Project Summary: 
 
1. 
The applicants, Bill Koning and Misty Hunter of Smartlink Group, are requesting an SUP to 
accommodate a proposed WCF on Parcel 502-29-033A. The subject parcel comprises 
approximately 3.2 acres and is presently used for a church, hence the name of this project. The 
property is located along a public ingress/egress easement for Coolidge Street, which provides 
access to the site from Perryville Road. The site is located approximately 1,000’ west of Perryville 
Road and 1,650’ south of Camelback Road in the Buckeye area. The site subject to this SUP will 
be a 2,000-square-foot lease area toward the northwest corner of the parcel. Access to the site 
from Coolidge Street for construction and maintenance personnel will use the existing driveway 
and parking lot for the church, with the entrance to the lease area bordering the parking lot. 
 
2. 
The WCF would take on an unconventional design – rather than a traditional monopole, this 
facility seeks to emulate a church bell tower. This is intended to stealth the tower and compliment 
the primary use of the property. Rather than a single mast, the communications equipment will 
be erected atop a trio of masts arranged in a triangular pattern. These masts will form the vertices 
of the triangular arrangement, whereas the sides will be formed by a series of fabricated panels 
that will hide the equipment from view. These panels will create the appearance of a bell tower. 
There will be three sets of panels arranged vertically. The communications equipment for AT&T 
will be screened by the highest set. The lower two sets will initially be purely aesthetic, with a 
church cross featured on each face of the middle set. However, the facility is designed to allow 
for future co-location, and the lower two sets of panels are designed to provide screening for 
future carriers should they wish to co-locate on the facility.

The subject property is zoned Rural-43. The applicable development standards for this district, as 
well as the development standards proposed with this request, are listed in the table below. The 
facility would meet the height and pole diameter regulations established in MCZO Article 
1202.3.1.1, with the facility topping out at a height of 80’ and each of the masts maintaining a 
diameter of 1’-6”. The lease area would also be bounded and screened by an 8’ CMU wall. 
 
4. 
However, to accommodate the requirements of modern telecommunications technology, the 
applicants have requested to increase the regulation governing maximum antenna array diameter 
from 8’ to 18’-6”. Furthermore, the applicants have requested to reduce the required setbacks 
from the boundaries of adjacent parcels with Rural or Residential zoning. All parcels neighboring 
the subject parcel are zoned Rural-43, whose regulations require that a WCF be set back 2’ for 
each 1’ in height. For an 80’ tower, this would require a setback of 160’ from all parcel lines. The 
proposed facility would exceed this setback from the south and east lot lines, but reduced 
setbacks are proposed from the north (75’) and west (24’). The reason for the reduced setbacks 
is to better visually compliment the church building, which is also located much nearer to the west 
lot line than the east. It is worth noting that the adjacent parcel to the west, though residential, is 
also owned by the church.

White Tank / Grand Avenue Area Plan (adopted December 2023): This area plan assigns the 
subject site a future land use category of “single family – large lot,” which is characterized as 
allowing for a residential density greater than one dwelling unit per gross acre, but not more than 
two dwelling units per gross acre. The proposed WCF is not in conflict with this land use 
designation, nor with the land use strategies, goals, or policies outlined in the area plan.

Buckeye 2040 General Plan (ratified August 2018, amended June 2022): The site is located within 
the City of Buckeye Municipal Planning Area (MPA) and is therefore subject to the City’s general 
plan, which places the site within its “Rural” land use category. This category denotes areas that 
have large lot residential development in natural areas, agricultural areas, or surrounding open 
space areas. Development here is desired to retain the rural character of the area and be relatively 
low in density. Residential land uses are permitted up to one dwelling unit per acre. The proposed 
WCF is not in conflict with this land use category. 
 
Public Participation Summary:

The applicant complied with the requirements of the citizen review process with the required 
posting of the site and notification by first class mail to interested parties and adjacent property 
owners within 300’ of the subject parcel. Two signs were posted onsite in accordance with 
applicable regulations. Staff received notice of opposition from one area resident in March 2024. 
Staff was also in correspondence with a citizen who expressed interest in the status of the case 
review throughout April and July 2024, although he has not expressed opposition to date. Copies 
of staff correspondence with both citizens has been included in the attachments to this report.

The City of Buckeye emailed Planning staff in October 2023 acknowledging the site’s location 
within its MPA and confirming that WCFs are supported in any of its land use categories. As such, 
Buckeye expressed that it has no concerns with this request. Buckeye did request that the facility 
remain consistent with the proposed bell tower design rather than revert to a standard monopole 
or monopalm. The facility’s design has indeed remained consistent throughout the review.

Luke Air Force Base also emailed Planning staff in October 2023 confirming that, subject to the 
results of an FAA Obstruction Evaluation / Airport Airspace and Spectrum Analysis (OE/AAA), the 
facility would not negatively impact its flying operations.

Staff believes the requested development standards are justified for the reasons provided in the 
applicant’s narrative and discussed in the project summary of this report. Allowing an 18.5’ 
antenna array diameter where an 8’ diameter would normally be the maximum allowed would not 
significantly affect the facility’s impact (visual, aesthetic, or otherwise) on surrounding properties. 
Staff concurs with the applicant’s explanation that a larger antenna array would be necessary to

accommodate modern communications equipment and allow for the WCF to perform effectively. 
The proposed 24’ setback from the west lot line will not present an issue, as the neighboring 
property is under the same ownership as the subject property. The property directly across the 
north lot line from the WCF site is owned by the Arizona Fire and Medical Authority for their Station 
321 and is therefore not in use as a residence. This lessens the impact of the proposed 75’ 
setback from the north lot line. The WCF would be set back at least 160’ (2’ for each 1’ in height) 
from the nearest existing residential building. Most importantly, the facility’s design emulating a 
church bell tower beside a church makes for an appropriate stealth design.

Staff supports the applicant’s request for an SUP. The proposed WCF promises to provide 
wireless service in a fast-growing area where demand for such service is increasing in kind. 
Likewise, the facility promises to provide enhanced service for the First Responder Network 
Authority, with dedicated communications for first responders, including police, firefighters, and 
emergency medical services. 
 
Recommendation: 
 
16. 
Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve Z2023034 subject to the following conditions ‘a’ – ‘j’: 
 
a. 
Development of the site shall be in substantial conformance with the Site Plan entitled 
“AZL01736 Crossroad Baptist,” consisting of 7 full-size sheets, dated February 21, 2025, 
and stamped received February 21, 2025, except as modified by the following conditions. 
Staff may determine slight refinements to remain in substantial conformance with the 
approved site plan.  Minor and major amendments to the site plan will be determined in 
accordance with Chapter 3 of the Maricopa County Zoning Ordinance.   
 
b. 
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “AT&T AZL01736,” consisting of 8 pages and stamped received July 23, 2024, 
except as modified by the following conditions. 
 
c. 
The following Planning Engineering conditions shall apply: 
 
1. 
At the time of application for permit, a grading and drainage plan shall be required 
to demonstrate compensatory storm water retention from the disturbance 
required to construct the WCF. The grading and drainage plan shall be based on a 
current topographic survey and prepared in accordance with County requirements. 
Maximum fill slopes shall not exceed 3:1. 
 
2. 
Engineering review of Special Use Permit cases is conceptual in nature. All 
development and engineering design shall be in conformance with Section 1205 
of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; 
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; 
and current engineering policies, standards and best practices at the time of 
application for construction. 
 
d. 
The maximum height of the Wireless Communication Facility shall be limited to 80’. 
 
e. 
A Minor Amendment shall be required to co-locate future carriers on the Wireless 
Communication Facility.

f. 
The wireless communication tower shall retain the stealth properties as originally 
designed. Any damaged or missing stealth aesthetic elements shall be replaced within 60 
days of such damage occurring. 
 
g. 
This special use permit is valid for a period of 30 years and shall expire on April 9, 2055, 
or upon termination of the use for a period of 90 or more days, whichever occurs first. All 
site improvements associated with the special use permit shall be removed within 90 days 
of such expiration or termination of use. 
 
h. 
The following SUP standards shall apply: 
 
1. 
Maximum WCF antenna array diameter: 18.5’ 
 
2. 
Minimum setback from north lot line: 75’ 
 
3. 
Minimum setback from west lot line: 24’ 
 
i. 
Noncompliance with any of the conditions assigned to the approval of this Special Use 
Permit by the Maricopa County Board of Supervisors may be grounds for revocation in 
accordance with the requirements and procedures as set forth in the Maricopa County 
Zoning Ordinance. 
 
j. 
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions.  In the event of the failure to comply with any condition, and at the 
time of expiration of the Special Use Permit, the property may be considered for revocation 
to the zoning that existed on the date of application.  It is, therefore, stipulated and agreed 
that either revocation due to the failure to comply with any conditions, or the expiration of 
the Special Use Permit, does not reduce any rights that existed on the date of application 
to use, divide, sell or possess the property and that there would be no diminution in value 
of the property from the value it held on the date of application due to such revocation or 
expiration of the Special Use Permit.  The Special Use Permit enhances the value of the 
property above its value as of the date the Special Use Permit is granted and reverting to 
the prior zoning results in the same value of the property as if the Special Use Permit had 
never been granted.

each other. This prevents the interference of the antennas with each other to expand the array 
needed in the area. Because of this the antenna array is larger than the 8’ diameter, we ask 
that the 14’ array be approved. With the antennas being inside a 3-legged tower they will not 
visible to the public.

The subject property and all immediately surrounding properƟes are zoned 
Rural-43. The new Fulton Homes Enclave subdivision is zoned R1-6 (singlefamily 
residenƟal). Across Perryville Road, approx. 1,000 feet east, is the Sedilla 
single-family residenƟal subdivision, zoned PAD (Planned Area Development) 
in the City of Goodyear. 
The property itself is in unincorporated Maricopa County, although it 
is within the City of Buckeye Municipal Planning Area and is designated for 
Rural land use within the Buckeye General Plan. Per comments given to 
Maricopa County Planning from the City of Buckeye, cell towers are supported 
in any of Buckeye’s land use designaƟons. As such, Buckeye has no concerns 
with this Special Use Permit request. Buckeye has also expressed support for 
the facility’s unique design. Indeed, the tower was deliberately designed with 
the Crossroad BapƟst Church in mind. The tower’s bell tower aestheƟc helps 
to significantly lessen its visual impact on surrounding properƟes, while 
simultaneously ensuring that the surrounding neighborhood benefits from 
improved wireless coverage 
LOCATION AND ACCESSIBILITY 
The site is located approx. 1,000 feet west of Perryville Road, on the south side 
of Coolidge Street.”

Access to the site is off W Coolidge St, and access easement is gravel. 
CIRCULATION SYSTEM 
From Coolidge Street, construcƟon and maintenance personnel will enter the 
site via an exisƟng 20’-wide driveway which leads to the church’s exisƟng 
parking lot. Personnel will follow the parking lot’s north drive aisle toward the 
northwest corner of the parking lot, where they will then turn north and enter 
the 40’ x 50’ compound through a double-swing gate (each gate will be 6’ in 
length, for a total of 12’). Vehicles will park inside the compound. AŌer 
construcƟon is complete, monitoring and maintenance personnel will visit the 
site approximately once a month. 
COMMUNITY FACILITIES AND SERVICES 
The site is located within the Litchfield Elementary School District, as well as 
the Agua Fria Union High School District. The Belon Soto Elementary School is 
located approx. 2,000 feet to the southeast of the site, across Perryville Road. 
The Canyon View High School (to the north) and the Verrado High School (to 
the southwest) are located within two miles of the site 
SUPPLIMENTAL SUP WCF REPORT: 
1. The height of the new WCF will be 80’, with the center of the antenna array located
at a height of 75’.
2. There are no existing WCFs within 1,000’.
3. There are no other structures equal to or greater than 80’ in height within the search
area.

in the application is approximately 1 mile outside of the Luke AFB 1988 JLUS 65 Ldn and is within the “territory in the 
vicinity of a military airport” defined by A.R.S. § 28-8461.    
  
Subject to the results of an FAA Obstruction Evaluation/Airport Airspace and Spectrum Analysis (OE/AAA), this request, 
as described in the narrative, will not negatively impact the flying and base operations at Luke AFB.  Since the site will be 
located within the “territory in the vicinity of a military airport,” it will be subjected to approximately 170 over flights per 
day.  We recommend a strong notification program on part of the applicant to inform future tenant(s) about Luke AFB

I know which case you’re referring to… in fact, I am the planner assigned to this case. This is a request for a 
special use permit (SUP) to allow an 80’ cell tower on the property of the Crossroads Baptist Church. Cell 
towers can be allowed by right on a property (albeit with the required building permits) unless they exceed 
certain parameters. That’s why the applicant is requesting the SUP – to allow the cell tower to be located 
closer to the north and west property lines (just over 75’ and 25’, respectively) than zoning regulations would 
normally allow (160’ setbacks are the base requirements for an 80’ cell tower). 
  
The applicant had originally installed the public notification posters on Perryville Road by mistake. State 
Statute requires that notification posters be located on the property on which the request has been made. This 
is why the posters were relocated. Below is an image I’ve attached of the subject property (highlighted in red 
on the left side… Perryville Road is along the right side of the image… Camelback Road is about 1/3 mile to 
the north). The address is 18819 W. Coolidge Street, and the parcel number is 502-29-033A. There should be 
two posters along the north property line visible from Coolidge Street.

I can certainly provide you an update regarding the case. Thank you for your patience. Case Z2023034 is 
still active, although it has not yet been scheduled for public hearings. I am currently waiting for revisions 
to the project narrative and site plan. I had sent review comments to the applicant on January 25th, 
although I have not received any correspondence from the applicant since. I did receive an email 
expressing opposition to the case from a neighboring property owner last month, so if and when the case 
is scheduled for hearing, it will be going on the regular agenda at the Planning & Zoning Commission for 
presentation both by Planning staff and the applicant. 
  
If the applicant resubmits the application materials and staff signs off on the case, I can certainly keep 
you posted regarding the scheduled hearing dates. The applicant will also be responsible for updating 
the public notification signs on the subject property to reflect the scheduled hearing dates.
