Hi Mr Hickman,
We'd like to express our support for the Gamblers Row Developement. Altho our address is Wickenburg
we live in the Forepaugh area & go to Aguila frequently. This development would be a huge asset for
Aguila & the surrounding areas. Roads, would be improved, businesses would see increased business.
The fire dept would see increase in their funds to expand & get new equipment. We've talked to many of
the residents in Aguila and the vast majority are in favor.
I'm aware of the concerns of the people at the airpark. For the most part they are unfounded. When you
ride horses you assume the risk that they might buck or shy...we ride in the desert & they are more likely
to shy from a javelina or quail than a plane. For example, prior to moving to AZ we had a wildfire 75 yards
from our property. Our horses ages 4-18 stood tied to the arena fence while the retardant was dropped &
helicopters flew pretty much all day without moving or shying in any way...the helicopters were low flying
with baskets & snorkels.
Another concern (from the meeting we attended) was if they crashed into the arena they'd be liable.
However, if they crashed into a house they would be also...that's why you carry liability insurance.
The group managing this development have addressed concerns regarding dust, manure removal,
roads/traffic, security, etc...just about everything questioned was addressed in their proposal.
We urge you to vote in support of this project/developement for the good of the community when it
comes before the board which we understand is Dec 6th.

My name is Crystal Mathwich I am a member of the Valley of the Eagle Management Co. (VEMCO) Airpark Community. I
am currently serving on the board as Secretary/Treasurer of VEMCO. I am writing this email to express my support in the
development of the Gamblers Row facility. I know of several land owners that also reside within the airpark that are in
support of the facility as well as many who are neutral in their view of the development of this facility.
As a board and community member it is my intention to first and foremost protect the airpark as an airpark. I can see
how both facilities can co-exist very well, and the new facility may even bring value to our existing community. I have
met with the people involved with building this facility, I believe they are also in favor of protecting and respecting our
airpark community!

3 additional letters of opposition. Staff notes the letters of support and opposition are from

I am an owner/resident of Valley of the Eagle Airpark parcel number 506-06-047U. I am a co-owner purchasing
another property on the Sampley (AZ28) airport. I am aware of at least 14 parcel owners in Valley of the Eagle
airpark who are either in favor of the development or have a neutral position about the development.
I was unable to locate a previous support letter that I submitted so am submitting this one.

Good morning Paola
Gary Standhart here. I just wanted to submit some recent thoughts/concerns to you. and the Commissioners in
regards to the proposed Gambler's Row Development.
Number 1. I don't know anyone against a roping facility, but no one thinks this is a proper location, in fact, they would
be hard pressed to find a worse location.
Number 2. The concern for all should be safety, both in regards to dramatic increase in traffic on a road(their
number,1000 people/day, 4 days/week) not suited to handle it and the safety of the participants in the roping
events. Their busiest times would most likely be weekends which is also the busiest times for aviation activity. And it is
not a matter of if there will be a flight problem, but when, either pilot or plane, it will happen, and how many will be
hurt or worse. If the county approves this development, they are OKing this risk and it is hard for me to believe that
they would want that responsibility.
Number 3. I would think would be legal concerns, liability issues if a horse and/or rider is injured and an airplane/pilot
are blamed for the incident. Which will also be inevitable.
Number 4. There is no doubt if approved, eventually they will try and shut down the airparks, this has been done many
times in other areas. in the past.
Number 5. Someone brought up an excellent point at the last hearing. How would they feel if someone wanted to put
an airpark in or near their roping facility. You can bet they would fight it tooth and nail.
Number 6. Developers using misleading statements to try and promote their development:
A.). Economic development. Their only economic interest is their profits.
B.). Sampley's Airpark is in favor. of the develpment I attended the meeting discussing that and the conclusion was
The role of the Airpark is to preserve the integrity and quality of life in the airpark and in doing so, will oppose the
development. That being said, if residents want to support the development that is their choice, as it to oppose the
development, but as an airpark, it is opposed to the development.
Number 5. Here I will mention, but not limited to, general concerns mentioned in the past, Dust, noise, lights at night,
flies, overflow of runoff water and animal waste products in times of heavy rains. Also noted on social media, there are
some that would like to bully this through the county by "filling the meeting with cowboy hats". I think the biggest
consideration should be given to the long term residents and supporting them and the reasons that they moved to this
wonderful area, over seasonal tourists that come for 3-4 months to recreate, then return to their homes.

So, I say, this development in any form should be denied for the above reasons. Like any business, they will want to
grow as the area grows and they should start somewhere, without the inherent issues/risks that they have here, and put
it somewhere where they have room for growth and prosperity.
I also see they have gotten approval for a residential subdivision which I think is a much better use of the land, which is
agricultural and residential and never meant to be commercial. However, I am surprised that they approved the
subdivision without improving the single lane dirt road going to and from it.

Hello Paola,
I am deeply disappointed that the below letter from Crstal was misrepresented to the planning commission that
Valley of the Eagle Airpark as a whole is in favor of Gambler’s Row.
As President of the Board of Directors for the flight park, I can tell you that we ARE NOT in favor of Gambler’s Row
as a whole. Yes, there are some members of the flight park who are in favor, but there are just as many members
who are not. As a Board of Directors, it is our fiduciary duty to make sure that our owner’s rights as pilots are
protected, and that is why most of the board members are opposed to this project. Until such time as we vote as
an entire membership to either protest or support such a thing, I am asking that you remove the statement that
Sue has referred to in paragraph #20, saying that Sampley /Valley of the Eagle Flight Park is in favor of the project.
This statement is highly prejudicial to the outcome of the commission’s voting to approve or deny the SUP.
In addition, I have requested in the past that you correct the error on the Opposition and Support Map that does
not show my 20 acres on Pete Road as being opposed.
Parcel #506-06-048D is directly across Pete Road from the proposed project. We have owned this property for over
30 years and hate to see our peace and tranquility taken away by such a large project.
Could you please make these corrections before this is all presented to the commission next week?
