The applicant and owner, Octavio ‘Alex’ Arroyo, is requesting a Special Use Permit (SUP) for an RV / Boat storage yard on an approximately 4.5 acres on a property that is zoned Rural-43 in the Goodyear Area on parcel 502-40-002D. The owner intends to build a single-family residence on the parcel (not included in the SUP request) and utilize the remaining area to facilitate commercial RV and boat storage. The site will have approximately 200 spaces for RV’s and boats, utilizing individual rented spaces in a round circulation pattern. A single site entrance will be located directly off of Citrus Rd. to serve both the house and the storage facility. 2. The parcel has been utilized as a single-family residence with a manufactured home on it since 1976. The current owner purchased the lot and had since cleared it in preparation for the new single-family residence and potential SUP approval. The site is surrounded by single-family residences with Maricopa County Rural-43 parcels on the north, south & west sides. The parcel fronts to the west on Citrus St. with the City of Goodyear fire department house directly across the street. 3. The RV/boat storage use has no proposed office. The applicant intends to utilize the site and to keep the residence separate from business operations. The owner will be available during business hours of 6 AM to 9 PM for customer assistance and caretaker responsibilities. Customers will access the site via an electronic box. The site will be entirely surrounded by a 6’ CMU wall for screening and security measures. The site will be illuminated by single center placed security lights. The applicant has completed photometric mapping of the proposed lights indicating it will allow for minimal light trespass beyond the site. 4. The applicant intends to utilize all existing Rural-43 development standards for the RV/boat storage use. The applicant seeks to amend parking and internal driveline standards from required paving to a dust-controlled surface as approved by the Maricopa County Air Quality Department as the site will only be minimally accessed for deposition and removal of items. External driveways and access points will still be paved per county standards. City of Goodyear General Plan 2035 (adopted May 21, 2024): The parcel is listed in the City of Goodyear General Plan as Neighborhoods. Neighborhoods allow for commercial uses, “at intersections or to buffer a residential use from an industrial use or interstate freeway within the Neighborhoods category.’ Public Participation Summary: 11. The applicant has met and complied with all required public participation requirements as required by Maricopa County. The site was posted in two locations on February 20, 2025 with hearing dates updated on June 28, 2025. Notice of application letters were sent to all parcel owners within 300’ and to all registered area of interest members. Staff has not received any public comment on the SUP application. Outstanding Concerns from Reviewing Agencies: 12. This site is within a City of Goodyear county island. The City has commented that they wish to see the site screened from public view and to consider the impacts of public lighting on surrounding neighbors. The City has requested design standards including decorative fencing and specific lighting standards for the project. Staff Analysis: 13. The applicant is proposing complete screening per the City of Goodyear’s request and has completed a photometric plan of on-site proposed lighting to demonstrate low nighttime impacts to surrounding properties. While staff cannot enforce the City’s requested design standards, staff feels the applicant has met all screening and lighting requests made by the City. Staff supports the SUP request and believes the parcel to be an adequate location for such use. Recommendation: 14. Staff recommends the Commission adopt a motion recommending that the Board of Supervisors approve SU250008 subject to the following conditions ‘a’ – ‘h’: a. Development of the site shall be in substantial conformance with the Site Plan entitled “Arroyo RV Storage”, consisting of 1 full-size sheet, dated May 15, 2025, except as modified by the following conditions. Staff may determine slight refinements to remain in substantial conformance with the approved site plan. Minor and major amendments to the site plan will be determined in accordance with Chapter 3 of the Maricopa County Zoning Ordinance. b. Development of the site shall be in substantial conformance with the Narrative Report entitled “RV Storage Property Development”, consisting of 5 pages, dated April 21, 2025, except as modified by the following conditions. c. This special use permit is valid for a period of 10 years and shall expire on August 20, 2035, or upon termination of the use for a period of 90 or more days, whichever occurs first. All site improvements associated with the special use permit shall be removed within 90 days of such expiration or termination of use. d. The site will be developed utilizing the following amended Rural-43 SUP development standard: SU250008 Page 7 of 8 1. Commercial parking surfaces & internal drivelines - Dust control methods as approved by the Maricopa County Air Quality Dept. e. The following Planning Engineering conditions shall apply: 1. Engineering review of planning and/or zoning cases is for conceptual design only. All development and engineering design shall be in conformance with Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; and current engineering policies, standards and best practices at the time of application for construction. 2. Based on the conceptual design nature of the information submitted, changes to the site layout and/or a reduction in the number of building lots may be necessitated by the final engineering design of the subdivision drainage infrastructure. 3. Applicant is responsible for coordinating with the Roosevelt irrigation district in regard to the grading of the irrigation ditch and placement of the 18 inch culvert. This approval is separate from permits issued by Planning and Development. 4. When submitting the plans for a building permit include the septic facilities on the plans. Maintain a minimum 25-foot separation between septic facilities. 5. Driveway access to County road(s) must be paved and will require a permit from MCDOT issued concurrent with building permit(s) required for site development. Drainage flow along the roadway must be maintained. 6. Storage of materials, walls/fence, parking, wells, septic systems and storm water retention are prohibited in the (future) right-of-way. 7. Drainage Clearance is for fence/wall construction within or along property lines as shown on the approved plans. The drainage clearance does not include verification of property boundaries or easements which is the responsibility of the owner/applicant. Property line and easement disputes that may arise with new wall/fence construction are a civil matter. 8. Retaining walls must be entirely on the property including the retaining wall footing(s). 9. Citrus Road on Site frontage has mixed jurisdiction between MCDOT and the City of Goodyear. Provide a copy of the Traffic Statement for the City of Goodyear review. 10. Approval of Traffic Statement does not constitute approval of other agencies/jurisdictions, R/W limits or geometric layout of Site Plan details. 11. Due to site frontage restrictions, proposed access is acceptable to MCDOT. The driveway must meet the MCDOT design requirements for Commercial driveways. Refer to the latest MCDOT Roadway Design Manual, Section 7.6 12. For sites located within the County’s Urbanized Area, a Storm Water Pollution Prevention Permit (SWPPP) from the County will be required prior to issuance of any construction permits. This does NOT preclude the requirement to obtain a Notice of Intent to Discharge (NOID) from the State (ADEQ), as may be required. f. Noncompliance with any of the conditions assigned to the approval of this Special Use Permit by the Maricopa County Board of Supervisors may be grounds for revocation in accordance with the requirements and procedures as set forth in the Maricopa County Zoning Ordinance. g. Prior to issuance of a building permit, written confirmation will be required from the emergency fire protection jurisdiction having authority that the facility has been designed in accordance with their regulations and requirements, and that emergency fire protection service will be provided to the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction review and approval will be required. SU250008 Page 8 of 8 h. The granting of this change in use of the property has been at the request of the applicant, with the consent of the landowner. The granting of this approval allows the property to enjoy uses in excess of those permitted by the zoning existing on the date of application, subject to conditions. In the event of the failure to comply with any condition, and at the time of expiration of the Special Use Permit, the property may be considered for revocation to the zoning that existed on the date of application. It is, therefore, stipulated and agreed that either revocation due to the failure to comply with any conditions, or the expiration of the Special Use Permit, does not reduce any rights that existed on the date of application to use, divide, sell or possess the property and that there would be no diminution in value of the property from the value it held on the date of application due to such revocation or expiration of the Special Use Permit. The Special Use Permit enhances the value of the property above its value as of the date the Special Use Permit is granted and reverting to the prior zoning results in the same value of the property as if the Special Use Permit had never been granted. This project aims to provide a secure area for RV owners in the Goodyear area, addressing the increasing demand for specialized vehicle storage in an area with new planned community developments. Description of Proposal The proposed RV storage facility will encompass approximately 5 acres of land and will consist of approximately +/- 200 storage spaces designed specifically for recreational vehicles, including RVs, campers, and boats. Hours/Days of Operation The facility will operate 7 days a week, with hours from 6 AM to 9 PM. Entrance and exit gate will be self automated for additional convenience. Screening Wall/Fence Details and Location The perimeter of the property will be secured with a 6-foot high block wall. Lighting The property will use parking lot solar lights in the model: SL29 20W 15FT POLE from Solar Illuminations. There will be 8 lights total with each location specifically shown on the site plan. 6 of the lights will be in the parking lot dead spaces in the center of the property to prevent light from flooding out of the perimeter of the property into any neighboring properties. 2 of the lights will be at the entrance/exit of the property to illuminate vehicles or guests entering and exiting. Each light is to be at a height of approximately 15 feet. Recent Changes in the Area Recent city zoning amendments have favored the development of storage facilities, indicating support from local government. This project aligns with the city’s broader plan to enhance commercial offerings in the area and take advantage of the increasing local population. Location and Accessibility The site is strategically located just South of the Interstate-10, providing exceptional accessibility for residents of Goodyear and surrounding cities. The property is accessible off of Citrus Road, an arterial road. Circulation System (on & off-site) The existing road infrastructure will adequately support the proposed facility with the addition of minor enhancements, including improved entrance and exit visibility. The entrance and exit will be one automated gate alongside the East side of the property accessible from Citrus Road. On site, each lane between parking rows will be two-way traffic, allowing for larger vehicles to easily maneuver the space.
