible space) and a two-car garage for staff and visitors. Altogether, the lot coverage would be 
approximately 24.9% of the 1.06-acre parcel. The site would be served by a septic system. Water 
service would be provided by the Sunrise Water Company. Fire and police protection would be 
provided by the Rural Metro Fire Department and MCSO, respectively.

The existing community residence in Peoria is the only one within 1,200’ of the subject property. Staff 
has confirmed through maps published both by Maricopa County and the City of Peoria that there 
are no additional community residences, group care facilities, or recovery communities within 1,200 
linear feet of the subject site. The Maricopa County Planning & Development GIS map shows no 
existing facilities in County jurisdiction within this buffer. The City of Peoria Group Home Buffers 
map shows the residence at 9837 W. Avenida Del Sol as the only community residence whose 1,200’ 
buffer intersects with the subject property. No other jurisdictions are within 1,200’ of the subject 
property.

Although the property is currently vacant, a building permit for a custom single-family residence with 
improvements for a community residence incorporated into its design was submitted for review in 
November 2023, per case B202311989. If the Board of Supervisors approves this SUP request, the 
building permit could proceed to zoning clearance.

Following issuance of the building permit and construction of the community residence, the owners 
would be required to contact the inspections coordinator to schedule required compliance 
inspections. If inspectors verify that the residence or improvements are built to applicable codes and 
according to the approved plans, then the certificate of occupancy would be issued. The owners 
would then need to submit the approved SUP and certificate of occupancy to ADHS. Once ADHS 
grants the licensure or certification, the owners or applicant must submit a copy to the Planning and 
Development Department.
7.
Staff notes that the subject property measures approximately 140’ wide, where MCZO Article 
503.5.2 requires a minimum lot width of 145’ is required in the Rural-43 zoning district. The Board 
of Adjustment approved a variance to permit a lot width of 140’ on December 14, 2005, per case 
BA2005172. As such, no variation to the lot width regulation is required with this SUP.

Adopted Plans:

White Tanks / Grand Avenue Area Plan (updated December 2023): This area plan assigns the 
subject site a future land use category of “Single Family – Transitional Lot,” which is characterized 
as allowing for residential density greater than three dwelling units per gross acre, but not more 
than five dwelling units per gross acre. A community residence would not conflict with this land 
use category, nor with the land use strategies, goals, or policies outlined in the area plan.
12.
City of Peoria General Plan 2040 (updated October 2024): The site is located within Peoria’s 
municipal planning area (MPA) and is therefore subject to the City’s general plan, which places 
the site within its “Rural Residential” land use category. This category identifies areas of large-lot 
residential development in areas with a semi-rural or agricultural character. These areas 
developed organically in smaller tracts of land (rather than in platted subdivisions) and may have 
alternative or reduced streetscape standards in recognition of the desired character. Residential 
densities range up to one dwelling unit per acre, with lot sizes typically above one acre in area. A 
community residence would not conflict with this land use category.
Public Participation Summary:

The applicant complied with the requirements of the citizen review process with the required 
posting of the site and notification by first class mail to interested parties and adjacent property 
owners within 300’ of the subject parcel. Two signs were posted on April 25, 2025, in accordance 
with applicable regulations. One sign was posted along the north lot line facing Calle Lejos. 
Another sign was posted along the west lot line facing Lake Pleasant Parkway. Both signs were 
updated with public hearing dates by July 1, 2025. To date, staff has not received citizen comment 
regarding this request.
14.
The City of Peoria, which owns and maintains both perimeter rights-of-way, provided comments 
on the applicant’s traffic impact statement on March 12, 2025. After the applicant submitted the 
requested revisions, Peoria responded with a stamped approved TIS and a follow-up memo 
approving their review of the case on April 15, 2025. No other public comment has been received 
to date.

Staff Analysis:
16.
The applicant had originally submitted a community residence application for an administrative 
review, per case LU20230051. Due to the substandard separation distance from the existing 
community residence in Peoria, the applicant included a reasonable accommodation request. As 
noted in the staff report for LU20230051, the purpose of the distancing regulation is to prevent 
clustering of community residences and avoid creating an institutional environment in 
neighborhoods. Furthermore, a reasonable accommodation may be considered on a case-by-
case basis and is intended for demonstrable hardship situations that would render it 
unreasonable for the County not to extend the accommodation; it is not intended or meant for the 
purpose of facilitating new business opportunities for community residence operators.

A reasonable accommodation request requires an applicant to answer a supplemental 
questionnaire explaining how the request conforms to the circumstances under which an 
accommodation may be granted. The first circumstance is whether the proposed community 
residence is separated from the nearest existing one by a freeway, canal, or other right-of-way at 
least 300’ wide; such a physical barrier would effectively separate one neighborhood from another 
and prevent clustering. The second circumstance is whether the proposed residence would (not) 
interfere with the ability of neighbors to serve as role models and whether the proximity of the 
existing community residence would (not) interfere with the normalization and community 
integration of residents at the proposed location. Finally, the third circumstance is whether the 
proximity of the existing and proposed residences would (not) alter the residential character of 
the surrounding neighborhood by creating an institutional atmosphere due to the clustering of 
community residences in a single neighborhood.
18.
Staff administratively denied LU20230051. Though there’s no direct linear access between the 
two properties via a single street, they are not separated by a major physical barrier and could 
therefore be considered as existing within a common neighborhood. Additionally, at the time, the 
applicant did not sufficiently discuss the normalization and community integration of residents 
at the proposed location, nor the supporting role of neighbors in this regard. Furthermore, the 
applicant noted that residents would always be kept under caregiver supervision and would not 
be permitted to leave the home unsupervised. Although staff believed this was justified due to 
the cognitive disabilities of some residents, staff also believed it conflicted with the purpose of 
enabling community integration. Finally, it was staff’s belief that, because the proposed residence 
was being designed to accommodate 10 patient residents (with ADA-accessible bedrooms and 
bathrooms), it would likely remain institutional in character for the lifetime of the property and 
therefore conflict with the purpose of avoiding an institutional neighborhood atmosphere.
19.
In the staff report for LU20230051, staff offered the applicant two possible alternatives to the 
reasonable accommodation request. One option was to operate the community residence with 
no more than five residents, as Maricopa County does not require a land use application for 
homes with five or fewer residents. The other option was to pursue an SUP to vary the 1,200’ 
distancing requirement established in MCZO Section 1207. If the applicant were to provide valid 
justification that did not fall under the test for granting a reasonable accommodation, the SUP 
could be a feasible alternative.
20.
As this application demonstrates, the applicant did pursue the SUP alternative. Though there is 
no physical barrier separating the subject property from the owners’ other community residence 
in Peoria, the only traversable routing between the two properties is via neighborhood streets. 
This routing – approximately 3,600 feet, or 0.7 miles – is significantly longer than the minimum 
linear separation distance required. Google Maps also estimates that this routing constitutes an 
approximate 2-minute drive, or 16-minute walk. Furthermore, fronting this routing, 18 other 
residential properties (all but one of which have been developed as of the latest aerial imagery) 
separate the two properties.
21.
The applicant has also amended her narrative with the SUP to more sufficiently address 
community integration. Although residents would remain under close supervision due to their 
age-related disabilities, they would not be forbidden from taking walks in the neighborhood (even 
if under the supervision of caregivers as needed, depending on the magnitude of each resident’s 
disabilities) and enjoying nearby greenspace. Likewise, the residence staff would welcome 
visitors, especially residents’ friends and family. Staff believes these efforts to ease the ability of 
patient residents to integrate smoothly into their neighborhood environment, without 
compromising the necessary level of care and supervision or the residential character of the

neighborhood, represents a good faith effort to better emulate a traditional family residential 
setting.
22.
Another factor to consider is the fact that, at the time of this staff report’s publication, no public 
opposition has been received. Staff notes that typical community residence applications are not 
subject to public comment as they are administrative cases. This SUP request was a rare 
opportunity for the public, including neighbors, to comment on a proposed community residence. 
Even after the applicant’s public participation efforts, which included the required notification 
letter sent to residents within 300’ and the installation of public hearing posters onsite, no citizen 
comment has been received to date. In fact, the only public comment received has come from 
the City of Peoria, which supports this request and has approved the applicant’s TIS. Peoria’s 
approval letter and stamped approved TIS have been attached to this report.
23.
Staff supports the SUP as requested. The only MCZO development standard to be varied with this 
request is the minimum separation distance from the nearest existing community residence from 
1,200’ to 1,000’ (which is still 83% of the base requirement). Although the linear separation 
between the sites is less than 1,200 feet, the two residences would be separated approximately 
3,600’ by road (three times the minimum linear requirement). All additional requirements 
regulating community residences would continue to be met with this request. No more than 10 
residents (including live-in staff, of which there would be none) would reside on the subject 
property as allowed by right. Residents would not be adjudicated. Finally, upon issuance of the 
certificate of occupancy for the residence, the applicant would be required to obtain approval of 
licensure from the Arizona Department of Health Services (ADHS) to commence operation of the 
community residence.
Recommendation:
24.
Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve SU240024 subject to the following conditions ‘a’ – ‘j’:
a.
Development of the site shall be in substantial conformance with the Site Plan entitled 
“Lake Pleasant Assisted Living II,” consisting of one full-size sheet, dated May 29, 2025, 
and stamped received June 2, 2025, except as modified by the following conditions. Staff 
may determine slight refinements to remain in substantial conformance with the approved 
site plan.  Minor and major amendments to the site plan will be determined in accordance 
with Chapter 3 of the Maricopa County Zoning Ordinance.
b.
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Lake Pleasant Assisted Living II”, consisting of 5 pages, dated May 20, 2025, and 
stamped received June 2, 2025, except as modified by the following conditions.
c.
The following Planning Engineering conditions shall apply:
1.
Applicant shall seek approval of the Traffic impact statement and general use 
from the City of Peoria because Lake Pleasant Parkway and Calle Street are owned 
and maintained by Peoria. Inquiry about ROW dedication and use. Approvals 
required prior to building permit issuance.
2.
The subject site is located within the County’s Urbanized Area. Storm water 
pollution plans shall be submitted to the County at building permit phase if 
disturbance is greater than 1 acre.

3.
Engineering review of planning and/or zoning cases is for conceptual design only. 
All development and engineering design shall be in conformance with Section 
1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; 
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; 
and current engineering policies, standards and best practices at the time of 
application for construction.
4.
Based on the conceptual design nature of the information submitted, changes to 
the site layout may be necessitated by the final engineering design of the site’s 
drainage infrastructure.
5.
Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with 
the application for Building Permits.
d.
This Special Use Permit is valid for a period of 15 years and shall expire on August 20, 
2040, or upon termination, revocation, nonrenewal, or suspension of licensure or 
certification, whichever occurs first. Upon said termination, revocation, nonrenewal, or 
suspension of licensure or certification, the Community Residence must be closed within 
60 calendar days and the operator must return residents to their families or relocate them to 
a safe and secure living environment.
e.
Prior to occupying the proposed residence or any portion thereof for any use associated 
with the Special Use Permit, the applicant shall obtain a Building Permit to construct the 
proposed residence to meet current building code requirements for Community 
Residence (R-4) occupancy as applicable and shall obtain a Certificate of Occupancy for 
the building prior to occupancy.
f.
Prior to the issuance of the Certificate of Occupancy, the applicant, owner, or operator shall 
submit a copy of the State of Arizona license to the Maricopa County Planning and 
Development Department, with reference to case number SU240024, prior to operation of 
the Community Residence.
g.
The owner or operator of the Community Residence shall provide the Zoning Inspector a 
copy of its renewed license or certification within 10 business days of the annual anniversary 
of being granted approval of the Special Use Permit. Failure to maintain annual 
documentation shall be immediate grounds to deem the Community Residence and/or its 
operator in violation of the Maricopa County Zoning Ordinance.
h.
The following SUP standard shall apply:
1.
Minimum separation distance required from the nearest existing community 
residence, group care facility, or recovery community: 1,000’.
Development and use of the subject property shall comply with all Maricopa County Zoning 
Ordinance requirements not otherwise modified with the SUP, as well as all Building Safety 
Codes and other applicable regulations.
i.
Noncompliance with any of the conditions assigned to the approval of this Special Use 
Permit by the Maricopa County Board of Supervisors may be grounds for revocation in

accordance with the requirements and procedures as set forth in the Maricopa County 
Zoning Ordinance.
j.
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions. In the event of the failure to comply with any condition, and at the 
time of expiration of the Special Use Permit, the property may be considered for revocation 
to the zoning that existed on the date of application.  It is, therefore, stipulated and agreed 
that either revocation due to the failure to comply with any conditions, or the expiration of 
the Special Use Permit, does not reduce any rights that existed on the date of application 
to use, divide, sell or possess the property and that there would be no diminution in value 
of the property from the value it held on the date of application due to such revocation or 
expiration of the Special Use Permit.  The Special Use Permit enhances the value of the 
property above its value as of the date the Special Use Permit is granted and reverting to 
the prior zoning results in the same value of the property as if the Special Use Permit had 
never been granted.

Purpose of Request:    
 
 
 
1. 
The purpose of this application is to obtain a Special Use Permit (“SUP”) for a 
community residence on the Rural-43 district.  This will be an assisted living home 
for elderly residents with age-related disabilities.  An SUP is necessary to allow the 
community residence to be located within 1,200’ of an existing community residence.  
Otherwise, this assisted living home will meet all zoning requirements for a 
community residence in the Rural-43 zoning district. 
 
 
Description of Proposal:  
 
 
The property is situated 1,014 linear feet from another community residence that is in the 
City of Peoria jurisdiction.  Given the separation requirement of 1,200 ft, the applicant and 
developer is seeking a special use permit for the encroachment of 186 feet for separation 
distance.  The future community residence will serve a total of ten elderly residents with 
age-related disabilities and therefore require assistance in living.  The future home will be 
a total of ten bedrooms with only one bed/resident per room.  Neither staff nor the owners 
will live onsite, but there will be two staff members working in the home at any time during 
a 24-hour day.  Work shifts will be two staff members for daytime shifts and two staff 
members for nighttime shifts.  Shift scheduling will be 12-hour shifts; daytime shift starting 
at 6:30 a.m. and going to 6:30 p.m., and nighttime shifts from 6:30 p.m. to 6:30 a.m.  Staff 
members will provide residents assistance in typical daily activities and self-care like 
showering, changing clothes, feeding, walking and general assistance in day-to-day living. 
In addition, caregivers assist in day-to-day mental health with visiting, engagement 
activities as well as practicing orientation and re-directional skills.  Caregivers also assist 
or do the duty of bed-making and cleaning bedrooms and bathrooms.  Treatment of the 
community residents will be limited to providing prescription medication and general 
treatment typical of a traditional single-family residential setting.  Residents may be 
ambulatory, semi-ambulatory or non-ambulatory, some will be able to self-evacuate in the 
event of an emergency and some residents will require staff assistance.  The home will be 
fire sprinklered and have alarm systems installed as required by building code. 
 
 
 
Separation Distance: 
 
There is one existing community residence within the 1200 foot buffer, located at 
9837 W. Avenida Del Sol, south of the subject site.  The buffer requirement was 
established by MCZO Article 1207.3.1.  The community residence on Avenida Del Sol 
is located 1,014 feet away from the subject site as measured by the nearest lot lines 
and is under the same ownership as the subject site.  The SUP is necessary to vary the 
distance requirement.

The purpose of this requirement is to prevent clustering of community residences so 
that an institutional environment is not created in neighborhoods.  The SUP if 
granted, will not create an institutional environment because the two properties will 
be separated by a future commercial use, a commercial self-storage and RV/boat 
facility as well as a future house of worship (Islamic Center of Peoria).  In addition, 
the two residences will be separated by road roughly ¾ of a mile.  The subject site is 
at the corner of a very busy intersection of Lake Pleasant Parkway, a major arterial 
and regional route, and Calle Lejos, which serves as a mid-section line collector road.  
The two properties are not located on the same street and are not on the typical 
travelling path for cars and pedestrians.  The future community residence will 
emulate a traditional single-family residential home with superior architectural  and 
landscape designs.  This coupled with the mild nature of the residents’ disabilities 
(elderly residents with age-related disabilities), will allow for a more seamless 
integration of the patient residents into the surrounding community, thereby limiting 
the impact of having two community residences slightly within 1,200 feet, 
 
Licensing / Certification: 
 
The owner/developer has applied to Arizona Department of Health Services 
(“ADHS”) for licensing of a residential assisted living home.  Final approval from ADHS 
will come upon Certificate of Occupancy from Maricopa County Planning & 
Development.

Relationship to Surrounding Properties: 
 
 
North: Community open space for Melton Ranch East, a single-family 
residential community in Peoria jurisdiction. 
 
East: A  single-family home zoned RU-43 in Maricopa County. 
 
 
South: Future commercial use, a commercial self-storage and RV/boat facility 
in Maricopa County. 
 
 
West: Lake Pleasant Parkway, which is two lanes going northbound, a 
dedicated left-turn driveway lane, wide median and two southbound lanes.  On the 
other side of Lake Pleasant Parkway is a private school.   
 
With the community residence, this request will facilitate development of a long-
vacant property, effectively solidifying its inclusion into the surrounding 
neighborhood.  Given its adjacency to a regional/arterial route (Lake Pleasant 
Parkway) and a mid-section corner (Calle Lejos), the proposed use is desired and 
common-sense.  If the request is granted, occupants of the home can immerse 
themselves in the community to its east and north.  Though the residents will be 
elderly, they still like strolling the neighborhood and intrgrating themselves in the 
neighborhood culture.  Inclusion in this neighborhood will create generational bonds 
between young and old and blend generational ages into the community.  Visitors, 
neighbors and family alike will be welcome to visit the patrons of the property 
forming potential life-long bonds with residents.   
 
The subject property is surrounded to the north and east by single-family homes.  
These include the Melton Ranch community to the north, as well as similar large-lot 
homes to the east along Calle Lejos and then south along 97th Avenue.  The north side 
of Calle Lejos, as well as both sides of 97th and 95th Avenues (both residential 
collectors) north of Calle Lejos, are lined with sidewalks.  Residents will have the 
freedom to enjoy safe and leisurely walks through the surrounding neighborhood, 
often in the accompaniment of family, friends and fellow neighbors.  Open 
greenspaces in the neighborhoods to the north across Calle Lejos will also be available 
for residents to enjoy. 
 
Applicant realizes there is another Community Facility within 1200 feet, however, the 
travelling path to that property is quite a distance.  With that said, there are plenty of 
amenities, open space and general space to accommodate each.  This property affords 
future occupants to be integrated into a strong community and thrive in the waning 
years of their lives.  Nothing but joy would come from a strong community.

Location & Accessibility: 
The property is at the Southeast corner of Lake Pleasant 
Parkway (a major arterial and regional route) and Calle Lejos (a mid-section line 
collector), and about halfway between Pinnacle Peak Road to the south and Happy 
Valley Road to the north.  When a driver turns east on  Calle Lejos, it is the first 
property on the right.  
 
 
 
Circulation System:  The property will have one driveway along Calle Lejos, 
approximately 120 feet east of Lake Pleasant Parkway (curb to curb).  This will be a 
20-foot wide full access driveway   allowing all turning movements entering and 
exiting the site.  This driveway is located near the eastern edge of the property to 
maximize distance from the street corner.  The required minimum corner clearance 
of 150’ cannot be achieved sue to the limited site frontage.  A Traffic Impact Statement 
(“TIS”) has been completed and anticipates that the community residence will have 
minimal traffic-related impacts on the existing roadway network and surrounding 
area.  This TIS was approved by the City of Peoria on April 15, 2025. 
 
Development Schedule:  As soon as a building permit is obtained, construction will 
commence.  The building schedule is estimated at 12-18 months. 
 
 
Community Facilities:  There is a private/charter school, Cadeo Schools Peoria 160 
feet to the west, directly across Lake Pleasant Parkway.  The nearest park is directly 
across Calle Lejos, separated by 30 feet to the north, which is Melton Ranch East HOA 
park.  The nearest fire station is a City of Peoria Fire Facility #195 which is 
approximately one mile to the south on Lake Pleasant Parkway.

DRAINAGE PLAN REVIEW  
1. Applicant shall seek approval of the Traffic impact statement and general use 
from the City of Peoria because Lake Pleasant Parkway and Calle Street are 
owned and maintained by Peoria. Inquiry about ROW dedication and use. 
Approvals required prior to building permit issuance.   
 
2. The subject site is located within the County’s Urbanized Area. Storm water 
pollution plans shall be submitted to the County at building permit phase if 
disturbance is greater than 1 acre.  
 
3. Engineering review of planning and/or zoning cases is for conceptual design 
only. All development and engineering design shall be in conformance with 
Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and 
Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway 
Design Manual; and current engineering policies, standards and best practices 
at the time of application for construction. 
 
4. Based on the conceptual design nature of the information submitted, changes 
to the site layout may be necessitated by the final engineering design of the 
site’s drainage infrastructure. 
 
5. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted

INTRODUCTION 
Lōkahi, LLC (Lōkahi) has 
prepared a Traffic Statement 
for the proposed Lake 
Pleasant Assisted Living II 
located on the southeast 
corner (SEC) of Calle Lejos 
and Lake Pleasant Parkway in 
unincorporated Maricopa 
County, Arizona. See Figure 1 
for the vicinity map. 
 
The proposed development 
will include a 10 bed assisted 
living facility. See Attachment 
A and Figure 2 for the site 
plan. 
 
The objective of this Traffic Statement is to analyze the proposed development’s traffic-
related impacts on the adjacent roadway network. 
 
EXISTING CONDITIONS 
The proposed development is located on the SEC of Calle Lejos and Lake Pleasant Parkway in 
Maricopa County, Arizona. The proposed 1.06-acre site is located within Assessor Parcel 201-16-
025E. Maricopa County’s Zoning map, updated May 4, 2023, reports the site as zoned for Rural

Zoning District (RU-43). It is bordered by Calle Lejos to the north, undeveloped land to the south, 
single family residences to the east, and Lake Pleasant Parkway to the west. See Attachment B 
for Maricopa County Assessor’s parcel information. 
 
Calle Lejos is an east-west roadway that provides one (1) through lane in each direction of 
travel. According to the City of Peoria Traffic Counts website, Calle Lejos is classified as a 
collector and had an average daily traffic (ADT) of 1,863 vehicles per day (vpd) in 2024 
between Lake Pleasant Parkway and 95th Avenue. There is a posted speed limit of 25 miles per 
hour (mph).  
 
Lake Pleasant Parkway is a north-south roadway that provides two (2) through lanes and a 
bike lane in each direction of travel separated by a raised landscaped median. According to the 
City of Peoria Traffic Counts website, Lake Pleasant Parkway is classified as a parkway and had 
an ADT of 25,465 vpd in 2023 between Calle Lejos and Pinnacle Peak Road. There is a posted 
speed limit of 45 miles per hour (mph).  
 
 
PROPOSED DEVELOPMENT 
The proposed Lake Pleasant Assisted Living II 
development will construct an 11,520 square-foot 
building to house a 10-bed assisted living facility.  
 
The proposed development will have one (1) 
access along Calle Lejos, located approximately 
120 feet east of Lake Pleasant Parkway (curb-to-
curb). This 20-ft wide access driveway will be a full 
access driveway, allowing all movements into and 
out of the site. 
 
The site driveway is located near the eastern edge 
of the property to maximize the distance from 
Lake Pleasant Driveway. The required minimum 
corner clearance of 150’ cannot be achieved due

TRIP GENERATION 
The trip generation for the proposed Lake Pleasant Assisted Living II development was 
calculated utilizing the Institute of Transportation Engineers (ITE) publication entitled Trip 
Generation, 11th Edition. The ITE rates are based on studies that measure the trip generation 
characteristics for various types of land uses. The rates are expressed in terms of trips per unit 
of land use type. This publication is considered the standard for estimating trips in the 
transportation engineering profession. 
 
ITE Land Use 254—Assisted Living was used to calculate the trip generation for the proposed 
Lake Pleasant Assisted Living II development.  
 
The total trip generation for the proposed development is shown in Table 1. See Attachment C 
for detailed trip generation calculations.

The proposed Lake Pleasant Assisted Living II development is anticipated to generate 26 
weekday trips, 2 of which occur during the AM peak hour and 2 during the PM peak hour of 
adjacent street. 
 
SUMMARY 
The proposed Lake Pleasant Assisted Living II development is located on the SEC of Calle Lejos 
and Lake Pleasant Parkway in unincorporated Maricopa County, Arizona. The development will 
construct an 11,520 square-foot building to house a 10-bed assisted living facility.  
 
The site will have one (1) access along Calle Lejos, approximately 120 feet east of Lake Pleasant 
Parkway (curb-to-curb). The access driveway will be a full-access driveway permitting all 
turning movements entering and exiting the site. 
 
The proposed development is anticipated to generate 26 weekday trips, 2 of which occur 
during the AM peak hour and 2 during the PM peak hour. 
 
The 2023 daily traffic along Lake Pleasant Parkway was 25,465 vpd. The 26 daily trips generated 
by the development would represent an approximate 0.10% increase in average weekday traffic 
along Lake Pleasant Parkway. 
 
In summary, the proposed Lake Pleasant Assisted Living II development is anticipated to have 
minimal traffic-related impacts on the existing roadway network and surrounding area.

passed unanimously with a vote of 3-0 that Case BA2005172, a request for:  
 
A variance to permit an existing lot width of 140 feet where 145 feet is the minimum 
required in the Rural-43 zoning district be APPROVED with the following 
stipulations: 
 
a) 
The applicant shall provide revised site plans to staff within 60 days of 
Board approval. These site plans shall show the subject site exclusively 
and shall indicate the proper width of the subject site and the right-of-
way for 99th Avenue. 
b) 
The applicant shall obtain all necessary permits prior to commencing 
construction. 
 
NOTE:  This action, if appealed, must be filed with the Maricopa County Superior Court 
within 30 days of the hearing date.
