ROLL CALL - LISTA (C-06-24-398-X-00) The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at 9:30 AM on Wednesday, January 3, 2024, in the Supervisors' Auditorium, 205 W. Jefferson Street Phoenix, AZ 85003, with the following members present: Clint Hickman, Chairman, District 4; Jack Sellers, Vice Chairman, District 1; Thomas Galvin, Supervisor, District 2; Bill Gates, Supervisor, District 3; Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, Clerk; Kelly Gardiner, Minutes Coordinator; Jen Pokorski, County Manager; Andrea Cummings, Legal Counsel. 2. INVOCATION - INVOCACION (C-06-24-397-X-00) Vice Chairman Sellers introduced his guest, Episcopal Bishop David Bailey. Vice Chairman Sellers spoke about his long-time family friend and the many contributions he has made to the communities of the southwest. Bishop Bailey offered the invocation. 3. PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA (C-06-24-396-X-00) Bishop Bailey led the Pledge of Allegiance to the flag. 4. ELECTION OF THE 2024 CHAIRMAN OF THE BOARD OF SUPERVISORS AND CHAIRMAN'S ADDRESS (C-06-24-394-X-00) Chairman Hickman took a few minutes to acknowledge the variety of attendees at the meeting, including Chandler Mayor, Kevin Hartke; Tempe Mayor, Corey Woods; Queen Creek Vice Mayor, Jeff Brown. Chairman Hickman welcomed County electeds, Recorder, Stephen Richer, and Assessor, Eddie Cook. Arizona Department of Transportation, Jen Toth was present as well as Chief Roska, Chief Deputy Skinner, and Ann Scheel, members of the Maricopa County Sheriff’s Department; Maricopa Association of Governments, Ed Zuercher and from the County Supervisors Association, Craig Sullivan; Matt Morales, representing Superintendent of Schools, Steve Watson. Chairman Hickman thanked the County staff for their support throughout the year, working toward his priorities. He said it was an honor to lead the County and he said he was proud to be able to pass the gavel and continue to serve the citizens of Maricopa County. Supervisor Gallardo thanked Chairman Hickman for his work as Chairman this past year and thanked him for always being available to take calls and answer questions. Special Meeting Minutes Wednesday, January 03, 2024 Page 3 of 5 Chairman Hickman thanked his colleagues for the support over the years. Supervisor Gates echoed Supervisor Gallardo’s comments and added that Chairman Hickman’s leadership style showed interest in making the County good for all residents. Supervisor Galvin echoed the previous comments and thanked the municipalities for their support of the County and for attending the meeting today. He thanked Jen Pokorski for her work in her first year as County Manager. Supervisor Galvin acknowledged Chairman Hickman’s work and thanked his family for enduring the strife that came with his Chairmanship. Supervisor Sellers echoed all previous comments and said it has been an honor to serve as Vice Chairman. Chairman Hickman thanked his family and the staff who assisted him and made it all possible. Supervisor Bill Gates nominated Supervisor Jack Sellers for the 2024 Chairman of the Board of Supervisors. The nomination was seconded by Supervisor Thomas Galvin. Ayes: Clint Hickman, Jack Sellers, Thomas Galvin, Bill Gates, Steve Gallardo Chairman Sellers presented a plaque of recognition to Supervisor Hickman and photos were taken in front of the dais. Chairman Sellers stated it was an honor to serve as Chairman again and appreciated all the support. He thanked County Manager, Jen Pokorski, her Executive Leadership team, and staff for the smooth running of Maricopa County. He addressed staff directly and thanked employees for the service they provide and apologized that there have been unnecessary attacks on many who work to serve the residents. Chairman Sellers vowed to continue to work as One Maricopa County. Chairman Sellers said the elections in March, August, and November are the highest priority and he will provide the necessary resources to Election administrators to run free, fair, and lawful elections. He said the collaboration between the Recorder’s Office and the Board of Supervisors requires that each department perform the specific tasks as required by law. Chairman Sellers outlined the changes that have been made to elections and said Supervisor Bill Gates would be instrumental in this election cycle. He encouraged the public to participate and volunteer in one of the many roles that are available, promoting confidence in the process. His focus will be to protect the voting rights of all residents eligible to vote, regardless of voting method. Chairman Sellers said his next priority is the ongoing development of infrastructure. The unprecedented economic growth in Maricopa County requires this continued development to support our future growth. The extension of Prop 400 is the current funding mechanism and a very important first step. He said efficient leadership is also necessary to achieve the goals and move the County forward. Chairman Sellers said he is excited to help lead the region in the vision for the future. The upcoming elections will help determine if Maricopa County continues to grow or stagnates. Chairman Sellers said housing has been a major focus for the entire County. He thanked each Supervisor in their efforts to address affordable housing and homelessness. He said the County is a major contributor in finding solutions, with Human Services being a major funder. Chairman Sellers stated that 2023 had the Special Meeting Minutes Wednesday, January 03, 2024 Page 4 of 5 hottest temperatures on record and there have been many investments made to assist citizens experiencing housing insecurity. The solutions are not quick and easy and so he encouraged the public to have empathy for all those in need. Chairman Sellers said he will continue to support the County’s efforts to meet the housing needs for all communities in Maricopa County. Chairman Sellers said education is another priority which will help residents secure a bright future. He spoke about the success of the Head Start program that has been a leading educational foundation for many children and a resource for their families, especially those experiencing homelessness. Chairman Sellers said although unemployment is low, it is important to match jobs with an individual’s skills and in a way that supports their needs. He said Workforce Development has been instrumental in assisting people connect with jobs and training. He thanked Former Chairman Hickman for making Workforce Development a priority every year resulting in fulfilling jobs for many residents and giving employers qualified workers. He recited statistics of job successes that he attributed to the Workforce Development programs. Chairman Sellers said fiscal responsibly is a core value of the Board and will remain a core value as long as he is Chairman. Chairman Sellers said Supervisor Galvin shares the same vision and values and he was proud to announce that Supervisor Galvin will serve as the Vice Chairman for 2024. He said a goal that they have in common is a potential change in how the Jail facilities, programs, and infrastructure are funded. He talked about a funding source that has been in place for decades and is due to expire in a few years. Chairman Sellers proposed the formation of the Public Safely Funding Citizens Committee, with the goal to look at long term funding options going forward for the Public Safety and Criminal Justice System. Unfortunately, this program will need to have legislative approval in order to put this to the voters. Maricopa County is the only county in Arizona that needs to take this extra step to get measures to the voters. Chairman Sellers talked about the State of Arizona and its revenue short falls and does not want their budget solutions to adversely impact County services. He said he will be working closely with County leaders and departments to craft a budget that is impactful, efficient, conservative, and laser focused on strategic priorities, not “pet projects”. Chairman Sellers said Maricopa County has a lean workforce with respect to the population and that is a testament to the skill and character of the employees. Chairman Sellers concluded his comments by saying it was his honor to lead this united organization in 2024 and to remain one of the fastest growing best run counties in the country. Jefferson Street Phoenix, AZ 85003, with the following members present: Jack Sellers, Chairman, District 1; Thomas Galvin, Vice Chairman, District 2; Bill Gates, Director, District 3; Clint Hickman, Director, District 4; Steve Gallardo, Director, District 5. DESIGNATION OF OFFICERS Pursuant to A.R.S. 48-4203(D) consider the nominations and elect the Chairman and Secretary for the Stadium District for calendar year 2024. (C-06-24-395-X-00) Director Bill Gates nominated Director Jack Sellers for the 2024 Chairman of the Board for the Stadium District. The nomination was seconded by Director Thomas Galvin.
