Chairman Sellers called the meeting to order and asked the Clerk to call the roll.
BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session 
at 1:00 PM on Wednesday, February 7, 2024, in the Supervisors’ Conference Room 301 W 
Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present:  Jack Sellers, 
Chairman, District 1; Thomas Galvin, Vice Chairman, District 2 (remote); Bill Gates, Supervisor, 
District 3; Steve Gallardo, Supervisor, District 5. Absent:  Clint Hickman, Supervisor, District 4. 
Also present: Juanita Garza, Clerk; Kelly Gardiner, Minutes Coordinator; Jen Pokorski, County 
Manager; Andrea Cummings, Legal Counsel.
ACTION
1.
APPOINTMENT FOR LEGISLATIVE STATE REPRESENTATIVE DISTRICT 5
Pursuant to A.R.S. § 41-1202, receive the names of the three qualified electors as 
candidates to fill the vacancy for the Legislative District 5 State Representative seat as 
submitted by the Legislative District 5 Precinct Committeemen and appoint one of the 
candidates from the list to fill the vacancy created by the resignation of State 
Representative Jennifer Longdon.
The three candidate names submitted by the District are:
• Sarah Ligouri
• Mark Robert Gordon
• Brianna Westbrook (C-06-24-555-X-00)
~ Clerk note: Agenda item 1 has a misspelling of candidate Sarah Ligouri’s name. The 
correct spelling is Sarah Liguori ~
Chairman Sellers introduced the item and asked for a motion. 
Supervisor Gates made a brief comment on the three names put forward by Legislative 
District 5 Democrats, stating the vacancy was created when Jennifer Longdon 
departed. Recognizing the Legislature was in session, it was important for the Board to 
make an expeditious decision on this appointment. Supervisor Gates said he spoke 
with each of the candidates about the priorities of Maricopa County voters.

Motion to approve the appointment of Sarah Liguori to fill the Legislative District 5 State 
Representative seat by Supervisor Bill Gates, seconded by Supervisor Steve Gallardo
Supervisor Gates said Ms. Liguori has served on the Legislature before and is prepared 
to hit the ground running, with her priorities being water, housing, and elections.
Supervisor Gallardo thanked the Chairman and echoed the comment about the 
expedited process of this appointment. He said there was currently no representatives 
in LD 5 Democrats and the quick action was important. Supervisor Gallardo said Ms. 
Liguori’s previous service in the Legislature ended because of the redistricting process.
Ayes: Jack Sellers, Thomas Galvin, Bill Gates, Steve Gallardo
Absent Clint Hickman
Chairman Sellers said he received numerous communications in favor of Sarah Liguori.
MEETING ADJOURNED
There being no further business to come before the Board, the meeting was adjourned.
