The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at 11:30 AM on Wednesday, February 14, 2024, in the Supervisors’ Conference Room, 301 W Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present: Jack Sellers, Chairman, District 1; Thomas Galvin, Vice Chairman, District 2 (remote); Bill Gates, Supervisor, District 3; Clint Hickman, Supervisor, District 4 (remote); Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, Clerk; Kelly Gardiner, Minutes Coordinator; Jen Pokorski, County Manager; Andrea Cummings, Legal Counsel. ACTION 1. APPOINTMENT FOR LEGISLATIVE STATE REPRESENTATIVE DISTRICT 5 Pursuant to A.R.S. § 41-1202, receive the names of the three qualified electors as candidates to fill the vacancy for the Legislative District 5 State Representative seat as submitted by the Legislative District 5 Precinct Committeemen and appoint one of the candidates from the list to fill the vacancy created by the resignation of State Representative Amish Shah. The three candidate names submitted by the District are: Charles Lucking Mark Robert Gordon Brianna Westbrook (C-06-24-573-X-00) Chairman Sellers introduced the first item and asked for a motion. Supervisor Gates stated he had the opportunity to speak with all three candidates that were recommended by the Precinct Committeemen of LD 5 and he discussed the priorities of Maricopa County with each of them and one stood out above the others. Motion to approve the appointment of Charles Lucking to fill the Legislative District 5 State Representative seat by Supervisor Bill Gates, seconded by Supervisor Steve Gallardo. Special Meeting Minutes Wednesday, February 14, 2024 Page 2 of 2 Supervisor Gallardo spoke and thanked all three candidates that stepped forward. He thanked Chairman Sellers and Supervisor Gates for moving this forward expeditiously as the Legislature is in session and how it is important to have representation. Supervisor Gates offered more information on Charles Lucking. He said Mr. Lucking is a long-time resident of LD5 and a 5th generation Arizonan with a history of public service. Supervisor Gates said Mr. Lucking has a background in housing and will hit the ground running. He thanked Chairman Sellers for bringing this forward so quickly. Ayes: Jack Sellers, Thomas Galvin, Bill Gates, Clint Hickman, Steve Gallardo 2. APPOINTMENT FOR LEGISLATIVE STATE REPRESENTATIVE DISTRICT 22 Pursuant to A.R.S. § 41-1202, receive the names of the three qualified electors as candidates to fill the vacancy for the Legislative District 22 State Representative seat as submitted by the Legislative District 22 Precinct Committeemen and appoint one of the candidates from the list to fill the vacancy created by the resignation of State Representative Leezah Sun. The three candidate names submitted by the District are: Natacha Chavez Elda Luna-Nájera Martin Quezada (C-06-24-575-X-00) Supervisor Gallardo spoke and said the Precinct Committeemen of LD 22 met on Monday to discuss this appointment. He said it appears they will need more time to get the three names together for consideration. Motion to table item 2 by Supervisor Steve Gallardo, seconded by Supervisor Clint Hickman. Supervisor Hickman said thank you for the consideration to table this item. He said more time was needed to interview the candidates further.
