Repair and upgrade existing FLIR PackBot robot sytem. These robots are used for bomb disposal, surveillance and reconnaissance, CBRN detection and HazMat handling
operations. The PackBot can climb stairs and navigate narrow passages, relaying real-time video, audio and sensor data while the operator stays at a safer, standoff distance. The
PackBot is controlled by the uPoint® Multi-Robot Control System, featuring a touchscreen-based ruggedized tablet that allows an operator to select from across the family of
connected robots, The MPUS radio operating on the Wave Relay® MANET, allows robots to penetrate deeper into complex structures and further downrange.

The repair and upgrade of one of the currently owned FLIR Packbots. This upgrade and repair would place the current uPoint® Multi-Robot Control System, featuring a
touchscreen-based ruggedized tablet and the MPUS radio operating on the Wave Relay® MANET, allows robots to penetrate deeper into complex structures and further
downrange.

TTHISIS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional pageif needed):

The FLIR Packbot system is a system that has been previously purchased and used by the
Bomb Squad since 2010. The addition of the new FLIR Packbot systems would provide the
Bomb Technicians a system they are familiar with, such as its usages and abilities. This will
allow an immediate readiness and deployment of the robot platforms. This unit will be
equipped with the latest uPoint Multi-Robot Control System, featuring a touchscreen-based
ruggedized tablet that allows an operator to select from across the family of connected robots.
The repair and upgrade of the current FLIR Packbot system will place all the latest operating
systems in the platform to ensure complete compatibility and usage of the robot platform.

These robot systems are manufactured and provided by FLIR Unmanned Ground Systems,

Inc. There is no other systems available on the market that use the same operating systems or
allow the ability to combine multiple units onto one controller unit.

These robot platforms are a system currently used by the Bomb Squad Bomb Technicians
which ensures complete compatibility of both training and usage.

PRICE
MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition Impracticable determination containing an explanation of why the proposed procurement
process is advantageous to the County; and the scope, duration, and estimated total dollar value of the procurement.

Quotes provided by FLIR for the upgrade of existing robot system.

The upgrade to the existing robot is $105,876.19. Repairs will be $4,463.13. MCSO is
requesting $114,000 in the event additional parts are required during the upgraded and/or
repair.
